The 2023 Smolensk Oblast Duma election took place on 8–10 September 2023, on common election day, coinciding with 2023 Smolensk Oblast gubernatorial election. All 48 seats in the Oblast Duma were up for reelection.

Electoral system

Under current election laws, the Oblast Duma is elected for a term of five years, with parallel voting. 16 seats are elected by party-list proportional representation with a 5% electoral threshold, with the other half elected in 32 single-member constituencies by first-past-the-post voting. Until 2023 the number of mandates allocated in proportional and majoritarian parts were standing at 24 each. Seats in the proportional part are allocated using the Imperiali quota, modified to ensure that every party list, which passes the threshold, receives at least one mandate. [1]

The Tambov Oblast Duma is the regional parliament of Tambov Oblast, a federal subject of Russia. A total of 50 deputies are elected for five-year terms. 25 deputies are elected by single-member constituencies and 25 deputies are elected in party lists. The current chairman is Yevgeny Matushkin.
