Agroecology in West Africa

A number of movements seek to expand the practice of agroecology in West Africa . Agroecology is a scientific discipline, movement and practice that integrates ecology in agriculture with strong emphasis on diversification, food sovereignty, energy efficiency and sustainability. Agroecological practices apply the systems and knowledge that traditional farmers in the region have developed and inherited. The agroecological social movement empowers smallholder farmers that hold the knowledge of indigenous farming systems, however are recently engulfed by larger farms or are migrating to urban areas, looking for better paying jobs.

Smallholder farmers constitutes a substantial percentage of the population and agriculture makes up a large portion of GDP in many West African countries with some variation. [1] The agricultural sector constitutes 35% of West African GDP and employs 65% of the population. [2] At the same time, small farmers in the rural areas of West African countries face the economical, social and political challenges. [1] There have been agroecological movements in West Africa led by international organizations such as La Via Campesina, The International Panel of Experts on Sustainable Food Systems (IPES-Food), Agronomes et Vétérinaires Sans Frontières, Groundswell, and ILEIA(Centre for Learning on Sustainable Agriculture) as well as regional organizations such as ROPPA (Réseau des organisations paysannes et de producteurs de l'Afrique de l'Ouest) and ECOWAS (Economic Community of West African States).

Background

Emergence of agroecology

Agroecology is a concept first emerged during the 1930s, expanded as a discipline of science during the 1970s and 1980s, and was institutionalized in the 1990s. [3] There has been an increasing number of publications related to agroecology since the 2000s. [3] Agroecology as a movement was especially developed in the US and in Latin America, in reconsideration of the relationship between agriculture and the society and in response to the consequences of the Green Revolution. In 2018, FAO published a report for scaling up agroecology initiative globally, to meet the agenda of SDG 2, Zero Hunger. [4]

History

The 20th Century model of the Green Revolution was introduced to West Africa by Rockefeller Foundation and Bill and Melinda Gates Foundation in 2006. However the model that requires heavy inputs of machines, fertilizers, and other resources was not sustainable and strangled the small farmers. [5] In February 2015, a global peasant alliance, La Via Campesina and Confederation of Peasants Organizations of Mali (CNOP) held the International Forum on Agroecology in Sélingué, south Mali, aiming to reinforce the shared vision of agroecology and synergy of a variety of sectors including farmers, workers, indigenous peoples, nomads, fisherfolk, consumers, the urban poor, etc. to induce a bottom-up approach of transformation. [6]

In April 2018, 8 million euros was budgeted for the Agro-ecological Transition Support Project in West Africa (AETSP) coordinated by Regional Agency for Agriculture and Food (ARAA) of ECOWAS, covering Côte d'Ivoire, Burkina Faso, Mali, Senegal and Togo for 4 years. [7] At the West African multi-stakeholder conference organized by the ROPPA and IPES-Food held in Dakar the same month, the Alliance for Agroecology in West Africa was formed with the purpose to further promote agroecological transition in West Africa, encourage cooperation between varied scales of research institutes, NGOs, farmers' organizations and social movements, and empower agroecological movements in West Africa. In January 2020, the alliance hosted a meeting in Dakar to finalize the extensive action plan to actualize agroecology in West Africa, where institutions such as FAO, IFAD, and DG DEVCO of the European Commission and donor organizations from Germany and France also participated actively. [8]

Principles

The principle of agroecology is to apply the systems that traditional farmers in the region have developed and inherited. Agroecologists argue that such complex and diversifying farming systems help small farmers to survive harsh environments and produce what is necessary for subsistence with minimum usage of external inputs. [6] La Via Campesina and other agroecological organizations claim that free trade policies and industrialized agricultural system with heavy use of chemicals and imported inputs destroys the environment, diminish resources, and disturb the health and wellbeing of small farmers that are large portion of the West African population as well as the consumers. [9] The Declaration of the International Forum for Agroecology at Nyéléni in Mali (2015) suggests that the solution to the climate change, malnutrition and other issues that West African countries are facing needs to come from transforming the industrial model and build the local food systems with new rural-urban links, with agroecological food production by peasants, artisanal fishers, pastoralists, indigenous peoples, urban farmers, etc. [10]

Agroecological practices in the region

The types of agroecological practices existing in the region includes diversification, cropping associations and sequences, agroforestry, crop and livestock integration, management and conservation of soils and water, biological control and other pesticide alternatives, and peasant seeds, with the combination of traditional and more recently innovated practices, either native to the region or imported. [11]

An example of agroecological practices in West Africa is Zaï , a traditional water harvesting technique that was revived in Mali and Burkina Faso. Farmers fill z or holes in the ground with organic matter, which induces fertilization and draws termites that improve the soil structure, leading to penetration of water that will be held in the soil. The farmers grow millet or sorghum in the zaï, which would be harvested, leaving the stalks with some height so that the young trees are protected from animals. The thousands of farmers in Yatenga region of Burkina Faso refined this technique and revived their land, which resulted in increasing the yields of cereal harvest per hector. [12]

Impacts

Socio-economic Impacts

A research by AVSF in their CALAO project has shown positive impact of agroecological practices on agricultural income, generating two or three times higher income per working family for same surface area, compared to families that are not practicing agroecology. [13] For example, an evaluation of the farming practice in Senegal comparing farms on the scale of the same surface area and climate environment indicates that the traditional Sérère practice of integration of agriculture and animal husbandry results in higher agricultural income per worker compared to a group of farms that do not follow this practice but have larger land and fairy equipped holdings. The former type of farms produce agricultural income average of 809,000 FCFA per a year with land availability of 1.5 ha, while the latter farms produced the average of 215,000 FCFA per a year within the same amount of land surface.

The same report also denote that labour intensiveness of agroecology can contribute to the improvement of underemployment, which is seen in areas researched in the report (parts of Burkina Faso, Senegal and Togo).

Environmental Impacts

The environmental benefits of agroecological practices in the region is still not significantly visual. There has been positive impact of the fertility of soils and carbon capture in soils. In Senegal, agroecological practices has had positive impacts on reforestation and increasing biodiversity according to the research by AVSF. [13]

There are challenges that the movement faces and limits the development of the practices in the region. [13]

Organizations

ROPPA

ROPPA, which stands for Réseau des organisations paysannes et de producteurs de l'Afrique de l'Ouest, meaning "Network of West African Farmer Organizations and Agricultural Producers" is an initiative specific to farmers and agricultural producers in West Africa, launched in Cotonou, June 2000. [14] There are 13 member national farmer organizations including Benin, Burkina Faso, Côte d'Ivoire, Gambia, Ghana, Guinea, Bissau Guinea, Liberia, Mali, Niger, Senegal, Sierra Leone, and Togo, and 2 associated member farmer organizations from Cap-Verde and Nigeria. [14]

The purpose of the organization is the improvement of rural family's working conditions and the protection and advocacy of small farms which are the main structure of agricultural production in West Africa. [15] The organization also aims to influence policies that enhance liberalization of the economy and socioeconomic development in West Africa, based on socially and environmentally sustainable agriculture, sustainable management of natural resources, and decent incomes and jobs in rural areas. [16] ROPPA address the issues in the current agricultural industry in West Africa as lack of long-term funding to support the improvement of production, lack of decent income for production thus not enough pressures on the use of natural resources, lack of decent socioeconomic infrastructures in the rural areas, and the need to work on the capacity building of farmers. [14]

The main principles of operation are

ROPPA published in June 2016, their vision on the "Capitalization of Economic and Agroecological Initiatives from Farmers Organizations in Africa", in which they stated their priorities to be

  1. Promotion of local products and local consumption.
  2. Establishing the structure that benefits the weakest stakeholders in the value chains, such as small family farms and female farmers.
  3. Agroecological intensification.
  4. Financial support and intermediation of family farms and capacity building of farmers. [14]

JAFOWA

JAFOWA (The Joint Action for Farmers' Organisations in West Africa) aims to enable joint actions of small farmers, pastoralists and fishers in West Africa, to establish and manage local food systems. [17] JAFOWA is an action by Fondation de France, Compagnia di San Paolo, Fondazione Cariplo and Foundation for a Just Society, and is operated by the Network of European Foundations. The purpose of JAFOWA is to back up farmers organizations through grants, sharing of knowledge, aiding in capacity development, proposes local and regional policies, and encourages ecological solutions and leadership by women and youth. The initial focus of the activities are in Burkina Faso, Ghana and Senegal. [18]

Vitellaria paradoxa, commonly known as shea tree, shi tree, or vitellaria, is a tree of the family Sapotaceae. It is the only species in the genus Vitellaria, and is indigenous to Africa.

<span class="mw-page-title-main">Fonio</span> Species of cultivated grass

Fonio, also sometimes called findi or acha, is the term for two cultivated grasses in the genus Digitaria that are important crops in parts of West Africa. The nutritious food with a favorable taste is a vital food source in many rural areas, especially in the mountains of Fouta Djalon, Guinea but it is also cultivated in Mali, Burkina Faso, Ivory Coast, Nigeria, and Senegal. The global fonio market was estimated at 721,400 tonnes in 2020. Guinea annually produces the most fonio in the world, accounting for over 75% of the world's production in 2019. The name fonio is from Wolof foño. In West Africa, the species black fonio (Digitaria iburua) and white fonio (Digitaria exilis) are cultivated, whereby the latter is the economically more important crop.

<span class="mw-page-title-main">Via Campesina</span> International agricultural organization

La Vía Campesina is an international farmers organization founded in 1993 in Mons, Belgium, formed by 182 organisations in 81 countries, and describing itself as "an international movement which coordinates peasant organizations of small and middle-scale producers, agricultural workers, rural women, and indigenous communities from Asia, Africa, America, and Europe".

Macrotyloma geocarpum is also known as the ground bean, geocarpa groundnut, Hausa groundnut, or Kersting's groundnut. In French, it is often called la lentille de terre. M. geocarpum is an herbaceous annual plant and a crop of minor economic importance in sub-Saharan Africa, tolerant of drought, with a growth habit similar to that of the peanut.

<span class="mw-page-title-main">Smallholding</span> Small farm, often for a single family

A smallholding or smallholder is a small farm operating under a small-scale agriculture model. Definitions vary widely for what constitutes a smallholder or small-scale farm, including factors such as size, food production technique or technology, involvement of family in labor and economic impact. Smallholdings are usually farms supporting a single family with a mixture of cash crops and subsistence farming. As a country becomes more affluent, smallholdings may not be self-sufficient, but may be valued for providing supplemental sustenance, recreation, and general rural lifestyle appreciation. As the sustainable food and local food movements grow in affluent countries, some of these smallholdings are gaining increased economic viability. There are an estimated 500 million smallholder farms in developing countries of the world alone, supporting almost two billion people.

<span class="mw-page-title-main">Great Green Wall (Africa)</span> African Union project on desertification

The Great Green Wall or Great Green Wall of the Sahara and the Sahel is a project adopted by the African Union in 2007, initially conceived as a way to combat desertification in the Sahel region and hold back expansion of the Sahara desert, by planting a wall of trees stretching across the entire Sahel from Djibouti, Djibouti to Dakar, Senegal. The original dimensions of the "wall" were to be 15 km wide and 7,775 km long, but the program expanded to encompass nations in both northern and western Africa. The concept evolved into promoting water harvesting techniques, greenery protection and improving indigenous land use techniques, aimed at creating a mosaic of green and productive landscapes across North Africa. Later it adopted the view that desert boundaries change based on rainfall variations.

Urban horticulture has seen an increase in attention with the global trend of urbanization and works to study the harvest, aesthetic, architectural, recreational and psychological purposes and effects of plants in urban environments.

The Collaborative Crop Research Program (CCRP) funds participatory, collaborative research on agroecological intensification (AEI). Funded projects typically link international, national, and local organizations with communities of smallholder farmers, researchers, development professionals, and other parties. Projects work together as part of a Community of Practice to generate technical and social innovations to improve nutrition, livelihoods, and productivity for farming communities in Africa and South America. Large-scale impact is realized when new ideas, technologies, or processes are adapted, when insights from research catalyze change in policy and practice, and when innovation inspires further success. The program is under the direction of Rebecca J. Nelson of Cornell University and Jane Maland Cady of the McKnight Foundation.

<span class="mw-page-title-main">Agroecology in Latin America</span> Agroecological practices in Latin America

Agroecology is an applied science that involves the adaptation of ecological concepts to the structure, performance, and management of sustainable agroecosystems. In Latin America, agroecological practices have a long history and vary between regions but share three main approaches or levels: plot scale, farm scale, and food system scale. Agroecology in Latin American countries can be used as a tool for providing both ecological, economic, and social benefits to the communities that practice it, as well as maintaining high biodiversity and providing refuges for flora and fauna in these countries. Due to its broad scope and versatility, it is often referred to as "a science, a movement, a practice."

Eric Holt Giménez is an agroecologist, political economist, lecturer and author. From 1975 to 2002 he worked in Mexico, Central America and South Africa in sustainable agricultural development. During this time he helped to start the Campesino a Campesino Movement. He returned to the U.S. twice during this period: once for his M.Sc. in international agricultural development and then for his Ph.D. in environmental studies. His dissertation research was the basis for his first book Campesino a Campesino: Voices from the farmer-to-farmer movement for sustainable agriculture in Latin America. After receiving his Ph.D. with an emphasis in agroecology and political economy, he taught as a university lecturer at UC Santa Cruz and Boston University in the International Honors Program in Global Ecology. He gives yearly courses of food systems transformation and social movements in Italy in the Masters program of the University of Gastronomic Sciences in Pollenzo and in the doctoral program at the Universidad de Antioquia in Medellín, Colombia. His work has appeared in The New York Times, The Herald Tribune, Le Monde Diplomatique, La Jornada and The Des Moines Register. He has a blog on the Huffington Post.

Miguel Altieri is a Chilean born agronomist and entomologist. He is a Professor of Agroecology at the University of California, Berkeley in the Department of Environmental Science, Policy and Management.

<span class="mw-page-title-main">Educational Concerns for Hunger Organization</span>

ECHO, Inc #echofightshunger is a non-profit agro-ecological organization whose mission is to support small-scale farmers through the dissemination of information and seeds. The group operate a bank which preserves and distributes. ECHO also offers training courses and workshops on many topics, including tropical agriculture.

<span class="mw-page-title-main">Paul Yeboah</span> Ghanaian permaculturist

Paul Yeboah was an educator, farmer, permaculturist, community developer, and social entrepreneur. Yeboah founded and coordinated the Ghana Permaculture Institute and Network in Techiman, Ghana, West Africa. It is located in the Brong-Ahafo Region of Ghana. The purpose of the Institute is to build and maintain a stable food system, to take care of the local ecosystems, and to improve the quality of life in the rural areas. The GPN trains students and community in sustainable ecological farming techniques. They support projects throughout Ghana; women groups, micro-finance projects; teach growing moringa; mushroom production; alley cropping, food forests development and Agroforestry.

Assetou Foune Samake Migan is a Malian politician currently serving as the Malian Minister of Higher Education and Scientific Research. She taught plant physiology at the Ecole Normale Supérieure of Bamako from 1993 to 2000 before working with Winrock International from 2000 to 2004, the Polycentric Social Forum in Bamako from 2005 to 2006, the African Institute of Food and Sustainable Development from 2005 to 2009, the Unitarian Services of Canada from 2011 to 2013, the Forum for Another Mali, and the Ministry of National Reconciliation and Northern Development in 2013. She served as a technical advisor at the Ministry of Higher Education and Scientific Research before her appointment to Minister in 2016.

The Declaration on the Rights of Peasants is an UNGA resolution on human rights with "universal understanding", adopted by the United Nations in 2018. The resolution was passed by a vote of 121-8, with 54 members abstaining.

The International Panel of Experts on Sustainable Food Systems (IPES-Food) is an international non-profit association, with the goal to promote transition to sustainable food systems around the world and it was registered in Belgium in the year 2015. It was founded by Daniel et Nina Carasso, Olivier De Schutter, former UN special rapporteur on the right to food, and Emile Frison, former Director General of Bioversity International to inform debates on food system reforms around the world. It conducts research focused in the domains of political economy, nutrition, climate change, ecology, agronomy, agroecology, and economics, as well as direct involvement in political processes.

<span class="mw-page-title-main">Climate change and food security in Africa</span> Climate change and food security

Climate change in Africa is reducing its food security. Climate change at the global, continental, and sub-continental levels has been observed to include an increase in air and ocean temperatures, sea-level rise, a decrease in snow and ice extent, an increase and decrease in precipitation, changes in terrestrial and marine biological systems, and ocean acidification. The agricultural industry is responsible for more than 60% of full time employment in Africa. Millions of people in Africa depend on the agricultural industry for their economic well-being and means of subsistence. A variety of climate change-related factors such as worsening pests and diseases that damage agriculture and livestock, altered rainfall patterns, rising temperatures, droughts, and floods are having a negative impact on the agricultural industry in Africa. Many African populations access to food is being impacted by these climate change effects on the agricultural industry, which result in a trend of decreasing crop yields, animal losses, and rising food prices.
