Aircraft part

An aircraft part is an article or component approved for installation on a type-certificated aircraft. Approval for these parts is derived from the jurisdictions of the countries that an aircraft is based. In the United States, the Federal Aviation Administration oversees the approval for these parts under Federal Aviation Regulation Part 21.

Manufacture of parts

Production Certificate

A production certificate holder may produce parts from the type design that is associated with the production approval. [1] Parts manufactured under a Production Certificate are considered to be "approved parts." [2]

Parts Manufacture Approval

A Parts Manufacturer Approval, or PMA, is one way to obtain approval to produce replacement or modification parts for installation on a type-certificated product. [3] Such parts are considered to be "approved parts." [4]

Technical Standard Order Authorization

Parts and assemblies may be produced under a Technical Standard Order Authorization (TSOA). [5] Such parts are considered to be "approved parts." [6]


Owner produced parts

The FAA permits the aircraft owner or operator to produce replacement parts from scratch (using the original as a template and using the same dimensions and materials), and document it in the logbooks as an "owner-produced part" in accordance with FAR §21.9(a)(5). [7] In doing this, the owner could enlist the aid of an A&P, a machine shop, or anyone certified or uncertified personnel and the part would still qualify as an owner-produced part. This ability is granted by the FAA to aircraft owners/operators, so long as the parts they produce are for installation on their own aircraft and not for sale or for installation on an aircraft they do not own (which would require PMA approval instead). [8] All owner-produced parts must still be considered airworthy, by conforming to the aircraft's type design. An A&P that agrees the owner-produced part is airworthy and that the installation is a considered a "minor repair" can approve the aircraft for return to service.

The FAA will consider a part to be owner-produced (and therefore legal) if the owner is meaningfully involved in its production in any of the following ways:

Life limited parts

Life limited parts are parts that, as a condition of their type certificate, may not exceed a specified time, or number of operating cycles, in service [Canadian Aviation Regulations/ CAR 101.01]

Flight critical parts

Flight critical parts are usually regulated by the FAA and the European Union. These include, navigation systems, communication systems, traffic collision avoidance system (TCAS), etc.

Repairable parts

Some high value aircraft parts can be repaired using various re-manufacturing processes such as machining, welding, plating, etc. The techniques described in Advisory Circular 43.13-1B are generally used as guidance for repair processes that are not specifically described by the manufacturer. [9]

Used

Low jet fuel prices and new programs delays lead to keeping airliners in service for longer, relying increasingly on used parts: their market will grow from $4.5 billion in 2016 to $7.7 billion in 2026. Demand for aircraft recycling is thus growing with 9,300 retirements in the decade including 4,000 narrowbodies. The most prized are life limited parts from CFM56s and less from IAE V2500s. [10]

Suspected unapproved parts

Suspected unapproved parts are those aeronautical parts that should be deemed unairworthy and are therefore not eligible for installation on an aircraft or another aeronautical product because their design, manufacture or distribution is in conflict with aviation regulations. This means that such a part may not have an approved design, may be manufactured by an unapproved manufacturer, distributed by an unapproved distributor, possibly even taken from scrap aircraft while bypassing mandatory and costly shop inspection and recertification processes. Indicators for an unapproved or bogus part may reach from missing, incomplete or counterfeit certification, missing or manipulated identification plates, physical aspects like surface grain structure, shape, colour, or weight deviating from the removal part, to any indicators of poor workmanship as well as a suspiciously low purchase price. Suspected unapproved parts shall be reported to the national aviation authority.

Trade Associations Representing the Aircraft Parts Industry

Aircraft parts are produced by manufacturers. FAA approved aircraft and aircraft parts manufacturers are represented by the Aerospace Industries Association (commercial aircraft manufacturers), General Aviation Manufacturers Association (general aviation aircraft manufacturers) and Modification and Replacement Parts Association (MARPA) (aircraft parts manufacturers).

The Aeronautical Repair Station Association (ARSA) represents organizations which repair aircraft and parts thereof. [11]

Some aircraft parts are sold by distributors. Distributors of aircraft parts are represented by the Aviation Suppliers Association.

The rules are designed to promote safe aviation, protecting pilots, flight attendants, passengers and the general public from unnecessary risk.

The European Union Aviation Safety Agency (EASA) is an agency of the European Commission with responsibility for civil aviation safety in the European Union. It carries out certification, regulation and standardisation and also performs investigation and monitoring. It collects and analyses safety data, drafts and advises on safety legislation and co-ordinates with similar organisations in other parts of the world.

A Technical Standard Order (TSO) is a minimum performance standard issued by the United States Federal Aviation Administration for specified materials, parts, processes, and appliances used on civil aircraft. Articles with TSO design approval are eligible for use on United States type certified products by following a much lighter process than similar non-TSO approved parts, provided the TSO standard meets the aircraft requirements. The TSO authorization or a letter of TSO Design Approval does not necessarily convey approval for installation.

<span class="mw-page-title-main">Supplemental type certificate</span> Document of approval for modifications or repairs to an aircraft

A supplemental type certificate (STC) is a civil aviation authority-approved major modification or repair to an existing type certified aircraft, engine or propeller. As it adds to the existing type certificate, it is deemed "supplemental". In the United States issuance of such certificates is under the purview of the Federal Aviation Administration (FAA).

Parts Manufacturer Approval (PMA) is an approval granted by the United States Federal Aviation Administration (FAA) to a manufacturer of aircraft parts.

In aviation, a terrain awareness and warning system (TAWS) is generally an on-board system aimed at preventing unintentional impacts with the ground, termed "controlled flight into terrain" accidents, or CFIT. The specific systems currently in use are the ground proximity warning system (GPWS) and the enhanced ground proximity warning system (EGPWS). The U.S. Federal Aviation Administration (FAA) introduced the generic term TAWS to encompass all terrain-avoidance systems that meet the relevant FAA standards, which include GPWS, EGPWS and any future system that might replace them.

In the United States, skydiving is a self-regulated sport, which means skydivers, in the US, voluntarily follow a set of basic safety requirements established by the U.S. Parachute Association. Federal requirements can be found in the Federal Aviation Regulations. Most of the regulations concern the aircraft, pilot and rules of flight. However, 14 CFR Part 105, "Parachute Operations" regulates when and where jumps may be made and designates the requirements for parachute equipment and packing. For example, 14 CFR Part 105 requires the person packing either the main chute or the reserve parachute to be a certificated rigger, which means he or she has taken an FAA-approved training course and has passed rigorous FAA testing.

<span class="mw-page-title-main">Air operator's certificate</span> Approval by civil aviation authorities to operate aircraft for "commercial air transport" purposes

An air operator's certificate (AOC) is the approval granted by a civil aviation authority (CAA) to an aircraft operator to allow it to use aircraft for commercial air transport purposes. This requires the operator to have personnel, assets and systems in place to ensure the safety of its employees and of the flying public. The certificate lists the approved aircraft types, each registration number approved to fly, the approved flying purpose, and in what area the holder may operate.

<span class="mw-page-title-main">V speeds</span> Standard terms to define airspeeds

In aviation, V-speeds are standard terms used to define airspeeds important or useful to the operation of all aircraft. These speeds are derived from data obtained by aircraft designers and manufacturers during flight testing for aircraft type-certification. Using them is considered a best practice to maximize aviation safety, aircraft performance, or both.

A Designated Airworthiness Representative (DAR) is a private person designated by the United States Federal Aviation Administration to act on its behalf in the certification of type certificated and amateur-built aircraft for the issuance of airworthiness certificates, special flight permits, import aircraft, export certificates for products and articles, conformity inspections, and field approvals for repair and alterations. Most DARs have limited and/or certain "functions" authorized by the FAA based on their experience and technical background. A DAR may charge a fee for their services. Qualifications and policies for appointment of Designated Airworthiness Representatives are established in FAA Order 8100.8.

The Modification and Replacement Parts Association is the Washington, D.C.-based trade association that represents manufacturers of government-approved aftermarket aircraft parts. These aircraft parts are often known as PMA parts, from the acronym for Parts Manufacturer Approval. The manufacture of PMA parts is regulated in the United States by the Federal Aviation Administration.

Unapproved aircraft parts are aircraft parts not approved by civil aviation authorities for installation on type certified aircraft.

<span class="mw-page-title-main">Organization Designation Authorization</span>

The Organization Designation Authorization (ODA) program was established by FAA Order 8100.15 . The ODA, in conjunction with the Federal Aviation Administration (FAA), grants airworthiness designee authority to organizations or companies. The regulations addressing the ODA program are found in Title 14 of the Code of Federal Regulations part 183, subpart D, sections 183.41 through 813.67.

<span class="mw-page-title-main">FAA Order 8110.37</span> FAA Order 8110.37 defines the FAAs system of DERs. DERs issue signed FAA Form 8110-3 approvals.

FAA Order 8110.37 , Designated Engineering Representative (DER) Handbook, is a handbook of procedures, technical guidelines, limitations of authority, tools, and resources for Designated Engineering Representatives (DERs), who are appointees of the Federal Aviation Administration. Both DERs and the FAA offices managing them have individual and mutual roles and responsibilities in the certifications of safety of aircraft and aviation systems. This handbook provides a better understanding of these roles. Although intended for the roles of DERs, this order may be useful to ODA engineering Unit Members, who are effectively DERs managed by aviation manufacturers rather than by the FAA.
