An Agenda for Peace: Preventive diplomacy, peacemaking and peace-keeping, [1] more commonly known simply as An Agenda for Peace, is a report written for the United Nations by Secretary-General Boutros Boutros-Ghali in 1992. In it, Boutros-Ghali responds to a request by the UN Security Council for an "analysis and recommendations" to strengthen peacemaking and peace-keeping. The document outlines the way Boutros-Ghali felt the UN should respond to conflict in the post-Cold War world.
Recognizing the limitations of peacekeeping, especially as such efforts were becoming prevalent in the early 1990s, the UN Security Council convened in 1992 in a first-time meeting of heads of state. The 15 members finished the conference by issuing a statement calling on then-Secretary-General Boutros Boutros-Ghali to write a report recommending future reforms. In their statement, the heads-of-state recognized that,
“The absence of war and military conflicts amongst States does not in itself ensure international peace and security. The non-military sources of instability in the economic, social, humanitarian and ecological fields have become threats to peace and security. The United Nations membership as a whole, working through the appropriate bodies, needs to give the highest priority to the solution of these matters.” [2]
The Security Council saw what many critics of peacekeeping have suggested, and some recent failures had made obvious: peacekeeping alone, as then practiced, was not enough to ensure lasting peace.
Boutros-Ghali submitted his response some months later, in the form of An Agenda for Peace. In it, he outlined a number of additional processes of preventative diplomacy the international community could use before peacekeeping, or simultaneously. He also suggested distinct definitions for peacemaking and peacekeeping, and referenced Chapter VII of the United Nations Charter to justify military involvement without the consent of both parties. [3] Previously, these concepts had not been formally addressed by the UN's leadership. However, An Agenda for Peace’s most significant contribution to the modern understanding of peace is its introduction of the concept of “post-conflict peacebuilding.” Boutros-Ghali defines “post-conflict peace-building” as “action to identify and support structures which will tend to strengthen and solidify peace in order to avoid a relapse into conflict.” [1]
The concept of post-conflict peacebuilding has been especially important in the academic discipline of peace and conflict studies. It has been adopted by a number of scholars to suggest a framework for peace that addresses not only the latent forms of physical violence, but also aspects of a society that are structurally violent, and could lead to a re-emergence of fighting (see the discussion of positive peace in the article on peace and conflict studies).
A peace process is the set of sociopolitical negotiations, agreements and actions that aim to solve a specific armed conflict.
Peacekeeping comprises activities, especially military ones, intended to create conditions that favor lasting peace. Research generally finds that peacekeeping reduces civilian and battlefield deaths, as well as reduces the risk of renewed warfare.
Boutros Boutros-Ghali was an Egyptian politician and diplomat who served as the sixth Secretary-General of the United Nations from 1992 to 1996. Prior to his appointment as secretary-general, Boutros-Ghali was the acting Minister of Foreign Affairs of Egypt between 1977 and 1979. He oversaw the United Nations over a period coinciding with several world crises, including the breakup of Yugoslavia and the Rwandan genocide.
Peace and conflict studies is a social science field that identifies and analyzes violent and nonviolent behaviors as well as the structural mechanisms attending conflicts, to understand those processes which lead to a more desirable human condition. A variation on this, peace studies, is an interdisciplinary effort aiming at the prevention, de-escalation, and solution of conflicts by peaceful means, based on achieving conflict resolution and dispute resolution at the international and domestic levels based on positive sum, rather than negative sum, solutions.
The Unified Task Force (UNITAF) was a United States-led, United Nations-sanctioned multinational force which operated in Somalia from 5 December 1992 until 4 May 1993. A United States initiative, UNITAF was charged with carrying out United Nations Security Council Resolution 794 to create a protected environment for conducting humanitarian operations in the southern half of the country.
The United Nations Mission of Observers in Tajikistan (UNMOT) was a peacekeeping mission established by the United Nations Security Council in December 1994, and its mandate expired in May 2000. Its purpose was to monitor peace agreements during and after the Tajikistan Civil War. The observers were first deployed in the wake of the ceasefire, in 1994, between the ruling government of Tajikistan, led by Emomali Rahmonov, and the United Tajik Opposition. After the UN-sponsored armistice ended the war in 1997, the UN expanded the mission's original mandate to monitor the peace and demobilization. The mission was headquartered in Dushanbe, Tajikistan.
Peacebuilding is an activity that aims to resolve injustice in nonviolent ways and to transform the cultural and structural conditions that generate deadly or destructive conflict. It revolves around developing constructive personal, group, and political relationships across ethnic, religious, class, national, and racial boundaries. The process includes violence prevention; conflict management, resolution, or transformation; and post-conflict reconciliation or trauma healing before, during, and after any given case of violence.
The United Nations Peacebuilding Commission (PBC) is a United Nations intergovernmental advisory body of both the General Assembly and the Security Council that supports peace efforts in conflict-affected countries. A key addition to the capacity of the international community in the broad peace agenda, it was established in 2005 with the passage of both A/RES/60/180 and S/RES/1645 Mr. Sérgio França Danese (Brazil) is the incumbent chair of the PBC.
The Department of Peace Operations (DPO) is a department of the United Nations charged with the planning, preparation, management, and direction of UN peacekeeping operations. Previously known as the Department of Peacekeeping Operations (DPKO), it was created in 1992 as part of a restructuring of the UN's peace and security apparatus. The DPO retains the core functions and responsibilities of its predecessor, with a greater emphasis on cohesion, integrating different resources and knowledge, and promoting human rights.
United Nations Security Council resolution 837, adopted unanimously on 6 June 1993, after reaffirming resolutions 733 (1992), 746 (1992), 751 (1992), 767 (1992), 775 (1992), 794 (1992) and 814 (1993), the Council condemned the attacks on the United Nations Operation in Somalia II in which 24 Pakistani troops were killed and 56 injured, including 1 Italian and 3 American soldiers.
The United Nations Department of Political and Peacebuilding Affairs (DPPA) is a department of the Secretariat of the United Nations (UN) with responsibility for monitoring and assessing global political developments and advising and assisting the UN Secretary General and his envoys in the peaceful prevention and resolution of conflict around the world. The department manages field-based political missions in Africa, Central Asia, and the Middle East, and has been increasing its professional capacities in conflict mediation and preventive diplomacy. DPPA also oversees UN electoral assistance to Member States of the organization. Established in 1992, the department's responsibilities also include providing secretariat support to the UN Security Council and two standing committees created by the General Assembly concerning the Rights of the Palestinian People and Decolonization. DPPA is based at the UN Headquarters in New York City.
United Nations Security Council resolution 743, adopted unanimously on 21 February 1992, after reaffirming resolutions 713 (1991), 721 (1991), 724 (1991), 727 (1992) and 740 (1992), and considering that the situation in the Socialist Federal Republic of Yugoslavia constitutes a threat to international peace and stability, the council established a peacekeeping mission in the country, known as the United Nations Protection Force (UNPROFOR), with the aim of reaching a peaceful political settlement in the region.
United Nations Security Council resolution 795, adopted on 11 December 1992, after expressing concern about possible developments which could undermine confidence and stability in the Republic of Macedonia and welcoming the Organization for Security and Co-operation in Europe (OSCE) mission in Macedonia, the Council recalled Chapter VIII of the United Nations Charter and authorised the Secretary-General Boutros Boutros-Ghali to deploy a presence of the United Nations Protection Force (UNPROFOR) in the border areas of Macedonia.
United Nations Security Council resolution 834, adopted unanimously on 1 June 1993, after reaffirming resolutions 696 (1991), 747 (1992), 785 (1992), 793 (1992), 804 (1993), 811 (1993) and 823 (1993), the council indicated its concern at the deteriorating political, military and humanitarian situation in Angola and extended the mandate of the United Nations Angola Verification Mission II for a period of 45 days ending 15 July 1993.
United Nations Security Council resolution 858, adopted unanimously on 24 August 1993, after recalling resolutions 849 (1993) and 854 (1993) and noting a ceasefire between Abkhazia and Georgia and commitments to withdraw forces, the council established the United Nations Observer Mission in Georgia (UNOMIG) for an initial period of 90 days pending further extension.
United Nations Security Council resolution 871, adopted unanimously on 4 October 1993, after reaffirming resolutions 713 (1992) and 743 (1992) and subsequent resolutions relating to the situation in the former Yugoslavia and United Nations Protection Force (UNPROFOR), the Council expressed concern that United Nations peacekeeping plan for Croatia, in particular Resolution 769 (1992), had not been implemented and went on to discuss the peace plan and extend UNPROFOR's mandate until 31 March 1994.
United Nations Security Council resolution 937, adopted on 21 July 1994, after reaffirming resolutions 849 (1993), 854 (1993), 858 (1993), 876 (1993), 881 (1993), 892 (1993), 896 (1994), 901 (1994), 906 (1994) and 934 (1994), the Council expanded the United Nations Observer Mission in Georgia (UNOMIG) to include co-operation with the Commonwealth of Independent States (CIS) and extended its mandate until 13 January 1995.
Environmental peacebuilding examines and advocates environmental protection and cooperation as a factor in creating more peaceful relations. Peacebuilding is both the theory and practice of identifying the conditions that can lead to a sustainable peace between past, current or potential future adversaries. At the most basic level, warfare devastates ecosystems and the livelihoods of those who depend on natural resources, and the anarchy of conflict situations leads to the uncontrolled, destructive exploitation of natural resources. Preventing these impacts allows for an easier movement to a sustainable peace. From a more positive perspective, environmental cooperation can be one of the places where hostile parties can sustain a dialogue, and sustainable development is a prerequisite for a sustainable peace.
United Nations Security Council Resolution 1645, adopted unanimously on 20 December 2005, acting concurrently with the United Nations General Assembly, the council established the United Nations Peacebuilding Commission to advise on post-conflict situations, in accordance with the declaration of the 2005 World Summit.
Virendra Dayal is a retired Indian Administrative Service officer and United Nations civil servant who served as Chef de Cabinet to Secretary General of the United Nations for more than a decade. He has served as the director of the Department of Political and Peacebuilding Affairs of the United Nations and as the special envoy who probed the allegations levelled against a number of India politicians including Natwar Singh, a former Minister of External affairs, in the Paul Volcker Committee report of 2005. A former Indian Administrative Service officer and a Rhodes Scholar of 1956 Dayal sat on the National Human Rights Commission of India as a member for two terms from 1998 to 2006. The Government of India awarded him the third highest civilian honour of the Padma Bhushan, in 1992, for his contributions to society.
