Angus Stuart Macpherson MBE DL (born January 1953) served as the Conservative Wiltshire Police and Crime Commissioner from 2012 to 2021. He was the first holder of the post.
Macpherson was educated at St Hugh's School,near Faringdon,and at Dauntsey's School,West Lavington (where he is now a Governor). On leaving school he worked for Hoover Ltd in London as a management trainee,and obtained a degree in Business Studies. In 1976 he joined Turquand Barton Mayhew,later to become part of Ernst &Young,as an articled clerk,qualifying as chartered accountant in 1980. Macpherson established his own accountancy business in Swindon in 1986,and served as a magistrate and borough councillor. [2]
Macpherson served on Wiltshire Police Authority for seven years prior to his election as PCC. In 2011,he lived at Wroughton. [3]
The November 2012 election was noted for having the lowest turnout of all the PCC elections held that day,with just under 16% of registered voters casting a ballot;unofficial counting showed only a 10% turnout in the town of Devizes. [4] Wiltshire was the only county to return an overnight result. [5] Macpherson secured 36% of the initial vote,and won the election with second preference votes. [4]
He assumed his role overseeing Wiltshire Police on 22 November 2012,and his first Police and Crime Plan was published in March 2013. [4]
With an increased voter turnout of 24.7% at the 2016 election,he was able to increase his first preference votes by 10% to just over 46.2%,and again won the election through second preference votes. [6]
In April 2019,Macpherson said he would not seek re-election in May 2020. [7] However,in March 2020 the next election was postponed to May 2021 [8] under the Coronavirus Act 2020,with the effect of extending his term of office by one year.
Macpherson was commissioned a Deputy Lieutenant of Wiltshire in 2011. [3]
He was appointed Member of the Order of the British Empire (MBE) in the 2017 Birthday Honours for services to the community in Wiltshire. [9] [10]

Simon Alexander Hayes is a British politician. He served as the Hampshire Police and Crime Commissioner for Hampshire Constabulary from 2012 to 2016. He was the first person to hold the post and was elected on 15 November 2012 as an Independent. He received 47,632 first preference votes from an electorate of nearly 1.5 million on a turnout of 14.6% at the PCC Election in 2012. Hayes was one of the minority Independent PCCs country and as such has no party-political affiliations.
Ronald William Ball is a former Warwickshire Police and Crime Commissioner (PCC),and the first person to hold the post. At the time of his election he was the only independent PCC not to have a background in policing. After a four-decade long career in aviation as an airline pilot on both commercial and cargo flights he was elected to the newly created office of Police and Crime Commissioner on 15 November 2012. One of his first acts in the post was to endorse an alliance with a neighbouring police force aimed at pooling resources and reducing overall costs. Although his role was a non-operational one,he requested a review of a police investigation into a motoring accident that left several people injured,citing public concerns over the incident. After it emerged that police officers who held a meeting with former Conservative Chief Whip Andrew Mitchell following his involvement in the Plebgate affair had not given a proper account of their conversation,Ball became caught up in the affair after criticising the findings of the Independent Police Complaints Commission (IPCC) which recommended the officers be disciplined. Ball did not contest the 2016 election for the post,and was succeeded by Philip Seccombe of the Conservative Party.
