    The United States Department of Health and Human Services (HHS) is a cabinet-level executive branch department of the U.S. federal government created to protect the health of the U.S. people and providing essential human services. Its motto is "Improving the health, safety, and well-being of America". Before the separate federal Department of Education was created in 1979, it was called the Department of Health, Education, and Welfare (HEW).

    Kathleen Sebelius is an American politician who served as the 21st United States Secretary of Health and Human Services from 2009 until 2014. As Secretary of Health and Human Services, Sebelius was instrumental in overseeing the implementation of the Affordable Care Act. Before becoming secretary, she served as the 44th governor of Kansas from 2003 to 2009, the second woman to hold that office. She is a member of the Democratic Party. Sebelius was the Democratic respondent to the 2008 State of the Union address and is chair-emerita of the Democratic Governors Association. She is CEO of Sebelius Resources LLC.

    Sylvia Mary Burwell is an American government and non-profit executive who was the 15th president of American University from June 1, 2017 to June 30, 2024. Burwell is the first woman to serve as the university's president. Burwell earlier served as the 22nd United States Secretary of Health and Human Services. President Barack Obama nominated Burwell on April 11, 2014. Burwell's nomination was confirmed by the Senate on June 5, 2014, by a vote of 78–17. She served as Secretary until the end of the Obama administration. Previously, she had been the Director of the White House Office of Management and Budget from 2013 to 2014.

    Barack Obama, President of the United States from 2009 to 2017, served as a U.S. senator from Illinois from 2005 to 2008 and as an Illinois state senator from 1997 to 2004. A member of the Democratic Party, he made his presidential run in 2008. He was elected President in 2008 and re-elected in 2012.

    <span class="mw-page-title-main">Directorates of the Scottish Government</span> Structure of the Scottish Government civil service

    The work of the Scottish Government is carried out by Directorates, each headed by a Director. The Directorates are grouped into a number of Directorates-General families, each headed by a Director-General. However, the individual Directorates are the building blocks of the system. The Directorates are further broken down into 'Divisions' and then by Units and finally by Teams. Divisions usually consist of 25-50 people. There is no direct correspondence between the political responsibilities of the Ministers in the Scottish Government and the Directorates, although in some cases there is considerable overlap. The Directorates are also responsible for a number of government agencies and non-departmental public bodies. Some government work is also carried out by Executive Agencies such as Transport Scotland, who sit outside the Directorates structure, but are also staffed by civil servants.

    Barack Obama, the 44th President of the United States, discussed his plan for health care reform in a speech delivered to a joint session of the 111th United States Congress on September 9, 2009 at 8:00 PM (EDT). The speech was delivered to Congress on the floor of the chamber of the United States House of Representatives in the United States Capitol. House Speaker Nancy Pelosi presided over the joint session and was accompanied by the President of the United States Senate, Joe Biden, the Vice President of the United States. Energy Secretary Steven Chu was chosen as the designated survivor and did not attend the speech.

    Stephen L. Ondra is the chief medical adviser for the MITRE Corporation’s work as operator of the CMS Alliance to Modernize Healthcare federally funded research and development center. Ondra advises all HHS organizations to advance private insurance markets, Medicare and Medicaid, value-based payments, and healthcare quality. Ondra was most recently CEO of Cygnus-AI Inc., a company specializing in artificial intelligence and clinical decision support tools for diagnostic radiology. He was also founder and chief executive officer of North Star Health Care Consulting, and served on the board of directors of Triple-S Management and electroCore. A neurosurgeon and neuroscientist, Ondra has also served in senior positions in the Federal government, having a role in health reform efforts and the implementation of the Affordable Care Act. He advises corporations, provider organizations and early-stage start-ups on the transition to value-based care and health IT strategy.

    National Federation of Independent Business v. Sebelius, 567 U.S. 519 (2012), is a landmark United States Supreme Court decision in which the Court upheld Congress's power to enact most provisions of the Patient Protection and Affordable Care Act (ACA), commonly called Obamacare, and the Health Care and Education Reconciliation Act (HCERA), including a requirement for most Americans to pay a penalty for forgoing health insurance by 2014. The Acts represented a major set of changes to the American health care system that had been the subject of highly contentious debate, largely divided on political party lines.

    Since the passage of the Affordable Care Act (ACA), there have been numerous actions in federal courts to challenge the constitutionality of the legislation. They include challenges by states against the ACA, reactions from legal experts with respect to its constitutionality, several federal court rulings on the ACA's constitutionality, the final ruling on the constitutionality of the legislation by the U.S. Supreme Court in National Federation of Independent Business v. Sebelius, and notable subsequent lawsuits challenging the ACA. The Supreme Court upheld ACA for a third time in a June 2021 decision.

    The Office on Women's Health (OWH) is part of the U.S. Department of Health and Human Services (DHHS) and functions to improve the health and well-being of U.S. women and girls. The main headquarters, from which the OWH operate, is located in Washington, DC with ten other regional women's health coordinators positioned across the country to implement local health initiatives.

    <span class="mw-page-title-main">Authority for Mandate Delay Act</span>

    The Authority for Mandate Delay Act is a bill that would amend the Patient Protection and Affordable Care Act "to delay until 2015 enforcement of requirements that large employers offer their full-time employees the opportunity to enroll in minimum essential coverage." The bill was introduced into the United States House of Representatives during the 113th United States Congress.

    <span class="mw-page-title-main">HealthCare.gov</span> Health insurance exchange website

    HealthCare.gov is a health insurance exchange website operated by the United States federal government under the provisions of the Affordable Care Act or ACA, commonly referred to as "Obamacare", which currently serves the residents of the U.S. states which have opted not to create their own state exchanges. The exchange facilitates the sale of private health insurance plans to residents of the United States and offers subsidies to those who earn between one and four times the federal poverty line, but not to those earning less than the federal poverty line. The website also assists those persons who are eligible to sign up for Medicaid, and has a separate marketplace for small businesses.

    Milton R. Wolf is an American physician. He is a Tea Party movement-aligned activist who ran against incumbent Kansas U.S. Senator Pat Roberts for the Republican Party nomination in the 2014 United States Senate election. On August 5, 2014, Wolf was defeated by Roberts. The final percentages were Roberts 48% and Wolf 41%.

    <span class="mw-page-title-main">Exchange Information Disclosure Act</span>

    The Exchange Information Disclosure Act is a bill that would require the United States Department of Health and Human Services to submit weekly reports to Congress about how many people are using HealthCare.gov and signing up for health insurance. These reports would be due every Monday until March 31, 2015, and would be available to the public. The bill would "require weekly updates on the number of unique website visitors, new accounts, and new enrollments in a qualified health plan, as well as the level of coverage," separating the data by state. The bill would also require reports on efforts to fix the broken portions of the website.

    United States House of Representatives v. Azar, et al. was a lawsuit in which the United States House of Representatives sued departments and officials within the executive branch, asserting that President Barack Obama acted illegally in his implementation of the Patient Protection and Affordable Care Act. The lawsuit was touted by House Speaker John Boehner, and asserted that President Obama exceeded his constitutional authority in delaying the implementation of the employer mandate of the Affordable Care Act and also addressed "Republican opposition to an estimated $175 billion in payments to insurance companies over the next 10 years as part of a cost-sharing program under the healthcare law."

    <span class="mw-page-title-main">Medicaid coverage gap</span>

    In the context of public healthcare policy of the United States, the Medicaid coverage gap refers to uninsured people who do not qualify for marketplace assistance under the Affordable Care Act (ACA) and reside in states that have not adopted Medicaid expansion under the ACA. People within this categorization have incomes above the eligibility limits for Medicaid set by their state of residence but fall below the federal poverty line (FPL), resulting in deficient access to affordable health insurance. As of March 2023, an estimated 1.9 million Americans in 10 states are within the Medicaid coverage gap according to the Kaiser Family Foundation. Approximately 97 percent of this cohort lives in the Southern U.S., with a majority living in Texas and Florida; Texas has the largest population of people in the cohort, accounting for 41 percent of people in the coverage gap.

    <span class="mw-page-title-main">2017 Maine Question 2</span>

    Maine Question 2, formally entitled "An Act To Enhance Access to Affordable Health Care", was a citizen-initiated ballot measure that appeared on the November 7, 2017 statewide ballot in the State of Maine. Maine Question 2 sought to expand Medicaid eligibility under the terms of the Affordable Care Act. The measure passed.

    <span class="mw-page-title-main">Kurt DelBene</span> American technology official (born 1960)

    Kurt D. DelBene is an American business executive who serves as the assistant secretary for information and technology and CIO at the Department of Veterans Affairs. Before taking this role, he was an executive vice president at Microsoft. DelBene has also previously served as senior advisor to the United States Secretary of Health and Human Services, appointed by President Obama to oversee the implementation and improvement of the Affordable Care Act, HealthCare.gov. Prior to that, he served in several leadership roles at Microsoft, including president of the Microsoft Office division from 2010–2013.
