Ardian Fullani (born 1955) was the governor of the Bank of Albania from October 2004 until 6 September 2014. [1] He graduated at the Faculty of Economics, University of Tirana. He instantiated the Governor's Award, an annual award given to the best diploma dissertations prepared by Albanian undergraduate students.
Fullani graduated from the University of Tirana in Finance in 1977 and Law in 1991.
He commenced his work at the State Bank of Albania in 1985 and served as the Deputy Director of Foreign Department from 1987 until 1990. In the following years, Fullani was the Head of the Foreign Relations Department at the Albanian Commercial Bank.
Fullani joined the Bank of Albania in 1992 as the Deputy Governor. In 1993, he was appointed Head of the Foreign Relations Department and served in this position until 1996. During this period, he contributed to establishing a modern central bank; drafting the regulatory framework, particularly on foreign exchange market operations and foreign reserve management policies, and designing and coordinating Bank of Albania’s strategies for cooperation with the IMF, WB, EBRD and other international financial institutions.
During 1996-1997, Fullani focused his career on consultancy in national and international development projects, such as German-Albanian projects on: financing small and medium-sized enterprises in agriculture and agro-industry; foreign exchange market restructuring and institutionalization, and capital market development and analysis in Albania.
His experience with the Italian-Albanian Bank covers the years 1997-2004, initially as the Deputy General Manager and Head of the Financial Department (1997-2000) and later as the General Manager (2000-2004). He has also held other prominent positions such as President of the Albanian Association of Banks, Chairman of the Institute of Banking Studies and Assistance, and Commissioner of the Albanian Securities Commission.
In his career, Fullani has coordinated a number of foreign-financed investment projects in Albania (e.g. FEFAD, Foundation for Enterprise Finance and Development, and KFW, Kreditanstalt für Wiederaufbau). He has been the Albanian coordinator for the establishment and licensing of the first joint-stock commercial banks (the Italian Albanian Bank and the Arab Albanian Islamic Bank), as well as a coordinator and member in the Albanian External Debt Committee with the Paris Club and the Advisory Committee of 40 crediting banks, for reconciliation and rescheduling of Albania’s debts in arrears.
He is fluent in English, Italian and German.
Fullani has been the Governor of the Bank of Albania and Chairman of its Supervisory Council since October 2004.
Governor Fullani is awarded the title Commendatore dell'Ordine della Stella della solidarietà italiana/Order of the Star of Italian Solidarity, by the President of the Republic of Italy.
Fullani was arrested on 5 September 2014 under the accusation of abuse of the power, related with a steal scandal in Bank of Albania. He initially refused to step down [2] [3]

He serves as a Board member on the Global Partnership for Sustainable Development Data, as well as an observer to the EU Multi-Stakeholder Platform for the SDGs. Dr. Mohieldin previously served as Corporate Secretary, President's Special Envoy, and Managing Director for the World Bank Group.

The Albanian Republic was the official name of Albania as enshrined in the Constitution of 1925. Albania became a de facto protectorate of the Kingdom of Italy after the signing of the Treaties of Tirana of 1926 and 1927. Albania was declared a constitutional monarchy in 1928. Upon its inception, Italy demanded to be allies with the republic. This was done largely to increase Italy's influence in the Balkans, and to aid Italian and Albanian security in their territorial feuds with the Second Hellenic Republic and the Kingdom of Yugoslavia.
In 1991, the Socialist Party of Albania, with specific social democratic ideology took control of the country through democratic elections. One year later the Democratic Party of Albania won the new elections. After 1990, Albania has been seeking a closer relationship with the West. What followed were deliberate programs of economic and democratic reform, but Albanian inexperience with capitalism led to the proliferation of pyramid schemes – which were not banned due to the corruption of the government. Chaos in late 1996 to early 1997, as a result of the collapse of these pyramid schemes, alarmed the world and prompted the influx of international peacekeeping forces. In 1995, Albania was accepted into the Council of Europe and requested membership in NATO and is a potential candidate country for accession to the European Union. The workforce of Albania has continued to emigrate to Western countries, especially Greece and Italy.
Behgjet Isa Pacolli is a Kosovo, politician who is serving as the First Deputy Prime Minister of Kosovo and Minister of Foreign Affairs. Pacolli is a former President of the Kosovo, and previously served as the First Deputy Prime Minister of the Republic of Kosovo between 2011 and 2014. The Kyiv National Economic University, named after Vadym Hetman, is a higher educational institution in Kiev, Ukraine, and a self-governing (autonomous) research National University. The university was founded in 1906. The main building is located on Victory Avenue, 54/1. Its estimated quality of education and researches puts the university on the third place in National ranking of the universities in Ukraine. According to one of the leading university rankings in the world, KNEU occupied the second position among universities in Ukraine. The university has been named in honour of Vadym Hetman since 2005. He was a Ukrainian politician and financier, who was killed in 1998.
Prof. Dr. Shkëlqim Cani was Governor of the Bank of Albania, which is the Central Bank of Albania, from August 1997 to October 2004, when Ardian Fullani took over the position. He is also the Minister of Finance-designate in the Rama Government of Prime Minister-designate Edi Rama.

He is the winner of the 2009 "Gjergj Fishta" national non-fiction award with "Shqipja totalitare", (2009), as well as the winner of the 2014 "Ardian Klosi" non-fiction award, with "Sende që nxirrte deti", (2013).
