Arenda Iris Troutman (born September 29,1957) [1] is an American former politician who ran as a member of the Democratic Party. Troutman served as alderman of Chicago,Illinois 20th Ward from April 1990 until February 2007. Troutman was appointed to her position by Chicago Mayor Richard M. Daley,to fill the ward's vacancy after the death of alderman Ernest Jones. Troutman was subsequently re-elected in 1991,1995,1999,and 2003.
On August 6,2008,Troutman pleaded guilty to two federal counts,including admitting to taking bribes as an alderman. Troutman was sentenced to four years in prison on February 17,2009, [2] and ordered to begin serving the sentence June 1,2009.
Troutman was born one of nine children to Benjamin Troutman Sr. (1930–1997) and Iris Mae Troutman in Chicago,Illinois. [3] For high school,Troutman attended Calumet High School,graduating in 1976.[ citation needed ] Troutman later attended Southern Illinois University Carbondale,where she received her B.A. in Political Science. After graduating,Troutman worked as a supervisor in the Illinois Secretary of State office. During her 2007 re-election campaign,It was revealed publicly by her opponents that she had been arrested for shop-lifting during sometime in 1978. [4] Troutman has never married and is the mother of three sons.[ citation needed ]
Troutman was appointed as alderman by Mayor Richard M. Daley in April 1990 to fill a vacancy after the death of Alderman Ernest Jones.[ citation needed ] At the time of her appointment,Troutman was the 16th woman to serve as a Chicago alderman. [5] As alderman,Troutman increased the number of financial institutions in her ward,sponsored the Affordable Housing and Job Training ordinances and fought for improvements for all Chicago Public Schools.[ citation needed ] Troutman was chairman of the Historical Landmark Preservation Committee,and co-chair of Housing and Real Estate. Additionally,Troutman served on the Budget and Government Operations;Buildings;Committees,Rules and Ethics;Education;Police and Fire;Zoning;and Finance Committees.[ citation needed ] In 2006,Troutman was active in fundraising for presidential candidate Hillary Clinton and,in 2002,was a campaign advisor for vice presidential candidate John Edwards.[ citation needed ]
Troutman had also come under scrutiny on numerous occasions for ethical lapses in her career as alderman. In 2004,it was revealed Troutman may have been dating Donnell "Scandalous" Jehan, [6] the second-in-command of the Black Disciples street gang,who had fled the FBI after being indicated in a $350,000+/week drug operation in Troutman's ward. Jehan had been seen driving Troutman's car. A letter from Chicago Police Patrol Chief James Maurer to Troutman on police letterhead was found in the FBI raid on Jehan's home. [7] Troutman commented that she thought he was "a businessman" and that she let "everybody" drive her car.
Around the time her relationship with Jehan ended,Troutman reported several break-ins at her home and requested 24-hour police presence. [8] This action was noticed by several firearms advocacy groups including the Second Amendment Foundation [9] and the website Women &Guns. [10] The Chicago Sun Times reported that Troutman had helped to start a hired-truck company for her family to own and profit from. The Hired Truck Program was credited with being the scandal that opened the doors for current federal investigations into city hiring,a part of which led to the recent conviction of patronage chief Robert Sorich. Troutman's family business reportedly earned $1.1 million from the program. [11]
Despite her arrest and indictment on bribery charges,Troutman was a candidate in the February 27,2007,election. Troutman was defeated by Willie B. Cochran,a former Chicago Police Department sergeant and laundromat owner. [ permanent dead link ]
On Monday,January 8,2007,Troutman was arrested and charged with accepting a bribe from a federal informant as part of an undercover investigation. After 30 minutes of the FBI knocking on the door of Troutman's house,with Troutman inside refusing to open the door,FBI agents broke a window to gain entry. [12] Troutman was the first female alderman to be charged while in office. [13] She was released on $10,000 bond pending a preliminary hearing scheduled for Friday,January 13,2007. An affidavit filed by an FBI agent in the case alleged that Troutman accepted a $5,000 bribe,and expected another $10,000,in exchange for preferential treatment for a real estate developer co-operating with the FBI. [14] Troutman asked an undercover FBI informant:
What do I get out of it? [15]
and was recorded on an FBI tape saying:
Most aldermen,most politicians,are hos. [16]
The property involved was not part of Troutman's own 20th Ward,but on the opposite side of the street from it,in the 16th Ward,limiting the influence that Troutman could have had in any zoning changes. A city zoning administrator told Troutman that the development could be accommodated under the zoning status at that time. [17] The developer had two felony convictions and had been sued on several occasions for mortgage fraud and identity theft. The FBI claimed to have been unaware of their co-operating witness' criminal record until it was informed by a reporter from the Chicago Tribune . [18]
On April 8,2008,a federal grand jury in Chicago returned a 15-count second superseding indictment against Troutman and co-defendants Steven Boone,a Chicago government employee,and Vincent Gilbert,an acquaintance of Troutman. [19] On August 6,2008,Troutman pleaded guilty to one count of mail fraud and one count of tax fraud for filing a false return. On February 17,2009,she was sentenced to four years in prison,stating,"With God as my witness,I am not a monster". She began serving her sentence on June 1,2009. Edward Robert Vrdolyak,also known as "Fast Eddie",is a former American politician and lawyer. He was a longtime Chicago alderman and the head of the Cook County Democratic Party until 1987 when he ran unsuccessfully for Mayor of Chicago on the Illinois Solidarity Party ticket. He subsequently ran again in 1989 on the Republican Party ticket. He was a prominent opponent of Harold Washington and the de facto leader of the so-called "Vrdolyak 29" that opposed and blocked many of Washington's measures.
Dorothy Jean Tillman is an American politician,civil rights activist and former Chicago,Illinois alderman. Tillman served as the alderman of the city's 3rd Ward from 1985 until 2007. A member of the Democratic Party,representing part of the city's South Side in the Chicago City Council. As an Alderman,Tillman was a strong advocate of reparations for slavery. In April 2007,Tillman was defeated in a runoff election by challenger Pat Dowell. Tillman defeated Dowell in 2003. Prior to her career as an alderman,Tillman was active in the Civil Rights Movement,working for Martin Luther King Jr.'s Southern Christian Leadership Conference (SCLC) as an activist. Tillman was known for wearing large hats and has cultivated this image as her trademark.
Helen Shiller is a former Alderman of the 46th ward in Chicago,Illinois. Shiller is also a published author,having written a 500-page book on her politics and activism in Chicago from 1971 to 2011. Shiller served in the Chicago City Council for six four-year terms,from 1987 to 2011. Shiller was elected to the City Council on her third attempt,as Harold Washington,Chicago's first black Mayor,was re-elected to his second term,and her election as alderman helped close the Council Wars era in Chicago government. Shiller has been described as "a reformer unafraid to take on the boys in power." A less flattering description is that she is "committed to liberal causes and destroying all within her path". Among her most significant impacts on Chicago were her advocacy for diverse,inclusive,affordable housing and helping craft Chicago's response to the HIV/AIDS crisis. Her commitment to fostering community development without displacement often brought Shiller into contention with some constituencies,real estate developers,and editorial boards. Shiller's oral history was collected by Pulitzer Prize-winning author and Uptown resident Studs Terkel in his 2003 book,Hope Dies Last. As she details in her own book,among her policy victories as a City Council member was:getting human rights legislation passed,having Chicago implement anti-apartheid legislation,creating a City Council Subcommittee on Domestic Violence,and building a unique mix-used development.
Edward Michael Burke is an American politician found guilty of racketeering,bribery,and extortion who served as the alderman of Chicago's 14th ward from 1969 to 2023. A member of the Democratic Party,he was first elected to the Chicago City Council in 1969,and represented part of the city's Southwest Side. Chair of Council's Committee on Finance,Burke had been called Chicago's "most powerful alderman" by the Chicago Sun-Times. Burke was named one of the "100 Most Powerful Chicagoans" by Chicago Magazine,describing him as "[o]ne of the last of the old-school Chicago Machine pols."
Latasha R. Thomas is an American politician and former alderman of the 17th Ward of the City of Chicago,Illinois,United States. Thomas was appointed to the position of alderman by Mayor Richard M. Daley in 2000,subsequently elected outright in a 2001 special election,and was re-elected in 2003,2007,and 2011. During her tenure as alderman,Thomas worked to get many of the schools within her ward renovated. In the fall of 2014,Thomas announced that she would not seek re-election in 2015 as alderman,following the announcement that a former employee would run in her place.
Ricardo Muñoz is a former member of the Chicago City Council,having served as alderman for the 22nd ward,which includes Little Village and Archer Heights. Muñoz was appointed to this position by Mayor Richard M. Daley in 1993 and served until 2019. He was the longest tenured Latino and fourth longest tenured member of the Chicago City Council.
Isaac "Ike" Sims Carothers is a former alderman of the 29th Ward on the far west side of the City of Chicago. He was first elected in 1999. He resigned in 2010 after pleading guilty to federal corruption charges.
Carrie Austin is alderman of the 34th ward on Chicago's far south side. The predominantly African-American ward includes portions of Morgan Park,Roseland,Washington Heights and West Pullman.
William Joseph Panebianco Banks was alderman of the 36th ward in Chicago from 1983 to 2009.
Emma Mitts is alderman of the 37th ward on Chicago's West Side. The predominantly African-American ward includes portions of Austin,West Garfield Park and West Humboldt Park. She has represented the ward since 2000.
The Cook County Democratic Party is an American county-level political party organization which represents voters in 50 wards in the city of Chicago and 30 suburban townships of Cook County. The organization has dominated Chicago politics since the 1930s. It relies on an organizational structure of a ward or township committeeperson to elect candidates. At the height of its influence under Richard J. Daley in the 1960s when political patronage in employment was endemic in American cities,it was one of the most powerful political machines in American history. By the beginning of the 21st century the party had largely ceased to function as a machine due to the legal dismantling of the patronage system under the Shakman Decrees issued by the federal court in Chicago. The current Chair is Toni Preckwinkle,who is also the elected Cook County Board president.
Bernard "Berny" L. Stone was alderman of the 50th Ward of the City of Chicago,Illinois from 1973 to 2011. The 50th Ward encompasses part of Chicago's far North Side and includes the West Ridge and Peterson Park neighborhoods. First elected to the Council in 1973,Stone was the second longest-serving alderman. His tenure spanned the terms of seven Mayors,from Richard J. Daley to Richard M. Daley. Stone was also Vice Mayor of the City of Chicago from 1998 to 2011.
Sandra Lee Jackson is an American politician. She was elected to the Chicago City Council as an alderman of the 7th ward of the City of Chicago in the 2007 municipal elections held on February 27,2007. She succeeded Darcel A. Beavers who had been appointed by Chicago Mayor Richard M. Daley after the 2006 November elections to succeed her father William Beavers,Jackson's rival,as alderman of the 7th Ward. Jackson resigned from Chicago City Council,effective January 15,2013. On February 20,2013,Jackson pleaded guilty to one count of filing false tax returns,and on August 14,2013,was sentenced to one year in prison.
Vi Daley was an alderman in the Chicago City Council,representing Chicago's 43rd ward. The 43rd ward includes much of the Lincoln Park and a small portions of the Near North Side Community areas. Daley was elected to three four-year terms,and chose not to seek reelection when her last term ended in 2011.
Proco Joe Moreno III is an American politician who served as alderman from the 1st ward in the Chicago City Council starting in 2010 when he was appointed to replace Manny Flores on March 26,2010. His term ended on May 20,2019,after his loss to Daniel La Spata in the 2019 Chicago aldermanic elections. The 1st Ward of Chicago incorporates areas including:Wicker Park,Bucktown,East Village,Ukrainian Village,Logan Square and the southeastern tip of Roscoe Village.
Corruption in Illinois has been a problem from the earliest history of the state. Electoral fraud in Illinois pre-dates the territory's admission to the Union in 1818. Illinois had the third most federal criminal convictions for public corruption between 1976 and 2012,behind New York and California. A study published by the University of Illinois Chicago in 2022 ranked Illinois as the second most corrupt state in the nation,with 4 out of the last 11 governors serving time in prison.
Willie B. Cochran is an American politician and former Chicago Police Department officer. Cochran served as alderman of Chicago,Illinois' 20th Ward from 2007 until 2019.
Michelle A. Harris is an American politician who is the alderman of Chicago's 8th ward and the chair of the Chicago City Council's rules committee.
