Presidential elections were held in Armenia on 2 March 2018. [1] As a result of the 2015 Armenian constitutional referendum, this was the first time in Armenia's history when the president was elected by the National Assembly instead of popular vote. [2] Another outcome of the referendum was that the newly elected president will perform a ceremonial role as the country is currently transitioning from a semi-presidential system to a parliamentary republic. [3] Incumbent president Serzh Sargsyan was barred by the Constitution of Armenia from running for a third consecutive term. [4] Armen Sarkissian ran unopposed due to no other party nominating a candidate and easily won the election in the first round with 90 electoral votes. [1]

Armenia, officially the Republic of Armenia, is a country in the South Caucasus region of Eurasia. The President of Armenia is the head of state and the guarantor of independence and territorial integrity of Armenia elected to a single seven year term by the National Assembly of Armenia. Under Armenia's parliamentary system, the President is simply a figurehead and holds ceremonial duties, with most of the political power vested in the Parliament and Prime Minister.

Background

In accordance with Article 124 of the amended Constitution, a non-partisan president will be elected for a seven-year, non-renewable term. [5] In accordance with Article 125, the candidate that receives at least three fourths of votes of the total number of Deputies of the National Assembly will be elected President of the Republic of Armenia. [6] If the President is not elected, a second round is held wherein all candidates who took part in the first round may participate. In the second round, the candidate that receives at least three fifths of votes of the total number of Deputies will be elected as President of the Republic. If President is still not elected, a third round of elections will be held wherein the two candidates who received a greater number of votes in the second round may participate. In the third round, the candidate who receives the majority of votes of the total number of Deputies will be elected.

An independent or nonpartisan politician is an individual politician not affiliated with any political party. There are numerous reasons why someone may stand for office as an independent.

According to Article 125 of the constitution, at least one fourth of the total number of Deputies of the National Assembly shall have the right to nominate a candidate for President [7] . This means that at least 27 members of parliament must back the respective candidate in order for that candidate to be officially nominated. Thus, in the case of a wide consensus, a candidate may very well run unopposed since minority parties with less than 27 members in the National Assembly will not be able to nominate a candidate.

National Assembly (Armenia) legislature of Armenia

The National Assembly of the Republic of Armenia, also informally referred to as the Parliament of Armenia is the legislative branch of the government of Armenia.

Eligibility

According to the amended Constitution, everyone who has reached the age of forty, held citizenship of only Armenia for the preceding six years and permanently resided in Armenia for the preceding six years, has the right of suffrage, and speaks the Armenian language may be elected as President of the Republic. [8]

Candidates

President Serzh Sargsyan on 18 January recommended the candidacy of Armen Sarkissian, the current Armenian ambassador to the United Kingdom, for president to be supported by the ruling Republican Party. Sargsyan stressed the necessity for the presidential candidate to have wide support in the National Assembly when elected. On 16 February, Armen Sarkissian officially accepted the Sargsyan‘s offer to become the Republican Party's candidate for president.

Serzh Sargsyan 3rd President of Armenia

Serzh Sargsyan is an Armenian politician who served twice as the Prime Minister of Armenia and was the third President of Armenia, from 2008 to 2018. He won the February 2008 presidential election with the backing of the ruling Republican Party of Armenia, a party in which he serves as chairman, and took office in April 2008. On 18 February 2013, he was re-elected as president and served the entire term.

Armen Sarkissian is an Armenian physicist, computer scientist and politician, who currently serves as the incumbent President of Armenia. He served as Prime Minister of Armenia from 4 November 1996 to 20 March 1997 and previously was the country's (longest-serving) ambassador in London since 1998. Sarkissian assumed the presidency on 9 April 2018.

The ruling coalition, which consists of the Republican Party of Armenia and the Armenian Revolutionary Federation, officially nominated Armen Sarkissian for president on 23 February [9] . On 24 February, the Prosperous Armenia party, which is in opposition, signalled that it would vote for the ruling coalition's candidate [10] . This means that the only party left that did not nominate a candidate was the Way Out Alliance. As a party or coalition must have the support of at least one fourth of the deputies in the National Assembly, the Way Out Alliance were not able to nominate a candidate as they only had nine deputies in the National Assembly. Sarkissian will take up office on April 9, 2018. [11]

The Republican Party of Armenia is a national-conservative political party in Armenia. It was the first political party in independent Armenia to be founded and registered. It is the largest party of the right-wing in Armenia, and claims to have 140,000 members.

Armenian Revolutionary Federation political party founded in 1890

The Armenian Revolutionary Federation (ARF), also known as Dashnaktsutyun, is an Armenian nationalist and socialist political party founded in 1890 in Tiflis, Russian Empire by Christapor Mikaelian, Stepan Zorian, and Simon Zavarian. Today the party operates in Armenia, Artsakh and in countries where the Armenian diaspora is present. Nowadays it constitutes a minor party, and as of December 2018 was represented in two national parliaments with 7 seats in the National Assembly of Artsakh and three seats in the Parliament of Lebanon as part of the March 8 alliance.

Prosperous Armenia Armenian political party

Prosperous Armenia Party, is a political party in Armenia. It was founded by businessman Gagik Tsarukyan on 30 April 2004, when the constituent congress of the party took place.

2008 Armenian presidential election

2013 Armenian presidential election election

Presidential elections were held in Armenia on 18 February 2013. In the run-up to the elections, Armenian's first President Levon Ter-Petrosyan and one of the richest men in the country Gagik Tsarukyan, leader of the second largest parliamentary party Prosperous Armenia, withdrew from the race in December 2012. Many believed that no candidate would be able to challenge incumbent President Serzh Sargsyan, others stated that people see "absence of alternatives" and these factors caused great apathy among the public.

2013 Yerevan City Council election

Yerevan City Council election was held on May 5, 2013. The Republican Party of Armenia won 56% of the total vote, Prosperous Armenia had 23%, while Barev Yerevan won over 8%. The opposition parties and the local observers denounced the elections as "unfair".

2013 Armenian protests

Various political and civil groups staged anti-government protests in Armenia in 2013. The first series of protests were held following the 2013 presidential election and were led by the former presidential candidate Raffi Hovannisian. Hovannisian, who, according to official results, lost to incumbent Serzh Sargsyan, denounced the results claiming they were rigged. Starting on 19 February, Hovannisian and his supporters held mass rallies in Yerevan's Freedom Square and other cities. On 10 March, Hovannisian started a hunger strike, calling elected President Sargsyan to resign before 9 April, the inauguration day. Hovannisian called "for the solution of this unprecedented pan-national fundamental issue before April 9." During an interview on 18 March 2013, Sargsyan said he would not visit Hovannisian and described his claims as "arrogant phrases seasoned with obscenities". Sargsyan was inaugurated on 9 April 2013, while Hovannisian and thousands of people gathered in the streets of Yerevan to protest it, clashing with the police forces blocking the way to the Presidential Palace. Hovannisian's movement was dubbed "Barevolution", a portmanteau of barev and revolution, referring to Raffi Hovannisian's habit of walking up to people and greeting them during the election campaign.

Hovik Abrahamyan Armenian politician

Hovik Argami Abrahamyan is an Armenian politician. A former member of the ruling Republican Party, he was the Prime Minister of Armenia from 13 April 2014 to 8 September 2016. Previously he was the President of the National Assembly of Armenia.

2015 Armenian constitutional referendum

A constitutional referendum was held in Armenia on 6 December 2015. Its amendments to the constitution put the country on a course from having a semi-presidential system to being a parliamentary republic, with the changes beginning to take place during the 2017–18 electoral cycle. The referendum passed with 66.2% of voters supporting it. Voter turnout was 50.8%, passing the 33% threshold to validate the results.

Vigen Sargsyan Armenian politician

Vigen Sargsyan is an Armenian politician, and ex-Defence Minister of Armenia, serving from October 2016 until May 2018. He is not related to either the former President of Armenia Serzh Sargsyan or the former Prime Minister Tigran Sargsyan. He left office at his own accord after the newly appointed Prime Minister Nikol Pashinyan promised to fire him. Later Sargsyan said that he would continue to act as defence minister until a new minister is appointed.

2018 Armenian revolution Protests against Prime Minister Sersch Sargsyan and the government in Armenia

The 2018 Armenian revolution was a series of anti-government protests in Armenia from April to May 2018 staged by various political and civil groups led by member of parliament Nikol Pashinyan. Protests and marches took place initially in response to Serzh Sargsyan's third consecutive term as the most powerful figure in the government of the Armenia and later against the Republican Party-controlled government in general. Pashinyan declared it a Velvet Revolution.

Second Serzh Sargsyan government

The Second Serzh Sargsyan government was the governing body of Armenia from 17 April 2018 until 23 April 2018. Serzh Sargsyan was elected by National Assembly and was appointed Prime Minister by President Armen Sarkissian on 17 April 2018.
