Asser Kuveri Kapere (born 11 June 1951) is a Namibian politician. He is a member of SWAPO and was the Chairman of the National Council of Namibia from December 2004 to December 2015.[1][2]
Career
Kapere was born in the small town of Omaruru in the Erongo Region of Namibia.[citation needed] He worked as a teacher at St. Theresa Secondary School in Tses from 1974 to 1975 and joined SWAPO in 1975. He was Chairperson of SWAPO's Arandis Branch from 1980 to 1982 and SWAPO's Chairperson for the Western Region from 1983 to 1990. He also became a member of the SWAPO Regional Executive Committee for Erongo Region in 1983 and was President of the Mineworkers Union of Namibia from 1987 to 1991.[2]
He has served in several political positions and offices in Namibia following independence, including Commissioner of the Western Region (1990–1992) and Governor of the Erongo Region (1992–1999);[3] he has also been the Regional Councillor for the Arandis Constituency since 1992.[2] He became Vice-President of the Association of Regional Councils (ARC) in 1997, then President of ARC in 1999. He was first elected to the National Council as a member from Erongo Region in 1999, and he subsequently served in the Cabinet as Deputy Minister for Works, Transport and Communication from 2002 to 2004. He then became Chairman of the National Council on December 16, 2004.[2]
Asser Kapere was first elected to the SWAPO Central Committee in 1997.[2] He is a board member of the Democracy Support Center that was formed in July 2006.[4] At the November 2007 SWAPO Party Congress, Kapere was re-elected as a member of the Politburo.[5]

The South West Africa People's Organisation, officially known as the SWAPO Party of Namibia, is a political party and former independence movement in Namibia. Founded in 1960, it has been the governing party in Namibia since the country achieved independence in 1990. The party continues to be dominated in number and influence by the Ovambo ethnic group.
Theo-Ben Gurirab was a Namibian politician who served in various senior government positions. He served as the second Prime Minister of Namibia from 28 August 2002 to 20 March 2005, following the demotion and subsequent resignation of Hage Geingob. Previously he was the country's first Minister of Foreign Affairs from 1990 to 2002, and was President of the United Nations General Assembly from 1999 to 2000. He was Speaker of the National Assembly of Namibia from 2005 to 2015, when he was replaced by Peter Katjavivi. Gurirab ultimately resigned from politics in 2015.
Erongo is one of the 14 regions of Namibia. The capital is Swakopmund. It is named after Mount Erongo, a well-known landmark in Namibia and in this area. Erongo contains the municipalities of Walvis Bay, Swakopmund, Henties Bay and Omaruru, as well as the towns Arandis, Karibib and Usakos. All the main centres within this region are connected by paved roads.
Arandis is a constituency in the Erongo Region of central-eastern Namibia. It had a population of 10,093 in 2011, an increase from 7,590 in 2001. As of 2020, the constituency had 8,888 registered voters.
Lydia Katjita is a former member of the National Assembly of Namibia and the Pan-African Parliament.

Libertina Inaviposa Amathila is a Namibian physician and politician. She was the Deputy-Prime Minister of Namibia from March 2005 to March 2010.
Arandis is a mining town in the Erongo Region of western central Namibia. Originally a camp for workers of the nearby Rössing uranium mine, Arandis was declared a town in 1994.
Johannes Kamati Nakwafila is a Namibian politician. A teacher by profession, he has been a member of the National Council of Namibia since 2004 and Regional Councillor for Epembe Constituency since 1999.
Alpheus ǀGou-ǃna ǃNaruseb is a Namibian politician who has served in the cabinet of Namibia in various portfolios. A member of the South West Africa People's Organization (SWAPO), !Naruseb has served in the cabinet since 1997 and the National Assembly since 1995.
Immanuel Ngatjizeko was a Namibian politician and member of the ruling SWAPO Party. He held five ministerial portfolios from 2003 until his retirement in 2018.
Bernhardt Martin Esau is a Namibian politician. A member of the South West Africa People's Organization (SWAPO), Esau has been a member of the National Assembly since being nominated by President Sam Nujoma and subsequently elected in the 1994 Namibian general election.

Walvis Bay Urban is a constituency in the Erongo Region of Namibia, comprising most of the city of Walvis Bay. It had a population of 35,828 in 2011, up from 27,941 in 2001. As of 2020 the constituency had 25,311 registered voters.
