The Atlantic, Gulf and Pacific Steamship Corporation of Baltimore, Maryland, was incorporated in May 1920. Its primary mission was to transport goods and produce across the Atlantic, across the Pacific and coast to coast via the Panama Canal. It was started by Baltimore natives W. Bernard Duke, President, Currall A. Askew, Vice President, and William B. W. Mann, Secretary and Treasurer. Duke had been President of the Seaboard Bank of Baltimore; Askew was previously General Manager of States Marine Company and Steamship Manager for Thomas Cook and Sons; Mann was formerly of Mann Shipbuilding Company.
Approximately $2 Million in capital was raised to begin the venture. With that amount six ships were purchased from the United States Shipping Board. The ships included the Charles H. Cramp, the Liberator, the H. S. Grove, the Cape Romain, the Cape Henry and the West Haven. They ranged in size from 7,400 dead weight tons to 11,700 and totaled 55,000 tons.
In 1921 they became the first company to transport citrus fruit between coasts via ship and the Panama Canal. The ship Charles H. Cramp brought that first shipment of fruit. The advantage touted by the shipping company was lower cost for the transport versus rail as well as less spoilage. To celebrate this milestone a luncheon was held at the Reunart Hotel in Baltimore February 5, 1921, with O. E. Goodman of the California Fruit Growers Exchange (which in 1952 became Sunkist, Inc.) and S. W. Collins of the U. S. Department of Agriculture attending as guests of honor. Collins had arranged the test shipment and made the voyage. Baltimore's Mayor William Frederick Broening also attended.
The Atlantic, Gulf & Pacific Steamship Corporation was bankrupted in August 1922 after little more than two years in operation, due to a rate war between seven different companies for the intercoastal trade. Atlantic, Gulf & Pacific was the first of the seven companies to go broke. At the time of the company's bankruptcy, it had paid only $195,000 of the $9,000,000 owed to the United States Shipping Board for the purchase of its six ships. [1]
The company's President Bernard Duke claimed unfair treatment by the US Shipping Board in regard to the seizing of its ships and forced bankruptcy. His opinion was published in the December 1922 issue of the Nautical Gazette.

USS Refuge (AH-11), was a hospital ship of the United States Navy during World War II. The ship was built in 1921 by the New York Shipbuilding Corp., of Camden, New Jersey, as SS Blue Hen State, but was renamed President Garfield in 1923 and then SS President Madison in 1940 for service with American President Lines. Acquired by the Navy from the War Shipping Administration on 11 April 1942 the ship was commissioned as the transport USS Kenmore until conversion to a hospital ship.
USS Hugh L. Scott (AP-43) was a Hugh L. Scott-class transport ship. She was built in 1921 and spent 20 years in merchant service as a passenger and cargo liner. In July 1941 the ship was delivered to the United States Department of War for Army service as the United States Army Transport Hugh L. Scott operating in the Pacific. In August 1942 the ship was transferred to the United States Navy for conversion to an attack transport, served as a troopship in Operation Torch in November 1942, and was sunk by a U-boat four days later. 59 crewmen and soldiers died during the sinking.
SS President Cleveland was originally built as Golden State for the United States Shipping Board (USSB), one of the planned World War I troop transports converted before construction into passenger and cargo vessels launched as Emergency Fleet Corporation Design 1029 ships first known, along with the smaller Design 1095 versions, in the trade as "State" ships due to names assigned for the nicknames of states and later as "535s" for their length overall. Almost all ships of both designs were renamed for United States presidents by May 1921, with Golden State being renamed President Cleveland. As one of the USSB-owned ships operated by agents of the board, President Cleveland was allocated to and operated by the Pacific Mail Steamship Company until sold by the USSB to the Dollar Steamship Line in 1925. After the demise of that line and creation of a new, replacement line, American President Lines, the ship remained with that line until government acquisition for the Second World War.
USS Merak (AF-21), the second Navy ship of the name, was the United Fruit Company cargo and passenger liner Veragua that served as a United States Navy Mizar-class stores ship in World War II.
USS Henry T. Allen was a Harris class attack transport in service with the United States Army from 1940 to 1941. She was then transferred to the United States Navy where she served until 1946. She was scrapped in 1948. The ship was originally built as an Emergency Fleet Corporation Design 1029 ship in 1919 and operated in commercial service as Wenatchee and President Jefferson until being laid up in 1938.
The Heywood-class attack transport was a class of US Navy attack transport built in 1918-19. Four were ordered for British use but requisitioned by the United States Shipping Board (USSB) for WW I service when the U.S. entered that war. All saw commercial service under the USSB and commercial lines until acquired by the Navy in 1940 and converted, some to transports, and eventually all into attack transports for World War II service.
John L. Clem was built as the cargo and passenger liner Santa Ana for W. R. Grace and Company for service in Grace Line's South American service but was requisitioned before completion by the United States Shipping Board (USSB) in 1918 due to World War I. The ship was chartered back to Grace after completion until turned over to the United States Navy to be briefly commissioned as the troop transport USS Santa Ana (ID-2869) from 11 February 1919 to 21 July 1919.
The Munson Steamship Line, frequently shortened to the Munson Line, was an American steamship company that operated in the Atlantic Ocean primarily between U.S. ports and ports in the Caribbean and South America. The line was founded in 1899 as a freight line, added passenger service in 1919, and went out of business in 1937.
USS West Bridge (ID-2888) was a Design 1013 cargo ship in the United States Navy during World War I. She was begun as War Topaz for the British Government but was completed as West Bridge. After being decommissioned from the Navy, the ship returned to civilian service as West Bridge, but was renamed Barbara Cates, and Pan Gulf over the course of her commercial career under American registry.

SS President Taft was launched as one of the "state" ships, Buckeye State, completed by the United States Shipping Board as cargo passenger ships after originally being laid down as troop transports. Buckeye State had been laid down as Bertrice but was converted and renamed before launching. Originally assigned to the Matson Navigation Company as the Shipping Board's agent, the ship was later renamed President Taft and assigned to Pacific Mail Steamship Company for operation. In 1925 the Shipping Board sold the ship to Dollar Steamship Company. President Taft was operated by Dollar and then its successor American President Lines until requisitioned by the War Department on 17 June 1941.
The Design 1095 ship was an Emergency Fleet Corporation (EFC) design for a troop transport to be built at New York Shipbuilding Corporation and delivered to the United States Shipping Board (USSB) that, at the end of World War I hostilities, was modified to a combined passenger and cargo vessel. The contract was for thirteen ships, EFC hulls 2579 though 2591, but later adjusted to seven ships with the remainder being changed during construction to the slightly larger ships of EFC Design 1029 built from the start as passenger and cargo ships rather than being modified from the troop ship plan.
Corvus was a steam cargo ship built in 1919 by Columbia River Shipbuilding Company of Portland for the United States Shipping Board as part of the wartime shipbuilding program of the Emergency Fleet Corporation (EFC) to restore the nation's Merchant Marine. The freighter was operated on international and domestic routes through 1944. Early in 1945 she was transferred to Soviet Union as part of lend-lease program and renamed Uzbekistan. After several months of operation, the freighter was rammed by another vessel on 31 May 1945 and was beached to avoid sinking. She was subsequently raised and towed to Portland where she was scrapped in 1946.

USS Santa Olivia (SP-3125) was a cargo ship and later troop transport that served with the United States Navy during and after World War I. The ship later went into merchant service as a freighter, and during World War II took part in a number of transatlantic convoys.
USS Radnor (ID-3023) was a cargo ship and later troop transport that served with the United States Navy in 1918–19, during and shortly after World War I. The ship later went into merchant service, and in 1948 under Chinese ownership reportedly became the first all-Chinese ship to visit South America. Radnor was originally ordered as SS War Indian by a private company, but with U.S. entry into World War I in April 1917, she was requisitioned by the U.S. Navy for use as a cargo ship. Commissioned as USS Radnor (ID-3023) in May 1918, the ship spent the remainder of the war transporting cargoes for the Navy. After the war, USS Radnor was converted into a troop transport and used to repatriate U.S. troops home from France.
States Steamship Company, also called States Line and SSS, was started in 1928 by Charles Dant, in Portland, Oregon and later moved to the headquarters to San Francisco. Dant started the States Steamship Company to take his lumber product to market. He had a fleet of lumber schooners. Dant started by leasing ships from the United States Shipping Board - Emergency Fleet Corporation and founded the Columbia Pacific Steamship Company in 1919, Columbia Pacific Steamship Company routes were between Portland, Far East and Europe. In 1928 Dant merged the Columbia Pacific Steamship Company into the States Steamship Company. The Europe route ended in 1932 and the ship moved to a Philippines route. With the shift to container shipping in the 1960s and Dant's fleet of ships becoming older and obsolete, the company into bankruptcy in 1979. States Line operated four subsidies: Pacific-Atlantic Steamship Company, California Eastern Line founded in 1937 for lumber shipping, Oregon Oriental Line and the Quaker Line.
Nikola Bezmalinović, known as Nick Bez, was the founder of fishing, canning, and shipping companies in Juneau, Alaska. He operated the largest fishing ship at the time, the 423 ft. Pacific Explorer. He also owned and operated the Nornek cannery, two gold mines, Alaska Southern Packing Company, Peter Pan Seafoods, Alaska Southern Airways, Pacific Exploration Company and the Intercoastal Packing Company, as well as West Coast Airlines, which became part of Air West. He became known as a "rags to riches" entrepreneur. In 1919, Nikola Bezmalinović changed his name to Nick Bez. Bez died in 1969.
