João Clemente Baena Soares (14 May 1931 – 7 June 2023) was a Brazilian diplomat.

Soares was born in Belém. He worked at the Brazilian Ministry of External Relations for 31 years before being elected to serve as Secretary General of the Organization of American States from 1984 to 1994. [1] [2]

In Brazil, he also served as Secretary General of Foreign Affairs of Brazil (that is, as Brazil's Vice-Chancellor).

Between 1997 and 2006, he was a member of the United Nations International Law Commission. On 4 November 2003 UN Secretary-General Kofi Annan appointed him to sit on the High Level Threat Panel.

On 1 September 2006, he was appointed to the United Nations Human Rights Council's High-Level Commission of Inquiry charged with probing allegations that Israel systematically targeted and killed Lebanese civilians during the 2006 Lebanon War.

Soares died on 7 June 2023, at the age of 92. [3]

Luiz Carlos da Costa was an international civil servant working for the United Nations. Originally from Brazil, da Costa joined the United Nations in 1969 and stayed with the organization for the remainder of his life. His last assignment was as the Principal Deputy Special Representative of the Secretary-General for Haiti and second in command of the UN Stabilization Mission in Haiti (MINUSTAH). He died together with his superior, Tunisian Hédi Annabi, in the 2010 Haiti earthquake. On 18 January 2010, UN Secretary-General Ban Ki-moon and several high-ranking UN officials traveled from New York to Port-au-Prince to see the devastation firsthand. The position must be occupied by a born Brazilian, admitted to the diplomatic career by public exams, and he or she must be a career ambassador. It is generally considered "the most graduated Brazilian diplomat" The Secretary-General manages the Itamaraty, Brazil's Ministry of Foreign Affairs. He or she acts under the guidances of the Minister of the External Relations of Brazil. As vice-chancellor of Brazil, the Secretary-General is the Acting Foreign Minister inside Brazil borders during all the trips abroad performed by the official, political Minister.
