Barbara J. Nelson is an American political scientist and public policy scholar. She is Professor Emerita in the Public Policy Department of the UCLA Luskin School of Public Affairs, where she is also Dean Emerita. She specializes in social policy topics and in the study of strategic multi-stakeholder decision-making.
Nelson attended Ohio State University, where she earned a B.A. degree in 1971, an M.A. in 1975, and a PhD in 1976, all in political science. [1] Nelson was elected to the Pi Sigma Alpha political science honor society. [1] She also studied at the University of Michigan and the University of Strathclyde. [1]
In 1976, Nelson joined the faculty of the Princeton School of Public and International Affairs. [1] In 1983, she moved to the Humphrey School of Public Affairs, where from 1984 to 1994 she was the Director of the Center on Women and Public Policy. [1] Nelson then moved to Radcliffe College, where for two years she served as vice president and Distinguished Professor of Public Policy, and was the chief academic officer of the college. [1] In 1996 Nelson became a professor of public policy at the UCLA School of Public Affairs, where she served as Dean from 1996 until 2008. [1]
In 1984, Nelson published the book Making an issue of child abuse: Political agenda setting for social problems. [2] In Making an issue of child abuse, Nelson studied the emergence of child abuse as a public policy issue in the United States, as it became a matter of public debate culminating in the passage of legislation through Congress like the Child Abuse Prevention and Treatment Act. [3] Nelson describes the development of child abuse as a social welfare issue from the 1874 creation of the New York Society for the Prevention of Cruelty to Children to the 1970s, using agenda-setting theory to understand how the issue was elevated by the media, state and local governments, and the United States Children's Bureau. [3] Also in 1984, she published Women in Politics: A Selected Bibliography and Resource Guide, a reference guide of more than 1600 citations to documents relevant to the study of American women and politics. In 1989, Nelson coauthored Wage justice: Comparable worth and the paradox of technocratic reform with Sara M. Evans. [5] The book focused on the implementation strategy of equal pay for equal work, which often relied on the idea of "comparable worth" to determine whether or not wage discrimination was occurring in a given area; Nelson and Evans argue that this policy paradoxically produces gains for working women while also increasing the power of technocratic evaluators who are tasked with judging comparable worth. [6] Wage justice won the Policy Studies Award for the best book in the field of Public Policy from the Policy Studies Organization. [7] In 1994, she co-edited Women and Politics Worldwide with Najma Chowdhury. [1] In 2003 Nelson published The Concord handbook: How to build social capital across communities with Linda Kaboolian and Kathryn A. Carver, and in 2004 she published Leadership and diversity: A teacher's guide and Leadership and diversity: A case handbook. [1]
Nelson won the 1995 Victoria Schuck Award from the American Political Science Association. [8] In 2004, Nelson won the Harry Scoville Award for academic and leadership accomplishments from the Los Angeles Chapter of the American Society for Public Administration. [9]
Advocacy is an activity by an individual or group that aims to influence decisions within political, economic, and social institutions. Advocacy includes activities and publications to influence public policy, laws and budgets by using facts, their relationships, the media, and messaging to educate government officials and the public. Advocacy can include many activities that a person or organization undertakes including media campaigns, public speaking, commissioning and publishing research. Lobbying is a form of advocacy where a direct approach is made to legislators on a specific issue or specific piece of legislation. Research has started to address how advocacy groups in the United States and Canada are using social media to facilitate civic engagement and collective action.
Agenda-setting describes the "ability to influence the importance placed on the topics of the public agenda". Agenda-setting is the manipulation of public awareness and concern of salient issues by the news media. The study of agenda-setting describes the way media attempts to influence viewers, and establish a hierarchy of news prevalence. Nations with more political power receive higher media exposure. The agenda-setting by media is driven by the media's bias on things such as politics, economy and culture, etc. The evolution of agenda-setting and laissez-faire components of communication research encouraged a fast pace growth and expansion of these perspectives. Agenda-setting has phases that need to be in a specific order in order for it to succeed.
Equal pay for equal work is the concept of labour rights that individuals in the same workplace be given equal pay. It is most commonly used in the context of sexual discrimination, in relation to the gender pay gap. Equal pay relates to the full range of payments and benefits, including basic pay, non-salary payments, bonuses and allowances. Some countries have moved faster than others in addressing equal pay.
In politics, a political agenda is a list of subjects or problems (issues) to which government officials as well as individuals outside the government are paying serious attention to at any given time.
Gender mainstreaming is the public policy concept of assessing the different implications for people of different genders of any planned policy action, including legislation and programmes, in all areas and levels. Mainstreaming essentially offers a pluralistic approach that values the diversity among people of different genders.

Sara M. Evans is a Regents Professor Emeritus in the history department at the University of Minnesota. She has also worked as the editor of Feminist Studies and a consulting editor of the Journal of American History. She received her B.A. from Duke University in 1966 and her M.A. from Duke University in 1968. She later received her PhD from the University of North Carolina at Chapel Hill in 1976 and began teaching at the University of Minnesota that year.

Pauline Menes (1924-2009) served in the Maryland House of Delegates for 40 years. In the 1970s she co-founded the Maryland Women's Legislative Caucus, the first caucus of its kind in the United States; founded the Women's Network of the National Conference of State Legislatures; and was the first woman to serve on the state Judiciary Committee. Over the years she helped pass more than 2,000 bills and policy changes. She was inducted into the Maryland Women's Hall of Fame in 2008.

During her 24 years of civil service, she was appointed time after time by the government to Chair public committees concerning sensitive and controversial social and legal issues in Israeli society, which she led to sustainable resolutions. Palmor is recognized for applying methods of civic engagement and participation in Government processes of policy design, and for promoting a wholistic approach to public policy, focusing on prevention and education plans rather than legislation and law enforcement. Palmor is one of the first 20 members of the Facebook Oversight Board.
