Early years (1940–1966)
Barnabas Albert Samatta was born on 20 July 1940 in Ng'ombo Village,Mbinga District.
His parents were Mwalimu Cuthbert Samatta,a teacher,and Mary Julia Kayuza.
He was the youngest of a family of five.
His father died when he was nine and his maternal uncle,also a teacher,took responsibility for raising him.
He joined standard one at Ng'ombo Primary School,near Mbamba Bay,when he was ten years old,and after two months was advanced to standard three.
In 1953,he was admitted to Kilosa Native Authority School,also near Mbamba Bay. He completed standard six in 1954,then studied at Songea Boys Secondary School from 1955 to 1956,and at Tabora Boys Secondary School from 1957 to 1962,where he completed his secondary education.
In 1960,he took a temporary job at the Mwadui diamond mine near Shinyanga,at that time owned by De Beers of South Africa.
In 1962,he worked for the Mtwara District Court before joining the Faculty of Law of the University of Dar es Salaam in 1963.
In 1963,he was awarded a scholarship to study African Customary Law at the School of Oriental and African Studies in London.
In 1966,he graduated from the University of East Africa with an honours degree in Law.
Attorney (1966–1976)
After completing his college education,on 5 April 1966,Samatta became a State Attorney in the Attorney General's Chambers in Dar es Salaam.
In September 1967,Samatta was named an assistant legal advisor to Earle E. Seaton in the delegation to the United Nations in New York for three months.
In 1968 he married Mercy Gladys Simba. They had four children.
Samatta was Senior State Attorney from 1971 to 1972,then Director of Public Prosecutions for Tanzania Mainland from 1972 to 1976.
From 1974 to 1977,he was a member of the Judicial System Review Commission.
Judicial career (1976–2007)
In 1976 Samatta was appointed a judge of the High Court of Tanzania.
From 1984 to 1987 he was a Judge of the High Court of Zimbabwe,which operated under Roman Dutch Law.
He resumed his seat on the High Court of Tanzania from 1987 to 1989.
In 1989,he was a member of the Judicial Service Commission.
He was Principal Judge of the High Court of Tanzania from 1989 to 2000.
In 2000,he was appointed Chief Justice of the United Republic of Tanzania and Chairman of the Judicial Service Commission.
He replaced Chief justice Francis Nyalali,who had retired after holding that office for 23 years.
From 2005 to 2007,he was vice chairperson of the Southern African Judges Commission.
He retired from the bench on 20 July 2007.
He was succeeded by Augustino Ramadhani.
Samatta became Chancellor of Mzumbe University,Tanzania.
Ali Hassan Mwinyi was a Tanzanian politician who served as the second president of the United Republic of Tanzania from 1985 to 1995. Previous posts included Minister for Home Affairs and Vice President. He also was chairman of the ruling party, the Chama Cha Mapinduzi (CCM) from 1990 to 1996.
Joseph Sinde Warioba served as Prime Minister of Tanzania from 1985 to 1990. Furthermore, he served concurrently as the country's Vice President. He has also served as a judge on the East African Court of Justice, and as chairman of the Tanzanian Constitutional Review Commission.
Oscar Salathiel Kambona was the first Minister of Foreign Affairs of Tanganyika from 1963 to 1966.
Justice James Ogoola is the former Principal Judge of the High Court of Uganda and a Justice of the COMESA Court of Justice in Lusaka, Zambia. He is the also the former chairperson of the Judicial Service Commission of Uganda. Previously, he served as the chairman of the commission of inquiry into the mismanagement of The Global Fund to Fight AIDS, Tuberculosis and Malaria. He was an Acting Justice of the Supreme Court of Uganda. He is a member of The East African Court of Justice.
Benjamin Josses Odoki is a former Chief Justice of Uganda, former Supreme Court Justice of Eswatini, and current Chairman of the Committee of Constitutional Experts for Drafting the EAC Political Federation Constitution, the committee drafting the constitution for the East African Confederation. Odoki served as the tenth Chief Justice of Uganda from 2001 to 2013 after fifteen years as a Judge on the Supreme Court of Uganda. He was a State Attorney of Uganda previous to his appointment to the court in 1986.
Issa Gulamhussein Shivji is a Tanzanian author and academic, and an experts on law and development issues. He has taught and worked in universities all over the world. He is a writer and researcher, producing books, monographs and articles, as well as a weekly column printed in national newspapers.
Frederick Mwita Werema served as Attorney General of Tanzania from 2009 until his resignation in 2014. Before his appointment Werema was High Court of Tanzania Judge in the Commercial Division.

In the 1977 Constitution of the United Republic of Tanzania, the High Court of Tanganyika whose jurisdiction was and still is territoriality limited to Tanzania Mainland was called the High Court of Tanzania and the High Court of Zanzibar retained its original name. It is essential to note that the High Court of Tanzania only has territorial jurisdiction over legal issues arising in Tanzania Mainland and the High Court of Zanzibar has territorial jurisdiction over legal issues arising in Zanzibar.
Robert Kisanga was a Tanzanian judge. He served as a judge in the High Court of Tanzania and was a Justice of Appeal at the Court of Appeal of the United Republic of Tanzania. He served as the first Chairman of the Tanzania Commission for Human Rights and Good Governance before retiring in 2008.
The Judiciary of Tanzania is the system of courts that interprets and applies the law in Tanzania. The current judiciary bases its foundation to the constitution of the United Republic of Tanzania of 1977. Under the Constitution of Tanzania, Justices and Magistrates are independent of the government and subject only to the Constitution and the law. The country has a dual juristition system where there is a judicial structure responsible for Tanzania Mainland and another for Zanzibar. The Court of Appeal of the United Republic was established in 1979 as the final appellate judicial body with jurisdiction over the entire union.
John Acland Ramadhani is a former Tanzanian Anglican archbishop.
Damian Zefrin Lubuva has been serving as the chairman of the National Electoral Commission since 19 December 2011. He also served as the 4th Attorney General of Tanzania under Ali Hassan Mwinyi between 1985 and 1993. Along with these posts, Lubuva was also the Attorney General of Zanzibar, Minister for Justice and a Judge in the Tanzanian Court of Appeal.
Effie Owuor is a Kenyan lawyer and judge who was the country's first female State Counsel, Magistrate, High Court Judge, and Court of Appeal Judge.
Julie Catherine Manning was a Tanzanian lawyer, judge and politician. The first Tanzanian woman to study law, she was a High Court judge before serving as Minister of Justice from 1975 to 1983.

Augustino Steven Lawrence Ramadhani was a Tanzanian jurist and Christian leader. He was Chief Justice of Tanzania from 2007 to 2010, and a Judge of the African Court on Human and Peoples' Rights from 2010 to 2016. From 2017 to 2018 he was episcopal vicar of the Diocese of Dar es Salaam.
