Barsaman Pun, [lower-alpha 1] also known by his nom de guerre Ananta,is a Nepali communist politician and former Minister for Energy,Water Resources and Irrigation. He is also a member of the Standing Committee in Nepal Communist Party (NCP). He has previously served as Minister of Finance and Minister of Peace and Reconstruction. [2] He was a leader of the Communist Party of Nepal (Maoist-Centre) during the insurgency period and served as one of 4 deputy commanders of People's Liberation Army. [3]
He commanded the attack on Holeri police station on February 13,1996,which marked the beginning of the civil war. [4] He was appointed as Eastern divisional commander following the 2002 central committee meeting. [5] Some of the battles he commanded in this capacity include the attack at Bhiman,Sindhuli in September 2002 which led to the death of 49 policemen and the attack on Bandipur barracks in May 2005. [6] He was appointed as a deputy commander of People's Liberation Army at the Chunbang conference in 2005. [7]
Following the Second People's movement and Comprehensive Peace Accord,Pun transitioned into politics. He was elected to the first Constituent assembly from Lalitpur-1. He contested the second Constituent assembly from Morang in line with the party policy of top Maoist leaders to contest the election from the Terai belt. However,he came in third place behind then Congress District Chairman Dik Bahadur Limbu and CPN-UML candidate Ghanashyam Khatiwada. He contested the 2017 House of Representatives election from his home district,Rolpa,and was elected to Parliament.
MCC began developing the compact at the request of Nepal [8] in 2012 when Baburam Bhattarai was prime minister and Barsaman Pun was finance minister of Nepal. [9]
The compact was taken to parliament for ratification on 15 July 2019 when KP Sharma Oli was prime minister and Barsaman Pun was energy minister of Nepal. [10]

The politics of Nepal functions within the framework of a parliamentary republic with a multi-party system. Executive power is exercised by the Prime Minister and their cabinet, while legislative power is vested in the Parliament.
The Nepali Congress is the oldest democratic socialist political party in Nepal and the largest party in the country. The Communist Party of Nepal (Maoist Centre) (Nepali: नेपाल कम्युनिस्ट पार्टी (माओवादी केन्द्र)), abbreviated CPN (Maoist Centre), CPN-Maoist Centre, CPN Maoist Centre, or CPN (MC), is the third largest political party in Nepal and a member party of Samajbadi Morcha. It was founded in 1994 after breaking away from the Communist Party of Nepal (Unity Centre). The party launched an armed struggle in 1996 against the Nepalese government. Young Communist League, Nepal is the youth wing of Communist Party of Nepal. The president of YCL is Subodhraj Serpali and the general secretary of YCL is Ganesh Shahi. The Young Communist League (YCL) was formed by the CPN–Maoist at some point during the 'people's war' to support the revolution. Ganeshman Pun, Former chairman of the YCL, has stated that the League was reactivated in November 2006. According to him, the YCL "is a fusion of the Party's military and political character, and it is composed of PLA members who have an interest in politics." As the party's youth wing, its role is to "organise youth, be involved in events, conduct political awareness, and take part in development work as volunteers." Once the CPN-Maoist was proscribed, the YCL was also forced underground. After the April 2006 Jana Andolan and the subsequent over-ground role of the insurgents, the CPN-Maoist revived the YCL.

Constituent Assembly elections were held in Nepal on 19 November 2013. He lives in Kapilvastu, Nepal. He is also current Lumbini Province incharge for NCP. In his period as minister he stop the import of milk and meat from India to help the Nepalese farmer, so they can get more price for their product. He was removed from position of minister in 20 November 2019 by Prime Minister at that time K.P Sharma Oli due to pressure from India a per different source. In his small tenure he was praised by many for his work and his standing support for Nepalese farmers. After he was succeeded by Ghanashyam Bhusal. The import banned was uplifted which was criticized by many farmers.

There were two ballots in the election; one to elect 165 members from single-member constituencies via FPTP, and the other to elect the remaining 110 members from a single nation-wide constituency via party-list proportional representation.
Millennium Challenge Corporation's Nepal Compact is a compact between the American aid agency Millennium Challenge Corporation (MCC) and the government of Nepal. Nepal was the first South Asian country to qualify for an MCC contract by passing 16 of the 20 policy indicators used by the MCC. The agreement was signed in Washington DC in September 2017; then Finance Minister of Nepal, Gyanendra Bahadur Karki, and then US deputy Secretary of State, John J. Sullivan, were present. This compact had begun developing on the request of Nepal in 2012 when Baburam Bhattarai was prime minister and Barsaman Pun was finance minister of Nepal.
