Bhura Singh Ghuman was born on 15 June 1954 at village Arkwas, (near Lehragaga) and did his early schooling at the local village school. [2] He did his graduation from Shaheed Udham Singh Government College, Sunam and M.A. in Public administration from Punjabi University, Patiala. He completed his M.Phil. and Ph.D. from GNDU in year 1979 and 1985 respectively. [3]
Prof. Ghuman held several notable academic positions: He served as a Professor [4] of Public Administration at Panjab University, Chandigarh for thirty eight years. Ghuman is editor of many renowned research journals [5] and published 73 papers and 3 books. [6] He was also a member of academic bodies of various universities. Besides this, he was also a member of fifth Pay Commission, Punjab from 2007 to 2009 and Punjab Governance Reforms Commission. [7]
He is an internationally renowned researcher [8] and has recently received Paul H. Appleby award [9] for contribution in the field of public administration. He is also recipient of many other awards. [10]
Prof. Ghuman has taken a keen interest in overall development of university and carried out various initiatives such as improving research standards, [11] starting the new academic programmes and specialized centres, [12] MoU signing with foreign universities, [13] securing increased grants from Punjab government [14] [15] and MHRD [16] [17] [18] besides curbing wasteful expenditure. He has taken many initiatives to uplift the university in all spheres. [19] [20] [21] University has been growing by leaps and bounds under his able leadership. [22] [23] [24]
Prof. Ghuman has been given an extension of three years [25] due to his excellent work and efficient handling of university affairs by Chancellor and Governor of Punjab.

The Panjab Digital Library is a voluntary organization digitizing and preserving the cultural heritage of Panjab since 2003. With over 50 million digitized pages, it is the biggest resource of digital material on Panjab. There are many historically significant documents stored and made available online. Its scope covers Sikh and Punjabi culture. The library funded by The Nanakshahi Trust was launched online in August 2009. Its base office is located at Chandigarh, India.
Roopinder Singh is an Indian journalist and author. He retired as Senior Associate Editor with the English daily newspaper, The Tribune, published from Chandigarh, India. in 2020.His specialization is Sikh history and culture, information technology, and education. He is the author of six major books in English, including a critically acclaimed volume on the founder of Sikh religion, Guru Nanak Dev, and a volume on Sikh heritage. He lives in Chandigarh, Punjab.

Jagtar Singh Grewal was an Indian writer, historian, scholar, and a vice-chancellor of the Guru Nanak Dev University (GNDU). After securing his Ph.D. and DLitt from London, he joined the GNDU, where he founded the Department of History. He was the first Dean of the Academic Affairs of the University and was a former member of faculty at the Panjab University, Chandigarh. After his superannuation from GNDU in 1984, he joined the Indian Institute of Advanced Study as its director.
Harkishan Singh was Professor Emeritus at the Panjab University. He was a well recognized pharmaceutical academic, medicinal chemistry researcher and science historian. He had more than half a century experience in his respective fields to his credit. He worked at the Banaras Hindu University, University of Saugar, and the Panjab University in India, and abroad at the University of Maryland, University of Mississippi and the University of London.
Ranbir Chander Sobti is an Indian educationist, cell biologist. He is a former vice chancellor of the Panjab University, Chandigarh and Babasaheb Bhimrao Ambedkar University, Lucknow. He is known to have involved in advanced research in plant genetic studies and has written over 240 articles, and 22 books including Essentials of Biotechnology and Emerging Trends in Biomedical Science and Health. He is an elected Fellow of several major science academies such as Indian National Science Academy, National Academy of Agricultural Sciences, National Academy of Medical Sciences, National Academy of Sciences, India, and Punjab Academy of Sciences. The Government of India awarded him the fourth highest civilian honour of the Padma Shri, in 2009, for his contributions to Literature and Education.
Paramjit S. Jaswal is an Indian academician, professor and presently the Vice Chancellor of SRM University, Haryana Delhi-NCR, Sonepat, Haryana. He is the former Vice Chancellor of Rajiv Gandhi National University of Law in Patiala, Punjab, India and the former Chairperson of Department of Laws, Panjab University, Chandigarh. Jaswal is the recipient of a Fulbright Scholar. Together with his wife Professor Nishta Jaswal, VC, HP, NLU, in 2018 they became the first couple to be Vice-Chancellors of the National Law Universities at the same time. In 2019 he was one of the organizers of the Rajiv Gandhi National University of Law's Mega Legal Services Camp.
6th World Punjabi Conference is a two-day panel discussion based conference regarding Punjab's education, language, literature, agriculture, security and politics. It is held in Chandigarh on 10–11 March 2018 and inaugurated Rana KP Singh, Speaker Punjab Vidhan Sabha and Navjot Singh Sidhu, Cultural Affairs and Tourism Minister with emphasis on the development of Punjabi language and society. Others who spoke were Punjabi University, Patiala's vice-chancellor BS Ghuman; Namdhari Satguru Uday Singh and former director, World Punjabi Centre, Deepak Manmohan Singh. Anita Singh, Jang Bahadur Goyal, Sukhi Bath, and Iqbal Mahal were honoured for their contribution to Punjabi language and culture. On Sunday, the conference shifts to Punjab Kala Bhawan.

Trilok Singh Chitarkar (1914-1990) was a versatile Indian painter. He has unique style of presenting himself through variety of themes - Sikh religion, history, culture, folk lore, love legends, portraits, social evils, nature, illustration of Gurbani, Shabads, visuals in Punjabi Encyclopedia and books. He was well versed with deep knowledge of Gurbani, history and religion. He knew many languages i.e. Gurmukhi, Punjabi, Hindi, English, Urdu, Persian, Assamese and Bengali. He translated articles from Bengali to Punjabi and published these in the book titled Bangla De Daab in 1974. The Artist was honoured in 1973 by the Chief Minister, Punjab,India Giani Zail Singh at a state level function organised at his residence, Chitralok, Patiala. Language department, Punjab published a book in Punjabi-Chitralok's Contribution to Art and released on the 70th birthday of the artist, December 10, 1984 at a special function organised in Central Library at Patiala for his contribution to Art.
He is the first Punjabi Artist on whose works Ph.D. degree Art of Trilok Singh was awarded by Punjabi University, Patiala. A Gold medal has been established in the name of the artist and it is awarded to the topper of M.A. Fine Arts. He was appointed as a State Artist in erstwhile PEPSU state of Punjab in 1948 and later worked as Artist in Department of Languages, Punjab. He lived and worked all over India and spent last years of his life in Patiala town in Punjab state in India.
