The Punjab Governance Reforms Commission (PGRC) was established on 8 January 2009 and again reconstituted in 2012 by the Government of Punjab, India, under the chairmanship of Parmod Kumar, a social scientist and director of the Institute for Development and Communication in Chandigarh. The commission's main objective is to improve the welfare of the disadvantaged, marginalized and deprived sections of Punjab and to suggest changes in the processes, procedures, rules, regulations and design of the public services. Another objective of the commission is to make a paradigm shift away from the colonial era of governance, when "citizens were not trusted by the government, and services were provided as doles or khirat and citizens were treated like Riaia and administration as Mai Baap".

"The mandate of the Commission is to reduce the mistrust between the citizens and the government and protect dignity of citizens by identifying spaces, policies, processes and practices which perpetuate undignified exchange between the citizens and the state." The commission has submitted nine reports to the state government, and the government has simplified and notified 206 services. [2] These services are to be provided under the Right to Service Act 2011 enacted on the basis of recommendations of the PGRC. Of these services, 32 services relate to the home department, 30 services to health, 28 to local government, 14 to power and electricity, 12 to revenue, 14 to agricultural and mandi board, 9 each to social security and transport, 8 to technical education, and 7 relate to the welfare of SCs and BCs. All these services are delivered through Suvidha Centres, Farad Kendras and Sanjh Kendras specifically created for this purpose at the district and subdistrict level.

At the recommendation of the PGRC, the state government is creating 2174 Unified Citizen Service Delivery Centres (UCSDCs) in the state to further improve accessibility of services to citizens both in rural and urban areas. [4] Abolition of non-statutory affidavits in the state is one of the most important recommendations of the commission, for which Punjab has been conferred the "best governance practice" award by the Government of India. [5] Punjab is the first state in India to abolish non-statutory affidavits. Other important recommendations of the commission implemented by the state government in the field of governance relate to the enactment of the Punjab Right to Service Act 2011 [6] and the formation of the Punjab Right to Service Commission to ensure the delivery of services to citizens in a timely manner. [7] To implement the recommendations of the PGRC notified under the Punjab Right To Service Act 2011, the state government has created a specific Department of Governance Reforms. [8]

The commission has submitted eight reports to the state government containing detailed recommendations. Most of these recommendations have been accepted and implemented. The reports are available at the commission's website.

The state government has notified 351 [9] services under the Right to Service (RTS) Act Punjab, which have been posted on the Punjab RTS Commission website.

The Union Government set up the National Commission for Minorities (NCM) under the National Commission for Minorities Act, 1992. Six religious communities, viz; Muslims, Christians, Jains, Sikhs, Buddhists and Zoroastrians (Parsis) have been notified in Gazette of India as minority communities by the Union Government all over India. Original notification of 1993 was for five religious communities; Sikhs, Buddhists, Parsis, Christians and Muslims, later in 2014, Jains community was also added. As per Census 2001, these six communities consists of 18.8% of the country's population.

The Lokayukta is the Indian Parliamentary Ombudsman, executed into power, through and for, each of the State Governments of India. It is brought into effect in a state, after passing the Lokayukta Act in respective state Legislature and a person of reputable background is nominated to the post. The post is created to quickly address grievances against the working integrity and efficiency of the government or its administration. Once appointed, Lokayukta cannot be dismissed or transferred by the government, and can only be removed by passing an impeachment motion by the state assembly, making it a powerful deterrent against corruption and mal-administration of the governing system.

The Administrative Reforms Commission (ARC) is the commission appointed by the Government of India for giving recommendations for reviewing the public administration system of India. The first ARC was established on 5 January 1966. The Administrative Reforms Commission was initially chaired by Morarji Desai, and later on K. Hanumanthaiah became its chairman when Desai became the Deputy Prime Minister of India.

The National e-Governance Plan (NeGP) is an initiative of the Government of India to make all government services available to the citizens of India via electronic media. NeGP was formulated by the Department of Electronics and Information Technology (DeitY) and Department of Administrative Reforms and Public Grievances (DARPG). The Government approved the National e-Governance Plan, consisting of 27 "Mission Mode Projects" (MMPs) and 8 components, on 18 May 2006. This is an enabler of Digital India initiative, and UMANG in turn is an enabler of NeGP.

Right to Public Services legislation in India comprises statutory laws which guarantee time bound delivery of services for various public services rendered by the Government to citizen and provides mechanism for punishing the errant public servant who is deficient in providing the service stipulated under the statute. Right to Service legislation are meant to reduce corruption among the government officials and to increase transparency and public accountability. Madhya Pradesh became the first state in India to enact Right to Service Act on 18 August 2010 and Bihar was the second to enact this bill on 25 July 2011. Several other states like Bihar, Delhi, Punjab, Rajasthan, Himachal Pradesh, Kerala, Uttarakhand, Haryana, Uttar Pradesh, Odisha, Jharkhand Maharashtra and West Bengal have introduced similar legislation for effectuating the right to service to the citizen.

Punjab Lok Adalat or Punjab State Legal Services Authority is an statutory and autonomous body and an alternative dispute resolution mechanism used in the state of Punjab. The Punjab Lok Adalat Act is designed to provide constitutional protection guaranteed under Article 14 and 39-A of the Constitution of India, of “ACCESS TO JUSTICE FOR ALL”. It is a legal system to resolve pending cases at Panchayat or rural places, those in a pre-litigation stage in courts are resolved amicably. It is recognised as statutory authority under the Legal Services Authorities Act, 1987 and the Lok Adalats award or decision are deemed to be civil court case and final and enforceable on both parties. Such an award is not appealable in any court of law in the absence of any provision. However, by approaching the court of appropriate jurisdiction, litigation can be initiated by any party in the suit if any of them are dissatisfied with the decision of the Lok Adalat.

Arunachal Pradesh Information Commission is an autonomous and statutory body constituted as per The Right to Information Act, 2005 by the state government of Arunachal Pradesh through a notification in official Gazette. The commission will have one State Chief Information Commissioner (CIC) and not more than 10 State Information Commissioners (IC) to be appointed by the Governor on the recommendation of the committee consisting of the Chief Minister as chairperson, the Leader of the Opposition in the Legislative Assembly and a state Cabinet Minister nominated by the Chief Minister.

Chhattisgarh Information Commission is an autonomous and statutory body constituted as per The Right to Information Act, 2005 by the state government of Chhattisgarh through a notification in official Gazette.
