The Big Sandy Power Plant is a 268 megawatt (MW), natural gas power plant owned and operated by Kentucky Power Company, a subsidiary of American Electric Power (AEP), on the shores of the Big Sandy River near Louisa, Kentucky. It was established in 1963. [1] It was formerly a coal-fired power plant, but was converted to natural gas in 2016.
In January 2009, Sue Sturgis of the Institute of Southern Studies compiled a list of the 100 most polluting coal plants in the United States in terms of Coal Combustion Waste (CCW) stored in surface impoundments like the one involved in the TVA Kingston Fossil Plant coal ash spill. [2] The data came from the EPA's Toxics Release Inventory (TRI) for 2006, the most recent year available. [3]
Big Sandy Plant ranked number 40 on the list, with 915,079 pounds of coal combustion waste released to surface impoundments in 2006. [2]
Big Sandy Plant's Fly Ash surface impoundment is on the EPA's official June 2009 list of Coal Combustion Residue (CCR) Surface Impoundments with High Hazard Potential Ratings. The rating applies to sites at which a dam failure would most likely cause loss of human life, but does not assess of the likelihood of such an event.

In 2011, Big Sandy's owner AEP announced plans to switch from coal to natural gas to reduce fuel costs, greenhouse gas emissions, and airborne toxins. In 2012, AEP proposed a billion dollar upgrade to allow it to continue to burn coal and asked Kentucky regulators to approve a 30 percent increase in electricity rates to pay for the work. [4]
Conversion to natural gas was completed on May 30, 2016. [5] The station's Unit 2 cooling tower was demolished via implosion on September 24, 2016. [6]
Incineration is a waste treatment process that involves the combustion of substances contained in waste materials. Industrial plants for waste incineration are commonly referred to as waste-to-energy facilities. Incineration and other high-temperature waste treatment systems are described as "thermal treatment". Incineration of waste materials converts the waste into ash, flue gas and heat. The ash is mostly formed by the inorganic constituents of the waste and may take the form of solid lumps or particulates carried by the flue gas. The flue gases must be cleaned of gaseous and particulate pollutants before they are dispersed into the atmosphere. In some cases, the heat that is generated by incineration can be used to generate electric power.
Flue-gas desulfurization (FGD) is a set of technologies used to remove sulfur dioxide from exhaust flue gases of fossil-fuel power plants, and from the emissions of other sulfur oxide emitting processes such as waste incineration, petroleum refineries, cement and lime kilns.
A fossil fuel power station is a thermal power station which burns a fossil fuel, such as coal, oil, or natural gas, to produce electricity. Fossil fuel power stations have machinery to convert the heat energy of combustion into mechanical energy, which then operates an electrical generator. The prime mover may be a steam turbine, a gas turbine or, in small plants, a reciprocating gas engine. All plants use the energy extracted from the expansion of a hot gas, either steam or combustion gases. Although different energy conversion methods exist, all thermal power station conversion methods have their efficiency limited by the Carnot efficiency and therefore produce waste heat.
Navajo Generating Station was a 2.25-gigawatt, coal-fired power plant located on the Navajo Nation, near Page, Arizona, United States. This plant provided electrical power to customers in Arizona, Nevada, and California. It also provided the power for pumping Colorado River water for the Central Arizona Project, supplying about 1.5 million acre feet (1.85 km3) of water annually to central and southern Arizona. As of 2017 permission to operate as a conventional coal-fired plant was anticipated until 2017–2019, and to December 22, 2044, if extended. However, in 2017, the utility operators of the power station voted to close the facility when the lease expires in 2019. In March 2019, the Navajo Nation ended efforts to buy the plant and continue running it after the lease expires.
Homer City Generating Station is a decommissioned 2-GW coal-burning power station near Homer City, in Indiana County, Pennsylvania, USA. It is owned by hedge funds and private equity firms and is operated by NRG Energy. Units 1 and 2, rated at 660 MWe, began operation in 1969. Unit 3, rated at 692 MWe nameplate capacity, was launched in 1977. It employed about 124 people.
Bottom ash is part of the non-combustible residue of combustion in a power plant, boiler, furnace, or incinerator. In an industrial context, it has traditionally referred to coal combustion and comprises traces of combustibles embedded in forming clinkers and sticking to hot side walls of a coal-burning furnace during its operation. The portion of the ash that escapes up the chimney or stack is referred to as fly ash. The clinkers fall by themselves into the bottom hopper of a coal-burning furnace and are cooled. The above portion of the ash is also referred to as bottom ash.
Ohio Citizen Action is an advocacy group representing 32,000 members throughout Ohio. Over its history the organization has worked on issues as diverse as single-payer healthcare, expanding access to organic produce in grocery stores, securing majority rule, and speeding Ohio's embrace of a just and equitable clean energy economy. The organization was founded in Cleveland in 1975 as the Ohio Public Interest Campaign (OPIC), a coalition of union, senior citizen, church, and community organizations. Responding to a wave of factory closings in Northeast Ohio, the coalition proposed state legislation to require advance notice to employees before a closing (1977). The Ohio legislature balked, so U.S. Senator Howard Metzenbaum (D-OH) sponsored it as a federal bill. It became federal law in 1988. In 1989, the Ohio Public Interest Campaign changed its name to Ohio Citizen Action to reflect its change from a coalition to a membership organization. Their headquarters is located fifteen minutes south of downtown Cleveland, on Brookpark Road.
The Acid Rain Program is a market-based initiative taken by the United States Environmental Protection Agency in an effort to reduce overall atmospheric levels of sulfur dioxide and nitrogen oxides, which cause acid rain. The program is an implementation of emissions trading that primarily targets coal-burning power plants, allowing them to buy and sell emission permits according to individual needs and costs. In 2011, the trading program that existed since 1995 was supplemented by four separate trading programs under the Cross-State Air Pollution Rule (CSAPR). On August 21, 2012, the United States Court of Appeals for the District of Columbia issued its Opinion and Order in the appeal of the Cross State Air Pollution Rule (CSAPR) for two independent legal reasons. The stay on CSAPR was lifted in October 2014, allowing implementation of the law and its trading programs to begin.
The Martin County coal slurry spill was a mining accident that occurred after midnight on October 11, 2000, when the bottom of a coal slurry impoundment owned by Massey Energy in Martin County, Kentucky, broke into an abandoned underground mine below. The slurry came out of the mine openings, sending an estimated 306 million US gallons of slurry down two tributaries of the Tug Fork River. By morning, Wolf Creek was oozing with the black waste; on Coldwater Fork, a 10-foot-wide (3.0 m) stream became a 100-yard (91 m) expanse of thick slurry.

Coal generated about 19.5% of the electricity at utility-scale facilities in the United States in 2022, down from 38.6% in 2014 and 51% in 2001. In 2021, coal supplied 9.5 quadrillion British thermal units (2,800 TWh) of primary energy to electric power plants, which made up 90% of coal's contribution to U.S. energy supply. Utilities buy more than 90% of the coal consumed in the United States. There were over 200 coal powered units across the United States in 2024. Coal plants have been closing since the 2010s due to cheaper and cleaner natural gas and renewables. Due to measures such as scrubbers air pollution from the plants kills far fewer people nowadays, but deaths in 2020 from PM25 have been estimated at 1600. Environmentalists say that political action is needed to close them faster, to also reduce greenhouse gas emissions by the United States and better limit climate change.
The Chalk Point Generating Station is an electricity-generating plant, comprising oil and natural gas fired units, owned by NRG Energy, located near the town of Eagle Harbor, Maryland, United States, on the Patuxent River.
The health and environmental impact of the coal industry includes issues such as land use, waste management, water and air pollution, caused by the coal mining, processing and the use of its products. In addition to atmospheric pollution, coal burning produces hundreds of millions of tons of solid waste products annually, including fly ash, bottom ash, and flue-gas desulfurization sludge, that contain mercury, uranium, thorium, arsenic, and other heavy metals. Coal is the largest contributor to the human-made increase of carbon dioxide in Earth's atmosphere.
General James M. Gavin Power Plant is a 2,600-megawatt supercritical coal-fired power station in the village of Cheshire, Ohio, United States. It is owned by Lightstone Generation LLC, a 50–50 joint venture of The Blackstone Group L.P. and ArcLight Capital Partners. Gavin is the largest coal-fired power facility in Ohio, and one of the largest in the US, capable of powering two million homes. In February 2017, the plant represented slightly more than 11% of the total electric generation capacity in Ohio according to the Energy Information Administration (EIA). The plant was named in honor of James Maurice "Jumpin' Jim" Gavin, the third Commanding General (CG) of the 82nd Airborne Division during World War II.
AES Barbers Point Plant was a medium-size coal-fired electrical power station located in the south-west corner of the Hawaiian island of Oahu. Owned and operated by AES, the plant was the only coal-fired power plant in the state of Hawaii and was the state's leading single source of toxic pollutants. AES Barbers Point Power Plant consisted of a single unit on the grounds of Campbell Industrial Park, had a year-around capacity of 180 MWe, and in 2006 represented about 11% of Oahu's commercial electricity supply.
Brunner Island Steam Electric Station is a coal-fired, alternatively natural gas-powered electrical generation facility in York County, Pennsylvania. It occupies most of the area of the eponymous island on Susquehanna River. The power plant has three major units, which came online in 1961, 1965, and 1969, with respective generating capacities of 334 MW, 390 MW, and 759 MW. In addition, three internal combustion generators were installed in 1967. Talen Energy will stop coal use at the plant in 2028.
An ash pond, also called a coal ash basin or surface impoundment, is an engineered structure used at coal-fired power stations for the disposal of two types of coal combustion products: bottom ash and fly ash. The pond is used as a landfill to prevent the release of ash into the atmosphere. Although the use of ash ponds in combination with air pollution controls decreases the amount of airborne pollutants, the structures pose serious health risks for the surrounding environment.
Coal was discovered in Kentucky in 1750. Since the first commercial coal mine opened in 1820 coal has gained both economic importance and controversy regarding its environmental consequences. As of 2010 there were 442 operating coal mines in the state, and as of 2017 there were fewer than 4,000 underground coalminers.
The Kenneth C. Coleman Generating Station was a coal-fired power plant owned and operated by Big Rivers Electric Corporation near Hawesville, Kentucky.
