Dean was one of four to file for the Republican primary in a district that leaned overwhelmingly Republican. Such steps include,if applicable, attempting to reimplant an ectopic pregnancy into the woman's uterus". [5] [6] [7] Reimplantation of an ectopic pregnancy is not a recognized or medically feasible procedure. [5] [8]
In November 2023,after Ohio voters approved a measure that would enshrine reproductive rights in the state's constitution,Dean was one of several Republicans who claimed that "[t]o prevent mischief by pro-abortion courts with Issue 1,Ohio legislators will consider removing jurisdiction from the judiciary over this ambiguous ballot initiative. The Ohio legislature alone will consider what,if any, modifications to make to existing laws". [9] Dean added that "Issue 1 doesn't repeal a single Ohio law,in fact,it doesn't even mention one. The amendment's language is dangerously vague and unconstrained, and can be weaponized to attack parental rights or defend rapists, pedophiles, and human traffickers." [10]

A six-week abortion ban, also called a "fetal heartbeat bill" by proponents,is a law in the United States which makes abortion illegal as early as six weeks gestational age, which is when proponents claim that a "fetal heartbeat" can be detected. Medical and reproductive health experts, including the American Medical Association and the American College of Obstetricians and Gynecologists, say that the reference to a fetal heartbeat is medically inaccurate and misleading because a conceptus is not called a fetus until eight weeks after fertilization,as well as that at four weeks after fertilization, the embryo has no heart, only a group of cells which will become a heart. Medical professionals advise that a true fetal heartbeat cannot be detected until around 17 to 20 weeks of gestation when the chambers of the heart have become sufficiently developed.
