Carl Ames Strock is a retired United States Army officer who formerly served as Chief of Engineers and the Commanding General of the United States Army Corps of Engineers. Born in Georgia to an Army family, he enlisted in the Army and received his commission as an infantry second lieutenant following graduation from Officer Candidate School in 1972. After completing Ranger and Special Forces training, he served primarily with infantry units before transferring to the Engineer Branch of the U.S. Army in 1983. He holds a Bachelor of Science degree in civil engineering from the Virginia Military Institute and a master's degree in civil engineering from Mississippi State University. He is a Registered Professional Engineer.

Jan Drewes Achenbach was a professor emeritus at Northwestern University. Achenbach was born in the northern region of the Netherlands, in Leeuwarden. He studied aeronautics at Delft University of Technology, which he finished with a M.Sc. degree in 1959. Thereafter, he went to the United States, Stanford University, where he received his Ph.D. degree in 1962. After working for a year as a preceptor at Columbia University, he was then appointed as assistant professor at Northwestern University.

Tony Melville Ridley CBE is a British civil engineer and professor. He worked as a design and site engineer in the US and Britain before becoming chief research officer of the highways and transport department of the Greater London Council. He became director-general of the Tyne and Wear Passenger Transport Executive in 1969 where he oversaw the development of plans for the Tyne and Wear Metro. In 1975 he was appointed managing director of the Hong Kong Mass Transit Railway Corporation. Ridley was later chief executive of London Underground and a director of engineering consultancy Halcrow Fox. He was president of the Institution of Civil Engineers from March 1995 to November 1996.
