William Frederick Hughes CBE QPM (born 11 August 1950) was Director General of Britain's Serious Organised Crime Agency until his retirement on 31 August 2010, when he was succeeded by his deputy Trevor Pearce. [1] He was formerly Director General of the National Crime Squad, until its merger with SOCA on 1 April 2006. Hughes was, until October 2012, International Director at BlueLight Global Solutions. [2] He then took up a role advising HSBC on financial crime governance alongside former Permanent Secretary for Tax at HMRC, Dave Hartnett. [3]
Hughes was educated at Aston University, where he received his degree in mechanical engineering in 1973. He began his career in the police force with the Thames Valley Police in 1975, rising to become Assistant Chief Constable in the West Yorkshire Police, then Deputy Chief Constable with the Hertfordshire Constabulary. He joined the National Crime Squad in 2000.
He was the UK Head of Delegation at European Police Chiefs Task Force and Chairman of the G8 Lyon Group on law enforcement. [4]
Hughes was appointed Commander of the Order of the British Empire (CBE) in the 2009 Birthday Honours. [5]
The Serious Organised Crime Agency (SOCA) was a non-departmental public body of the Government of the United Kingdom which existed from 1 April 2006 until 7 October 2013. SOCA was a national law enforcement agency with Home Office sponsorship, established as a body corporate under Section 1 of the Serious Organised Crime and Police Act 2005. It operated within the United Kingdom and collaborated with many foreign law enforcement and intelligence agencies.
The National Crime Squad (NCS) was a British police organisation which dealt with national and transnational organised and major crimes. Formed in April 1998 after the amalgamation of six former Regional Crime Squads, it merged with parts of HM Customs & Excise and the National Criminal Intelligence Service on 1 April 2006 to become the Serious Organised Crime Agency. Subsequent to the Police Reform Act 2002, the NCS Service Authority reported directly to the Home Office and had nationwide and international jurisdiction. It did not handle security matters, referring such matters to the appropriate security service.

James Gamble, QPM, is a former Chief Police Officer and was the founding Chief Executive of the Child Exploitation and Online Protection (CEOP) Centre in the United Kingdom. Mr Gamble is currently the CEO of the INEQE Safeguarding Group, the Independent Child Safeguarding Commissioner for the City of London and Hackney, formerly the City and Hackney Safeguarding Children Board; the first to be judged outstanding by Ofsted. He is also the Independent Chair of the Safeguarding Children Partnership in Bromley where he was part of the leadership team that drove their judgement from "inadequate" to "good", with "outstanding" leadership in two years.

The National Crime Agency (NCA) is a national law enforcement agency in the United Kingdom. Keith Bristow QPM served as the first Director-General of the National Crime Agency from 2011 to 2016. He was formerly the Chief Constable of Warwickshire Police, and was appointed in October 2011 to oversee the creation of the NCA and, following its launch in 2013, led the organisation in its mission to cut serious and organised crime in the UK. Between 2011 and 2013, Bristow built and designed the agency, from concept to full operational crime-fighting, working closely with the Government, global partners and participating in the UK National Security Council. He is currently Vice Chairman of Arcanum, a global strategic intelligence company and a subsidiary of Magellan Investment Holdings.

He was the Assistant Commissioner for Specialist Operations of the Metropolitan Police Service and the concurrent Chair of the National Police Chiefs' Council Counter-Terrorism 2Coordination Committee and National Lead for Counter Terrorism Policing. He was previously Chief Constable of Surrey Police (2009-2011), and also served as Acting Deputy Commissioner of the Metropolitan Police between February 2017 and April 2017. He retired from the police in March 2018.
