Black, Manafort, Stone and Kelly (BMSK, often simply Black, Manafort, and Stone) was a lobbying firm based in Washington, D.C., and formed in 1980 by Roger Stone, Paul Manafort and Charles Black and purchased in 1991 by Burson-Marsteller. The firm lobbied on behalf of prominent Republicans, businesses and foreign governments. [1]
As Black, Manafort & Stone, the firm was one of the first political consulting groups to work for Ronald Reagan's presidential candidacy in 1980, [2] and would later also have extensive connections to the presidential administrations of George H. W. Bush and Bill Clinton. [3] Donald Trump was this firm's first client. [4] [5]
In 1984 it was renamed to Black, Manafort, Stone and Kelly (BMSK) & associates, after Peter G. Kelly was recruited. [6]
The firm advised, represented, and lobbied the US Congress on behalf of, numerous foreign governments and heads of state from both representative democracies and unelected dictatorships including dictator Ferdinand Marcos of the Philippines, [7] [8] Mohamed Siad Barre of Somalia, dictator Mobutu Sese Seko of Zaire, [9] [10] and Jonas Savimbi of Angola. According to "The Torturers' Lobby", a report published by The Center for Public Integrity, by 1991-1992 their work with dictators brought in $3.3 million in those 2 years. [11]
During the 1988 presidential campaign in the United States, it was disclosed that BMSK retained the island nation of the Bahamas as a client at a time its leadership was being attacked for alleged ties to drug traffickers. BMSK officials insisted that they intended only to help the Bahamas obtain more United States aid for efforts to curb drug smugglers. [2]
Domestically the firm represented Bethlehem Steel, Rupert Murdoch's News Corp, The Tobacco Institute, and helped elect Senators Phil Gramm, Jesse Helms, Charles McCurdy Mathias Jr., Arlen Specter, Paula Hawkins and David F. Durenberger—and worked on legislation that benefitted the firm's clients. [12]
On January 1, 1991, BMSK was acquired by Burson-Marsteller who between 1989 and 1994 had acquired Gold & Liebengood which was founded by Martin B. Gold and Howard Scholer Liebengood in 1984. [13] [14] Manafort left in 1995 to start a new firm. [15] BMSK merged with Gold & Liebengood to form BKSH & Associates in 1996.
According to Mustafa Nayyem in 2007, the Saint Petersburg office of BMSK was headed by Leonid Avrashov (Ukrainian : Леонід Аврашов) who, according to Serhiy Leshchenko in 2017, also had a credit card with oligarch Rinat Akhmetov's First Ukrainian International Bank (PUMB) (Ukrainian : Перший український міжнародний банк (ПУМБ)). The National Union for the Total Independence of Angola is the second-largest political party in Angola. Founded in 1966, UNITA fought alongside the People's Movement for the Liberation of Angola (MPLA) and the National Liberation Front of Angola (FNLA) in the Angolan War for Independence (1961–1975) and then against the MPLA in the ensuing civil war (1975–2002). The war was one of the most prominent Cold War proxy wars, with UNITA receiving military aid initially from the People's Republic of China from 1966 until October 1975 and later from the United States and apartheid South Africa while the MPLA received support from the Soviet Union and its allies, especially Cuba.
Jonas Malheiro Savimbi was an Angolan revolutionary, politician, and rebel military leader who founded and led the National Union for the Total Independence of Angola (UNITA). UNITA was one of several groups which waged a guerrilla war against Portuguese colonial rule from 1966 to 1974. Once independence was achieved, it then became an anti-communist group which confronted the ruling People's Movement for the Liberation of Angola (MPLA) during the Angolan Civil War. Savimbi had extensive contact with anti-communist activists in the United States, including Jack Abramoff and was one of the leading anti-communist voices in the world. Savimbi was killed in a clash with government troops in 2002.

In the 1990s in Angola, the last decade of the Angolan Civil War (1975–2002), the Angolan government transitioned from a nominally communist state to a nominally democratic one, a move made possible by political changes abroad and military victories at home. Namibia's declaration of independence, internationally recognized on April 1, eliminated the southwestern front of combat as South African forces withdrew to the east. The MPLA abolished the one-party system in June and rejected Marxist-Leninism at the MPLA's third Congress in December, formally changing the party's name from the MPLA-PT to the MPLA. The National Assembly passed law 12/91 in May 1991, coinciding with the withdrawal of the last Cuban troops, defining Angola as a "democratic state based on the rule of law" with a multi-party system.

Prime Policy Group was formed with the merger of Martin B. Gold's Gold & Liebengood with the Washington, DC–based lobbying firm he co-founded—BMSK—with Paul Manafort, Roger J. Stone, and Peter G. Kelly. In 2010, Black was inducted into the American Association of Political Consultants (AAPC) Hall of Fame.

Paul John Manafort Jr. is an American former lobbyist, political consultant, and attorney. A long-time Republican Party campaign consultant, he chaired the Trump presidential campaign from June to August 2016. Manafort served as an adviser to the U.S. presidential campaigns of Republicans Gerald Ford, Ronald Reagan, George H. W. Bush, and Bob Dole. In 1980, he co-founded the Washington, D.C.–based lobbying firm Black, Manafort & Stone, along with principals Charles R. Black Jr. and Roger Stone, joined by Peter G. Kelly in 1984. The two criminal trials of Paul Manafort were the first cases brought to trial by the special counsel's investigation into Russian interference in the 2016 presidential election. Manafort served as campaign chair for the Donald Trump 2016 presidential campaign from June 20 to August 19, 2016. In July 2017, the FBI conducted a raid of Manafort's home, authorized by search warrant under charges of interference in the 2016 election. Manafort and his business assistant Rick Gates were both indicted and arrested in October 2017 for charges of conspiracy against the United States, making false statements, money laundering, and failing to register as foreign agents for Ukraine. Gates entered a plea bargain in February 2018.
Howard Scholer Liebengood was an American lawyer and lobbyist. A protégé of Senator Howard Baker, he served as Sergeant at Arms of the United States Senate from 1981 to 1983 before leaving to become a lobbyist for the Tobacco Institute. He later served as chief of staff to Senators Fred Thompson and Bill Frist.
Their first client, Stone recalled, was none other than Donald Trump, who retained him, irrespective of any role Manafort might have had in the firm, for help with federal issues such as obtaining a permit from the Army Corps of Engineers to dredge the channel to the Atlantic City marina to accommodate his yacht, the Trump Princess.
