The Blue Team is an informal term for a group of politicians and journalists in the United States loosely united by their belief that the People's Republic of China is a significant security threat to the United States. Though allied on some issues with Democratic advocates of labor, most of those to whom the term has been applied are conservative or neoconservative.
The name comes from the color representing US forces in war games, in contrast to the red that represents the American opponent. It was coined by William Triplett, former counsel to the Senate Foreign Relations Committee. [1] After the Tiananmen Square protests of 1989, [2] and in the context of China's economic and military expansion not only in Asia but around the world, "blue" concerns widened in scope. [3]
Though now applied primarily to Republicans, the terms refers to concerns not tied to a single party or perspective. Bill Clinton campaigned in 1992 against George H. W. Bush's supposed laxness toward China, but while in office uncoupled economic integration with democratic reform in China. [4]
The original core of the "blue team" was a group of congressional aides who met in an informal study group during the 1990s. [5] Working largely behind the scenes, these aides influenced legislation in subtle and incremental ways. They were involved in attaching to bills riders that forced the State Department to report on human rights abuses and the Defense Department to reveal information it had collected about the Chinese military. [5]
By and large, most high-profile American politicians have not spoken out stridently enough against China to be called members of the Blue Team. [6] Some minor politicians have been closely associated with the group or its ideas. Among them are Christopher Cox, chairman of the commission that produced the Cox Report on Chinese espionage. [5]
The Bush administration had for the most part followed the "pragmatic" approach that has been dominant in US foreign relations since the Shanghai Communiqué, which allows for "engagement" with China. However, more than the Clinton administration, it had been willing to see China as a strategic competitor, [7] and it has been "far more eager...to treat China with suspicion and adopt more hard-nosed policies." [8]
Still, the dominant voices of the "team" since 2001 have come not from government but from private conservative think tanks and journalists. William Kristol, whose The Weekly Standard once described the PRC as "a regime of hair-curling, systematic barbarity," [9] has called repeatedly for a harsher stance against China. Robert Kagan, co-founder of PNAC. Ross H. Munro, and David Blumenthal, and Peter Navarro have all written extensively about the perceived threat posed by China. Navarro's 2011 book with Greg Autry, Death by China , inspired a 2012 documentary film of the same name directed by Navarro and narrated by Martin Sheen.
The beliefs associated with "Blue Team" opinions arise largely from dissatisfaction with the general drift of American foreign policy toward accommodation with the PRC. The massacre in Tiananmen Square and China's later use of a missile test in an attempt to influence Taiwanese voters sharpened fears about China's intentions; [10] The more virulent critics of China accused Clinton of appeasement. [11]
For some, China's military is the focal point of concern, as it was for the original congressional study group. They point out that China is not only modernizing its army and navy, but it is also hiding its actual military expenditures. They claim that China aspires to dominate the region through, for example, the creation of a blue-water navy, and that such dominance would inevitably endanger US interests and threaten long-time allies Japan, South Korea, and Taiwan. [12]
As the Soviet Union collapsed and Russia's economy and military were still in turmoil, it seemed to some observers logical that China would seek to replace Russia as the main counterbalance to the United States. [13] The "blue" perspective views with alarm China's increased military spending and the passing of the Taiwan anti-secession law in 2005. [14] This was of major concern to US Defense Secretary Donald Rumsfeld since the Pentagon had frequently complained about the lack of transparency in China's military capabilities and intentions. A recent threat report from the Pentagon reinforced the Blue Team's fears, stating that China may be attempting a military buildup aimed at capturing Taiwan and deterring outside help from the US and/or Japan. Finally, though US policy towards North Korea has depended partly on China's cooperation, some "hawks" in the US suspect China's motives with regards to that country as well. [15]
Relations between North Korea and the United States have been historically hostile. The two countries have no formal diplomatic relations. Instead, they have adopted an indirect diplomatic arrangement using neutral intermediaries. The Swedish Embassy in Pyongyang is the US protecting power and provides limited consular services to U.S. citizens. North Korea, officially the Democratic People's Republic of Korea (DPRK), does not have an embassy in Washington, DC, but is represented in the United States through its mission to the United Nations in New York City which serves as North Korea's de facto embassy.
The relationship between the People's Republic of China (PRC) and the United States of America (USA) has been complex and at times tense since the establishment of the PRC and the retreat of the government of the Republic of China to Taiwan in 1949. Since the normalization of relations in the 1970s, the US–China relationship has been marked by numerous perennial disputes including the political status of Taiwan, territorial disputes in the South China Sea, and more recently the treatment of Uyghurs in Xinjiang. They have significant economic ties and are significantly intertwined, yet they also have a global hegemonic great power rivalry. As of 2024, China and the United States are the world's second-largest and largest economies by nominal GDP, as well as the largest and second-largest economies by GDP (PPP) respectively. Collectively, they account for 44.2% of the global nominal GDP, and 34.7% of global PPP-adjusted GDP.
Bilateralism is the conduct of political, economic, or cultural relations between two sovereign states. It is in contrast to unilateralism or multilateralism, which is activity by a single state or jointly by multiple states, respectively. When states recognize one another as sovereign states and agree to diplomatic relations, they create a bilateral relationship. States with bilateral ties will exchange diplomatic agents such as ambassadors to facilitate dialogues and cooperations.
In American politics, the China lobby consisted of advocacy groups calling for American support for the Republic of China during the period from the 1930s until US recognition of the People's Republic of China in 1979, and then calling for closer ties with the PRC thereafter.
In the People's Republic of China, Deng Xiaoping formally retired after the 1989 Tiananmen Square protests and massacre, to be succeeded by former Shanghai CCP secretary Jiang Zemin. During that period, the crackdown of the protests in 1989 led to great woes in China's reputation globally, and sanctions resulted. The situation, however, would eventually stabilize. Deng's idea of checks and balances in the political system also saw its demise with Jiang consolidating power in the party, state and military. The 1990s saw healthy economic development, but the closing of state-owned enterprises and increasing levels of corruption and unemployment, along with environmental challenges continued to plague China, as the country saw the rise to consumerism, crime, and new-age spiritual-religious movements such as Falun Gong. The 1990s also saw the peaceful handover of Hong Kong and Macau to Chinese control under the formula of One Country, Two Systems. China also saw a new surge of nationalism when facing crises abroad.
The main event by far shaping the United States foreign policy during the presidency of George W. Bush (2001–2009) was the 9/11 terrorist attacks against the United States on September 11, 2001, and the subsequent war on terror. There was massive domestic and international support for destroying the attackers. With UN approval, US and NATO forces quickly invaded the attackers' base in Afghanistan and drove them out and the Taliban government that harbored them. It was the start of a 20-year quagmire that finally ended in failure with the withdrawal of United States troops from Afghanistan.

The United States foreign policy toward the People's Republic of China originated during the Cold War. At that time, the U.S. had a containment policy against communist states. The leaked Pentagon Papers indicated the efforts by the U.S. to contain China through military actions undertaken in the Vietnam War. The containment policy centered around an island chain strategy. President Richard Nixon's China rapprochement signaled a shift in focus to gain leverage in containing the Soviet Union. Formal diplomatic ties between the U.S. and China were established in 1979, and with normalized trade relations since 2000, the U.S. and China have been linked by closer economic ties and more cordial relations. In his first term as U.S. president, Barack Obama said, "We want China to succeed and prosper. It's good for the United States if China continues on the path of development that it's on".
The Mutual Defense Treaty between the United States and the Republic of China, was a defense pact signed between the United States and the Republic of China (Taiwan) effective from 1955 to 1980. It was intended to defend the island of Taiwan from invasion by the People's Republic of China. Some of its content was carried over to the Taiwan Relations Act of 1979 after the failure of the Goldwater v. Carter lawsuit.

After the United States established diplomatic relations with the People's Republic of China (PRC) in 1979 and recognized Beijing as the only legal government of China, Taiwan–United States relations became unofficial and informal following terms of the Taiwan Relations Act (TRA), which allows the United States to have relations with the Taiwanese people and their government, whose name is not specified. U.S.–Taiwan relations were further informally grounded in the Six Assurances in response to the third communiqué on the establishment of US–PRC relations. The Taiwan Travel Act, passed by the U.S. Congress on March 16, 2018, allows high-level U.S. officials to visit Taiwan and vice versa. Both sides have since signed a consular agreement formalizing their existent consular relations on September 13, 2019. The US government removed self-imposed restrictions on executive branch contacts with Taiwan on January 9, 2021.
U.S. President Barack Obama's East Asia Strategy (2009–2017), also known as the Pivot to Asia, represented a significant shift in the foreign policy of the United States since the 2010s. It shifted the country's focus away from the Middle Eastern and European sphere and allowed it to invest heavily and build relationships in East Asian and Southeast Asian countries, especially countries which are in close proximity to the People's Republic of China (PRC) either economically, geographically or politically to counter its rise as a rival potential superpower.

US-China strategic engagement refers to a wide range of specific practices and interaction including economic cooperation, public diplomacy, military and foreign aid between the United States and China. This phase of engagement can be traced back to the late 1960s following an intense period of hostility caused by indirect confrontation between the two countries, particularly during the Korean War and the Vietnam War. With the US' support for Taiwan during the Taiwan Strait crises and its military expansion in the Pacific region, the relationship grew more antagonistic for the Chinese government perceive these initiatives to be US' attempt to encircle China. The domestic upheaval as a result of the Cultural Revolution in China and its commitment to communism through political radicalism accelerated the conflict. The four presidencies preceding the Bush administration were said to embrace a national policy direction toward strategic ambiguity, or deliberate ambiguity particularly in dealing with China. In October 2018, Vice President Mike Pence delivered a speech at the Hudson Institute on China, signifying the end of strategic engagement and officially proclaiming a new stage in the bilateral relationship, strategic competition.
The Coming Conflict With China is a 1997 book by Richard Bernstein and Ross H. Munro. The book argued that conflict between the United States and the People's Republic of China would dominate the early decades of the 21st century and advocated various steps to counter what the authors saw as the Chinese threat to the US.
United States politician Nancy Pelosi, while serving as the speaker of the U.S. House of Representatives, visited Taiwan on August 2, 2022. A delegation of five Democratic Party members of the House accompanied Pelosi on the visit. The two-day trip to Taiwan was part of a tour of Asia that also included stops in Singapore, Malaysia, South Korea, and Japan. President Joe Biden discouraged but did not prevent Pelosi from going; the White House later affirmed her right to visit the island country.
