Robert Chester Sheets (born June 7, 1937) is an American meteorologist who served as the director of the National Hurricane Center from 1987 to 1995. He was born in Marion, Indiana. [1]
He is well remembered for numerous interviews given from the Hurricane Center during Hurricane Andrew in 1992. Sheets was a member and eventual director in Project Storm Fury, an attempt to modify hurricanes with silver iodide.
Since retiring in 1995, Sheets has continued his relationship with the media, becoming a special-situation hurricane analyst with ABC network affiliates in Florida.
He has also co-authored a book, Hurricane Watch: Forecasting the Deadliest Storms on Earth, [2] on hurricane information and stories.
The National Hurricane Center (NHC) is the division of the United States' NOAA/National Weather Service responsible for tracking and predicting tropical weather systems between the Prime Meridian and the 140th meridian west poleward to the 30th parallel north in the northeast Pacific Ocean and the 31st parallel north in the northern Atlantic Ocean. The agency, which is co-located with the Miami branch of the National Weather Service, is situated on the campus of Florida International University in University Park, Miami, Florida.
Project Stormfury was an attempt to weaken tropical cyclones by flying aircraft into them and seeding them with silver iodide. The project was run by the United States Government from 1962 to 1983. The hypothesis was that the silver iodide would cause supercooled water in the storm to freeze, disrupting the inner structure of the hurricane, and this led to seeding several Atlantic hurricanes. However, it was later shown that this hypothesis was incorrect. It was determined that most hurricanes do not contain enough supercooled water for cloud seeding to be effective. Additionally, researchers found that unseeded hurricanes often undergo the same structural changes that were expected from seeded hurricanes. This finding called Stormfury's successes into question, as the changes reported now had a natural explanation.
A storm surge, storm flood, tidal surge, or storm tide is a coastal flood or tsunami-like phenomenon of rising water commonly associated with low-pressure weather systems, such as cyclones. It is measured as the rise in water level above the normal tidal level, and does not include waves.
Hurricane hunters, typhoon hunters, or cyclone hunters are aircrews that fly into tropical cyclones to gather weather data. In the United States, the organizations that fly these missions are the United States Air Force Reserve's 53rd Weather Reconnaissance Squadron and the National Oceanic and Atmospheric Administration's Hurricane Hunters. Such missions have also been flown by Navy units and other Air Force and NOAA units. Other organizations also fly these missions, such as Government Flying Service Hong Kong.
The 53rd Weather Reconnaissance Squadron, also known by its nickname, Hurricane Hunters, is a flying unit of the United States Air Force, and "the only Department of Defense organization still flying into tropical storms and hurricanes." Aligned under the 403rd Wing of the Air Force Reserve Command (AFRC) and based at Keesler Air Force Base, Mississippi, with ten aircraft, it flies into tropical cyclones in the Atlantic Ocean, the Caribbean Sea, the Gulf of Mexico and the Central Pacific Ocean for the specific purpose of directly measuring weather data in and around those storms. The 53rd WRS currently operates the Lockheed WC-130J aircraft as its weather data collection platform.
William Mason Gray was an American meteorologist who was emeritus professor of atmospheric science at Colorado State University (CSU), and the head of the Tropical Meteorology Project at CSU's Department of Atmospheric Sciences. He is widely regarded as a pioneer in the science of tropical cyclone forecasting and one of the world's leading experts on tropical storms. After retiring as a faculty member at CSU in 2005, Gray remained actively involved in both climate change and tropical cyclone research until his death.
The 1775 Newfoundland hurricane, also known as the Independence Hurricane, was a hurricane that struck the Thirteen Colonies and the Colony of Newfoundland in August and September, 1775, at the outset of the American War of Independence. It is believed to have killed at least 4,000 people, making it one of the deadliest Atlantic hurricanes of all time. There is disagreement among historians and meteorologists whether the events were one storm or two distinct storms.
The 1780 Atlantic hurricane season ran through the summer and fall in 1780. The 1780 season was extraordinarily destructive, and was the deadliest Atlantic hurricane season in recorded history, with over 28,000 deaths. Four different hurricanes, one in June and three in October, caused at least 1,000 deaths each; this event has never been repeated, and only in the 1893 and 2005 seasons were there two such hurricanes. The season also had the deadliest Atlantic hurricane of all time, the Great Hurricane of 1780. Only one of the known storms was not a hurricane.
James Louis Franklin is a former weather forecaster encompassing a 35-year career with National Oceanic and Atmospheric Administration (NOAA). He served as the first branch chief of the newly formed Hurricane Specialist Unit (HSU) before his retirement in 2017.
The National Weather Service bulletin for the New Orleans region of 10:11 a.m., August 28, 2005, was a particularly dire warning issued by the local Weather Forecast Office in Slidell, Louisiana, warning of the devastation that Hurricane Katrina could wreak upon the Gulf Coast of the United States, and the human suffering that would follow once the storm left the area.
Robert H. Simpson was an American meteorologist, hurricane specialist, first director of the National Hurricane Research Project (NHRP) from 1955 to 1959, and a former director (1967–1974) of the National Hurricane Center (NHC). He was the co-developer of the Saffir–Simpson Hurricane Scale with Herbert Saffir. His wife was Joanne Simpson.
Tropical cyclone forecasting is the science of forecasting where a tropical cyclone's center, and its effects, are expected to be at some point in the future. There are several elements to tropical cyclone forecasting: track forecasting, intensity forecasting, rainfall forecasting, storm surge, tornado, and seasonal forecasting. While skill is increasing in regard to track forecasting, intensity forecasting skill remains unchanged over the past several years. Seasonal forecasting began in the 1980s in the Atlantic basin and has spread into other basins in the years since.
Neil Laverne Frank is an American meteorologist and former director of the National Hurricane Center (NHC) in Florida. He was instrumental in advancing both the scientific and informational aspects of hurricane forecasting. He retired in 2008 as Chief Meteorologist at KHOU-TV in Houston. He is the grandfather of Christian singer Forrest Frank.
Hurricane Olga was the fifteenth named storm and ninth hurricane of the 2001 Atlantic hurricane season. It was notable as it was the largest tropical cyclone by diameter of gale-force winds on record in the Atlantic at the time. Hurricane Olga formed as a subtropical cyclone on November 24. After acquiring tropical characteristics later that day, Olga meandered westward, and eventually reached hurricane status on November 26. Olga peaked as a 90 mph (140 km/h) Category 1 hurricane before the storm turned southwestward and weakening back into a tropical storm. On November 30 it deteriorated further to a tropical depression, although it re-intensified two days later to tropical storm intensity. Olga then dissipated as a tropical cyclone on December 4 east of the Bahamas. Its damaging effects were limited to ships at sea. The cyclone's remnants produced heavy rainfall across the Bahamas and Florida. It was a relatively rare storm to exist in December, which is outside of the normal Atlantic hurricane season.
The bar of a mature tropical cyclone is a very dark gray-black layer of cloud that appears to be near to the horizon as seen from an observer preceding the approach of the storm, and is composed primarily of dense stratocumulus clouds. Cumulus and cumulonimbus clouds bearing precipitation follow immediately after the passage of the wall-like bar. Altostratus, cirrostratus and cirrus clouds are usually visible in ascending order above the top of the bar, while the wind direction for an observer facing toward the bar is typically from the left and slightly behind the observer.

The history of Atlantic tropical cyclone warnings details the progress of tropical cyclone warnings in the North Atlantic Ocean. The first service was set up in the 1870s from Cuba with the work of Father Benito Viñes. After his death, hurricane warning services were assumed by the US Army Signal Corps and United States Weather Bureau over the next few decades, first based in Jamaica and Cuba before shifting to Washington, D.C. The central office in Washington, which would evolve into the National Meteorological Center and the Weather Prediction Center, assumed the responsibilities by the early 20th century. This responsibility passed to regional hurricane offices in 1935, and the concept of the Atlantic hurricane season was established to keep a vigilant lookout for tropical cyclones during certain times of the year. Hurricane advisories issued every 12 hours by the regional hurricane offices began at this time.
A hurricane local statement (HLS) is a weather statement produced for the public by the local Weather Forecast Offices of the National Weather Service in the U.S. for areas affected or forecast to be affected by a tropical storm or hurricane that provides an overview of the storm's local effects, including expected weather conditions, evacuation decisions made by local officials, and precautions necessary to protect life and property. The National Weather Services considers the HLS to be the "flagship product" available to Weather Forecast Offices for outlining tropical cyclone watches and warnings and impacts, and is their most visible product during such events. Descriptions of the affected areas, relevant tropical cyclone watches and warnings, recommendations for precautionary measures, and expected timing and severity of possible threats are typically included in an HLS. The HLS can incorporate projected impacts from pre-written descriptions tailored for different storm intensities; these template descriptions were developed in the 1990s and became widely available to forecasters for use in the HLS by 2001. The bulletin issued by the Weather Forecast Office in Slidell, Louisiana, as Hurricane Katrina approached on August 28, 2005, known as "The Bulletin", was lauded by the National Weather Service as having further encouraged vulnerable individuals to evacuate. Not all forecast offices can issue an HLS.
