Bolaji Olufunmileyi Owasanoye is a Nigerian lawyer and human rights activist. He currently serves as the Chairman of the Independent Corrupt Practices and other Related Offences Commission,ICPC,an anticorruption agency in Nigeria. [1] [2]
Owasanoye was born in 1963. He graduated from University of Ife in 1984 with a degree in law and was called to the Nigerian Bar in 1985. He also obtained a master's degree in Law in 1987 from the University of Lagos. [1]
Owasanoye started his career as an assistant lecturer at the University of Lagos. He moved to the National Institute of Advanced Legal Studies (NIALS) in 1991 and became a Professor of law 10 years later. [1]
In August 2015,he was appointed as the Executive Secretary of the Presidential Advisory Committee Against Corruption (PACAC) before being appointed to the ICPC. He was a proponent of the Proceeds of Crime bill,Whistle-blower and Witness Protection Bill passed by the Nigerian National Assembly. [2]
He has also worked as a consultant for Nigerian federal and state agencies as well as international agencies such as the World Bank and USAID. [3]
In 1997,he co-founded the Human Development Initiative (HDI),a non-profit organisation. [1] In 2020,he was awarded the rank of Senior Advocate of Nigeria (SAN). [4]
Human rights in Nigeria are protected under the current constitution of 1999. While Nigeria has made major improvements in human rights under this constitution,the American Human Rights Report of 2012 notes several areas where more improvement is needed,which includes:abuses by Boko Haram,killings by government forces,lack of social equality and issues with freedom of speech. The Human Rights Watch's 2015 World Report states that intensified violence by Boko Haram,restrictions of LGBT rights and government corruption continue to undermine the status of human rights in Nigeria.

Designated by the 1999 constitution as the national police of Nigeria with exclusive jurisdiction throughout the country,as at 2016 it has a staff strength of about 371,800. There are currently plans to increase the force to 650,000,adding 280,000 new recruits to the existing 370,000. The Independent Corrupt Practices Commission (ICPC),is a Nigerian agency that was inaugurated on 29 September 2000 following the recommendation of President Olusegun Obasanjo. The mandate is to receive and investigate reports of corruption and in appropriate cases prosecute the offender(s),to examine,review and enforce the correction of corruption prone systems and procedures of public bodies,with a view to eliminating corruption in public life,and to educate and enlighten the public on and against corruption and related offences with a view to enlisting and fostering public support for the fight against corruption. The Corrupt Practices and other Related Offences Act 2000 governs the committee's activities.
