Elections for Borders Regional Council took place on Thursday 6 May 1982, alongside elections to the various regional councils across Scotland.
Independents won 12 of the council's 23 seats.

France is divided into 18 administrative regions, which are traditionally divided between 13 metropolitan regions, located on the European continent, and 5 overseas regions, located outside the European continent. The 13 metropolitan regions are each further subdivided into 2 to 13 departments, while the overseas regions consist of only one department each and hence are also referred to as "overseas departments". The current legal concept of region was adopted in 1982, and in 2016 what had been 27 regions was reduced to 18. The overseas regions should not be confused the overseas collectivities, which have a semi-autonomous status.

The elections took place a year before the Conservative's third general election victory. Elections took place in England and Wales on the same day.

Whilst the 1982 elections saw the Conservatives hold up relatively well in England, the Tories did comparatively poorly in Scotland, where their already disadvantageous position worsened. The Conservatives did particularly poorly in Strathclyde, where the Conservative group leader lost his seat.

The second election to Lothian Regional Council was held on 6 May 1982 and yielded a swing to the Conservatives. Whilst the Labour presence was reduced, the Conservatives were unable to win an outright majority, and both parties exited the election with 22 seats. The council Conservative group, under Brian Meek, was able to take over the council however due to support from the SDP-Liberal Alliance councillors.
An election to Shetland Islands Council was held on 6 May 1982 as part of the Scottish local Regional elections, 1982 and yielded a swing to candidates supportive of Home Rule for the islands. Whilst no candidates appeared on the ballot as members of the Shetland Movement, the Shetland Movement did publish a list of candidates supportive of Shetland Home Rule. Ultimately of the 25 members of the Shetland council, 14 were supporters of the movement.
The fourth election to Lothian Regional Council was held on 8 May 1986 as part of the wider 1986 Scottish regional elections. The Lothian result was little different to the wider Scottish results, which saw Labour making strong gains across Scotland. In Lothian this allowed Labour to secure their majority on the 49-seat council.

The election saw the Conservatives losing control of the region, with Labour emerging as the single largest force on the 47 seat council. Following the election Labour Party formed a minority administration. Ian Mackie CBE, the chair of the Conservative Group, was defeated in Clepington-Maryfield ward.

The third election to Fife Regional Council was held on 6 May 1982 as part of the wider 1982 Scottish regional elections. The election saw Labour maintaining their control of the region's 46-seat council.
The third election to the Western Isles Council was held on 6 May 1982 as part of the wider 1982 Scottish regional elections. All candidates stood as Independents. Of the councils 30 councillors, 19 were elected unopposed.
An election to the Highland Regional Council was held on 6 May 1982 as part of the wider 1982 Scottish regional elections. The election saw Independents win control of 42 of the council's 52 seats.
