The Rajya Sabha,constitutionally the Council of States,is the upper house of the bicameral Parliament of India. As of 2022,it has a maximum membership of 245,of which 233 are elected by the legislatures of the states and union territories using single transferable votes through open ballots,while the president can appoint 12 members for their contributions to art,literature,science,and social services. The potential seating capacity of the Rajya Sabha is 245,according to article 80 of the Indian Constitution. Members sit for staggered terms lasting six years,with about a third of the 238 designates up for election every two years,in even-numbered years. Unlike the Lok Sabha,the Rajya Sabha is a continuing chamber and hence not subject to dissolution. However,the Rajya Sabha,like the Lok Sabha,can be prorogued by the president.

The All India Trinamool Congress,colloquially the Trinamool Congress is an Indian political party which is predominantly active in West Bengal. The party is led by Mamata Banerjee,the current Chief Minister of West Bengal,who has led the state since 2011. It is currently the third largest party in Parliament with 23 members in Lok Sabha and 13 members in Rajya Sabha and 230 MLAs in State legislative assemblies of India,just after BJP and INC. In 2016 the Election Commission recognised TMC as a national political party.

Rajya Sabha elections were held in India on 21 July and 8 August 2017 as nomination contests by state legislators routinely for ten members of the Rajya Sabha across three states,replacing those who retired in July and August 2017. The State Legislatures which contribute in this six-year minor elections/nomination cycle are Goa,Gujarat and West Bengal. The mechanism is the single transferable vote (STV) among legislators,meaning nominations may be unopposed contests. The open ballot is used rather than secret ballot,allowing public scrutiny.
Rajya Sabha elections were held on various dates in 2008,to elect members of the Rajya Sabha,Indian Parliament's upper chamber. The elections were held to elect respectively 55 members from 15 states,four members from Karnataka and one member from Mizoram and Aruncahl Pradesh,and 11 members from two states for the Council of States,the Rajya Sabha.
Nilotpal Basu is an Indian politician. He was a Member of Parliament,representing West Bengal in the Rajya Sabha the upper house of India's Parliament as a member of the Communist Party of India (Marxist). He runs an NGO called Grameen Sanchar Society (GRASSO) which started a Mobile PCO scheme in West Bengal with state and BSNL support. Basu got into controversy after bank loans taken by the GRASSO were not repaid.
