Sir James Brian Unwin KCB (born 21 September 1935) is a former British civil servant and an author. He was chairman of the board of HM Customs and Excise and president of the European Investment Bank. He is also an author of historical non-fiction.
James Brian Unwin studied at New College, Oxford and Yale University.
He joined the British Civil Service in 1960, initially working for the Commonwealth Relations Office. From 1968 he was at HM Treasury, seconded from 1981 to 1987 to the Cabinet Office. There he eventually held the post of Deputy Secretary. He was chairman of the board of HM Customs and Excise (1987–1993) and became president of the European Investment Bank in 1993, a position which he held until his retirement in 1999. [1]
He has served as president of the European Centre for Nature Conservation and as a member of the board of directors of English National Opera. [2]
Unwin has published two works of historical non-fiction, both dealing with the Napoleonic era: Terrible Exile: The Last Days of Napoleon on St Helena (2010), which was shortlisted for the Fondation Napoléon History Prize, and A Tale in Two Cities: Fanny Burney and Adèle, Comtesse de Boigne (2014). [1] In 2016, Unwin published a memoir of his time in the civil service titled 'With respect, minister'.
On 13 June 1986, Unwin was appointed Commander of the Order of the Bath (CB). [3] On 5 June 1990, he was promoted to Knight Commander of the same Order (KCB) with the 1990 Birthday Honours. [4]

Sir Peter Gordon Wallis, KCVO, CMG is a retired British diplomat and civil servant. He was the British High Commissioner to Malta between 1991 and 1994. Educated at Pembroke College, Oxford, Wallis joined the Civil Service in 1958 and worked in the Ministry of Labour and National Service and HM Customs and Excise, before joining HM Diplomatic Service in 1968. He went on to serve as Minister at the British Embassy in South Africa (1987–88), and Minister (1989) and then acting High Commissioner (1990) to Namibia; he was briefly political adviser to the Joint Commander of the British Forces in the Gulf in 1991 and to the Commander of the British Forces in South East Turkey and North Iraq later in that year. He was appointed a Companion of the Order of St Michael and St George in the 1990 Birthday Honours, and a Knight Commander of the Royal Victorian Order in 1992.

Having served in the War Office, HM Treasury, the Ministry of Food and the Foreign Office, he concluded his career as Chairman of the Board of Customs and Excise from 1955 to 1962 and, simultaneously, Chairman of the Civil Service Sports Council from 1959 to 1962.
Sir William Wilfred Morton, KCB was a Scottish civil servant. Educated at the University of Glasgow, he entered the civil service as an official in the Inland Revenue in 1927. He became a Commissioner of Inland Revenue in 1955, before serving in HM Treasury from 1958 to 1965, when he was appointed Chairman of the Board of Customs and Excise, retiring in 1969.
Sir Ronald Walter Radford, KCB, MBE was an English civil servant. Educated at St John's College, Cambridge, he entered the Indian Civil Service in 1939 and remained there until Indian Independence in 1947. He then entered HM Customs and Excise as an assistant principal. Promoted to be a Commissioner of Customs and Excise in 1965, he was Chairman of the Board from 1973 to 1977. He was then Secretary-General of the Customs Cooperation Council from 1978 to 1983.
Sir Douglas Arthur Lovelock, KCB was an English civil servant and Church of England asset manager. Having entered the civil service in 1949, he served as Chairman of the Board of Customs and Excise from 1978 to 1983, and then First Church Estates Commissioner from 1983 to 1993, also chairing the Central Board of Finance of the Church of England from 1983 to 1992.
