Bryan Zheng Zhang is a prominent academic and financial technnology expert who is co-founder and the executive director of the Cambridge Centre for Alternative Finance, and co-founder of Financial Innovation for Impact. He is also a non-executive director of the UK Financial Conduct Authority since 2024, sitting on its Board Risk Committee and Audit Committee. [1] [2] [3]

Zhang has led and co-authored over 50 regional and global fintech market and regulatory reports. [4] [5] [6] His commentary has appeared in articles from a number of media outlets, [7] [8] including the BBC, [9] the Financial Times, [10] and City A.M.. [11]

He is a member of the Bank of England's CBDC Engagement Forum, [12] the OECD's Steering Group on SME & Entrepreneurship Finance, International Monetary Fund's FAS Advisory Group, the Dubai International Financial Centre's Innovation Panel, [13] and a member of the Bretton Woods Committee. [14] Additionally, he co-chairs the Future of Global FinTech initiative in partnership with the World Economic Forum. [15] [16] Bryan served as a final round judge for Bank for International Settlements and Reserve Bank of India's G20 TechSprint on cross-border payments in 2023. [17] [18]

In 2022, he was appointed by the Payment Systems Regulator and the Financial Conduct Authority as the Independent Chair of a Strategic Working Group to help shape the future development of Open Banking in the United Kingdom [19] [20] [21]

Bryan's academic background includes training in Economic Geography and Public Policy at the University of Cambridge and at the University of Oxford. [22] He is an Associate of the Senior Common Room (ASCR) at King's College, Cambridge and a member of the editorial board for the Journal of Alternative Finance, a double anonymised hybrid journal that addresses the technological evolution of the financial sector and its impacts. [23] Bryan also worked as an executive for Oxfam in international development and served on its governance body Oxfam Association for two consecutive terms between 2006 - 2012. [24] [25]

Assetz Capital is a British company which makes property-secured loans to businesses. It was established in 2012 as a peer-to-peer or "marketplace" lender which allowed private and institutional investors to lend money directly to small businesses (SMEs) and property developers. In December 2022 it became solely funded by institutional capital for new lending.

FOLK2FOLK is a Marketplace lending platform (MPL) specializing in secured lending for business owners across the rural and regional parts of the UK. It matches businesses looking for capital with individual (retail) and institutional investors who receive a fixed interest rate from 7.5% p.a. secured against UK land or property. Investors receive the same interest rate that the Borrower pays, with FOLK2FOLK making its profit from an arrangement fee and annual renewal fee charged to Borrowers.

Sheldon Mills is the executive director, consumers and competition at the Financial Conduct Authority. He had previously been a senior director at the Competition and Markets Authority. He chairs the board of trustees of Stonewall.

OakNorth Bank is a British bank for scaling businesses that provides loans and both business and personal savings accounts. The bank, which gained regulatory approval in early 2015, was founded by entrepreneurs Rishi Khosla and Joel Perlman, who had previously founded Copal Amba. The bank focuses on providing loans of £0.5m–£25m as well as business banking products, and retail savings accounts.

Regulatory technology, Abrv: RegTech, is the use of information technology to enhance regulatory and compliance processes. RegTech is most usefully applied to heavily regulated industries and activities such as financial services, gaming, healthcare, pharmaceutical, energy and aviation. RegTech puts a particular emphasis on regulatory monitoring, reporting and compliance and aims to enhance transparency as well as consistency and to standardize regulatory processes, to remove ambiguity from regulations and provide higher quality outcomes at a lower cost.

The Cambridge Centre for Alternative Finance was established in 2015, and is a part of the Cambridge Judge Business School, University of Cambridge. A central bank digital currency is a digital currency issued by a central bank, rather than by a commercial bank. It is also a liability of the central bank, unless it is dividend-paying, then it is an ownership stake in the central bank, and is a new form of legal tender, unlike regular retail CBDC which is denominated in the sovereign currency, as is the case with physical banknotes, coin and existing reserves.

Consumer Duty is a standard introduced by the Financial Conduct Authority, in the UK, intended to improve Consumer protection for financial-services firms in the UK. The changes were announced in 2021 and officially came into force on 31 July 2023. The Consumer Duty has been described as the 'biggest overhaul for the UK's financial services industry in 20 years'.

Ravi Menon was a Singaporean government official who served as the managing director of the Monetary Authority of Singapore from 2011 to 2024.
