Buutuo is the capital of Zoegeh district in eastern Nimba County, Liberia. It is known as the place where the 14-year-long civil war of Liberia began in 1989. Once a growing city with over 25,000 people in the mid and late 1980s, the city has been ruined and reduced nearly to nothing. Before diamonds were found by the locals in the late 1990s and the Ivorian uprising in 2003, the once center of commerce held a population of just over 600 people. Now it is estimated that the town holds just about 2,500 people due to the refugees fleeing the war in Ivory Coast. Most of its inhabitants are part of the Gio ethnic group. [1]

Despite some controversy, international steel company Arcelor Mittal was given approval to begin restoring the once prosperous mining town in May 2007. The reconstruction was to include a hospital, schools and other facilities for the township. However, due to fluctuations in world iron prices, much of the redevelopment never happened, and less than a decade later, much of the site had been abandoned once again.
The First Liberian Civil War was the first in a series of two civil wars within the West African nation of Liberia. It lasted from 1989 to 1997. President Samuel Doe established a regime in 1980 but totalitarianism and corruption led to unpopularity and the withdrawal of support from the United States by the late 1980s. The National Patriotic Front of Liberia (NPFL) led by Charles Taylor invaded Liberia from the Ivory Coast to overthrow Doe in December 1989 and gained control over most of the country within a year. Doe was captured and executed by the Independent National Patriotic Front of Liberia (INPFL), a splinter faction of the NPFL led by Prince Johnson, in September 1990. The NPFL and INPFL fought each other for control of the capital city, Monrovia and against the Armed Forces of Liberia and pro-Doe United Liberation Movement of Liberia for Democracy. Peace negotiations and foreign involvement led to a ceasefire in 1995 but fighting continued until a peace agreement between the main factions occurred in August 1996. Taylor was elected President of Liberia following the 1997 Liberian general election and entered office in August of the same year.

Palm Grove Cemetery is a cemetery near downtown Monrovia, the capital city of Liberia. During the Tolbert administration, the cemetery became the focus of the national Decoration Day, which continued to be observed after Tolbert was murdered in a 1980 coup d'état and his body dumped at the cemetery. Once the country's national cemetery, it was threatened during June 1982 by Monrovia municipal authorities. In a complaint to the People's Redemption Council, the city noted that the cemetery was being used as a waste dump and was so full of graves that new burials were being conducted unsafely, even though increasing numbers of local residents were being buried in Paynesville. The authorities requested permission to close the cemetery to new burials and to move the cemetery to a new location, away from its original Center Street site, but the cemetery remains in Monrovia to date.
