The California Building Standards Code is the building code for California, and Title 24 of the California Code of Regulations (CCR). It is maintained by the California Building Standards Commission which is granted the authority to oversee processes related to the California building codes by California Building Standards Law. [1] The California building codes under Title 24 are established based on several criteria: standards adopted by states based on national model codes, national model codes adapted to meet California conditions, and standards passed by the California legislature that address concerns specific to California.

Portions of editions of the California building codes are published by the International Code Council (ICC), National Fire Protection Association (NFPA), International Association of Plumbing and Mechanical Officials (IAPMO), and BNi Building News. [1] As they are, in effect, amended versions of copyright works such as the International Building Code (IBC) maintained by the International Code Council (ICC), the regulations have substantial portions under copyright, and hence may be withheld from the public or individuals, but still have the force of law. In 2008, Carl Malamud published the California Building Standards Code on Public.Resource.Org for free. [4]
New editions of the California Building Standards Code are published every three years in a triennial cycle with supplemental information published during other years. [5] Publication of triennial editions of the CCR began in 1989. The most recent version of the code was the 2019 edition published January 1, 2020. Changes made to each edition are based on proposals made by state agencies. Proposals are presented to the California Building Standards Commission and must provide thorough justification for proposed changes. Proposals go through multiple phases during the adoption cycle. Plumbing is any system that conveys fluids for a wide range of applications. Plumbing uses pipes, valves, plumbing fixtures, tanks, and other apparatuses to convey fluids. Heating and cooling (HVAC), waste removal, and potable water delivery are among the most common uses for plumbing, but it is not limited to these applications. The word derives from the Latin for lead, plumbum, as the first effective pipes used in the Roman era were lead pipes.

Its goal is to provide thermal comfort and acceptable indoor air quality. HVAC system design is a subdiscipline of mechanical engineering, based on the principles of thermodynamics, fluid mechanics, and heat transfer. "Refrigeration" is sometimes added to the field's abbreviation as HVAC&R or HVACR, or "ventilation" is dropped, as in HACR.
Tap water is water supplied through a tap, a water dispenser valve. In many countries, tap water usually has the quality of drinking water. Tap water is commonly used for drinking, cooking, washing, and toilet flushing. Indoor tap water is distributed through indoor plumbing, which has existed since antiquity but was available to very few people until the second half of the 19th century when it began to spread in popularity in what are now developed countries. Tap water became common in many regions during the 20th century, and is now lacking mainly among people in poverty, especially in developing countries.
A building code is a set of rules that specify the standards for constructed objects such as buildings and non-building structures. Buildings must conform to the code to obtain planning permission, usually from a local council. The main purpose of building codes is to protect public health, safety and general welfare as they relate to the construction and occupancy of buildings and structures. The building code becomes law of a particular jurisdiction when formally enacted by the appropriate governmental or private authority.
A model building code is a building code that is developed and maintained by a standards organization independent of the jurisdiction responsible for enacting the building code. A local government can choose to adopt a model building code as its own. This saves local governments the expense and trouble of developing their own codes. Many smaller governments lack the expertise to do so.
The National Building Code of Canada is the model building code of Canada. It is issued by the National Research Council of Canada. As a model code, it has no legal status until it is adopted by a jurisdiction that regulates construction.
The publication Life Safety Code, known as NFPA 101, is a consensus standard widely adopted in the United States. It is administered, trademarked, copyrighted, and published by the National Fire Protection Association and, like many NFPA documents, is systematically revised on a three-year cycle.
The International Building Code (IBC) is a model building code developed by the International Code Council (ICC). It has been adopted for use as a base code standard by most jurisdictions in the United States. The IBC addresses both health and safety concerns for buildings based upon prescriptive and performance related requirements. The IBC is fully compatible with all other published ICC codes. The code provisions are intended to protect public health and safety while avoiding both unnecessary costs and preferential treatment of specific materials or methods of construction. However, a 2019 New York Times story revealed a secret agreement with the National Association of Home Builders that allowed the industry group, which represents the construction industry, to limit improvements in the code that would make buildings more environmentally sustainable and resistant to natural disasters, prompting a congressional investigation. The ICC, in response to a Congressional inquiry, vehemently denied the characterization of the agreement, noting, "While home builders are among [our code development] partners, they do not have disproportionate control of the Code Council's model code development process. On the contrary, volunteer government officials with experience and expertise exercise by far the most control in the process."
Designated as an American National Standard, the Uniform Plumbing Code (UPC) is a model code developed by the International Association of Plumbing and Mechanical Officials (IAPMO) to govern the installation and inspection of plumbing systems as a means of promoting the public's health, safety and welfare.
A building inspection is an inspection performed by a building inspector, a person who is employed by either a city, township or county and is usually certified in one or more disciplines qualifying them to make professional judgment about whether a building meets building code requirements. A building inspector may be certified either as a residential or commercial building inspector, as a plumbing, electrical or mechanical inspector, or other specialty-focused inspector who may inspect structures at different stages of completion. Building inspectors may charge a direct fee or a building permit fee. Inspectors may also be able to hold up construction work until inspection has been completed and approved.
Building officials of developed countries are generally the jurisdictional administrator of building and construction codes, engineering calculation supervision, permits, facilities management, and accepted construction procedures.
The California Code of Regulations is the codification of the general and permanent rules and regulations announced in the California Regulatory Notice Register by California state agencies under authority from primary legislation in the California Codes. Such rules and regulations are reviewed, approved, and made available to the public by the Office of Administrative Law (OAL), and are also filed with the Secretary of State.
The California Building Standards Commission (CBSC) is authorized by the state of California, through the California Building Standards Law, to manage the many process relating to development, adoption, approval, publication, and implementation of California's building codes. Created in 1953 by the California Building Standards Law, the CBSC falls under the California Department of General Services within the California Government Operations Agency. The commission is formally defined under the California Building Standards Law.
IAPMO R&T was started in 1936 as a third-party listing agency specializing in plumbing and mechanical products. IAPMO R&T is accredited to certify products that meet the criteria of the Uniform Plumbing Code, Uniform Mechanical Code, Uniform Solar Energy Code, Uniform Swimming Pool, Spa and Hot Tub Code and other nationally recognized codes and standards in North America.
The International Plumbing Code is a plumbing code and standard that sets minimum requirements for plumbing systems in their design and function, and which sets out rules for the acceptance of new plumbing-related technologies. It is published by the International Code Council based in Washington, D.C., through the governmental consensus process and updated on a three-year cycle to include the latest advances in technology and safest plumbing practices. The current version of this code is the 2022 edition. The IPC protects public health and safety in buildings for all water and wastewater related design, installation and inspection by providing minimum safeguards for plumbers and people at homes, schools and workplaces. Water heaters, anti-scalding devices, back-flow prevention methods, water pipe sizing and many other such issues are addressed in the IPC.

Another model plumbing code published and utilized widely across the United States is the Uniform Plumbing Code, published by the International Association of Plumbing and Mechanical Officials (IAPMO), a multinational operation with offices in 13 nations. IAPMO codes are developed using ANSI consensus development procedures. This code serves as the basis for the national plumbing codes in India and Indonesia.
United States building energy codes are a subset of building codes that set minimum requirements for energy-efficient design and construction for new and renovated buildings. The intent of these energy codes is to moderate and reduce energy use and emissions throughout the lifetime of a building. Energy code provisions may include various aspects of building design and construction, such as: HVAC systems, building envelope, electrical, and lighting systems. There are building energy codes for both commercial and residential buildings. However, just as the United States does not have a national building code, it also does not have a national building energy code; rather, state, and local governments choose to adopt—and potentially revise—national model energy codes and standards. Consequently, building energy codes, and building codes in general, vary between states and jurisdictions.
The International Association of Plumbing and Mechanical Officials (IAPMO) coordinates the development and adaptation of plumbing, mechanical, swimming pool and solar energy codes to meet the specific needs of individual jurisdictions both in the United States and abroad. IAPMO develops and publishes the Uniform Plumbing Code (UPC); Uniform Mechanical Code (UMC); Uniform Swimming Pool, Spa and Hot Tub Code (USPSHTC); and the Uniform Solar Energy and Hydronics Code (USEHC), which as of 2018 is known as the Uniform Solar, Hydronics and Geothermal Code (USHGC).
