The Canada Water Agency (French : Agence canadienne de l'eau) is an agency of the Government of Canada responsible for freshwater governance. It coordinates and administers federal programs and policies relating to the management and conservation of freshwater ecosystems.
The establishment of a federal water agency was a part of the Liberal platform during Prime Minister Justin Trudeau's campaign for both the 2019 and 2021 elections. [1] [2] After the Liberals won in 2021, the initiative was included in the mandate letter to Environment Minister Steven Guilbeault. [3] Submission of comments from interested parties followed. [4]
The founding of the agency was officially announced by Deputy Prime Minister and Finance Minister Chrystia Freeland as part of the 2022 budget. The 2023 budget provided 85.5 million in funding to establish the agency. [5] [6] [7]
The Canada Water Agency was established as a part of Environment Canada in 2023, with legislation planned later that year to elevate it to a stand-alone agency. In November 2023, legislation formally establishing the agency was tabled by Freeland as part of the 2023 Fall Economic Statement. [8] It received royal assent on June 20, 2024. [9]
The agency's first major actions are to implement the Freshwater Ecosystem Initiative and lead the modernization of the Canada Water Act. [6]
The agency is headquartered in Winnipeg, Manitoba. It's located in the Cityplace complex, alongside Environment Canada. [10] The Agency will also have regional offices in Vancouver, Toronto, Burlington, Quebec City, and Halifax. [11] Like other Canadian government agencies, it is responsible to Parliament through a minister, namely the Minister of Environment and Climate Change. [12]
The role of the agency is to assist the Minister in exercising their powers and functions relating to freshwater, particularly under the Department of the Environment Act and the Canada Water Act, and the Minister delegates their powers to the agency to this effect. [12] The Canada Water Agency is not a law enforcement agency, nor does it directly wield any regulatory power. Instead, it focuses on coordination and funding. It also provides policy advice and expertise, an example of which is the modernization of the Canada Water Act, the agency's first major initiative. [6] [13]
The Agency administers several programs that fund the conservation and restoration of freshwater resources. These include EcoAction, a program that provides grants to nonprofit, non-governmental organizations for local projects that improve water quality and freshwater ecosystem health. [14] Lake-specific restoration plans, such as the Great Lakes Freshwater Ecosystem Initiative have also been included. [15]
The Department of Finance Canada is a central agency of the Government of Canada. The department assists the minister of finance in developing the government's fiscal framework and advises the government on economic and financial issues. A principal role of the department is assisting the government in the development of its annual budget.
Environment and Climate Change Canada is the department of the Government of Canada responsible for coordinating environmental policies and programs, as well as preserving and enhancing the natural environment and renewable resources. It is also colloquially known by its former name, Environment Canada.
Parks Canada, is the agency of the Government of Canada which manages the country's 48 National Parks, three National Marine Conservation Areas, 172 National Historic Sites, one National Urban Park, and one National Landmark. Parks Canada is mandated to "protect and present nationally significant examples of Canada's natural and cultural heritage, and foster public understanding, appreciation, and enjoyment in ways that ensure their ecological and commemorative integrity for present and future generations".

The Canadian Environmental Protection Act, 1999 is an act of the 36th Parliament of Canada, whose goal is to contribute to sustainable development through pollution prevention and to protect the environment, human life and health from the risks associated with toxic substances. It covers a diversity of activities that can affect human health and the environment, and acts to address any pollution issues not covered by other federal laws. As such, the act is a "catch all" piece of legislation that ensures potentially toxic substances are not inadvertently exempt from federal oversight as a result of unforeseen legislative loopholes.
National Marine Conservation Areas (NMCAs) is a Parks Canada programme responsible for marine areas managed for sustainability and containing smaller zones of high protection. They include the seabed, the water itself and any species which occur there. They may also include wetlands, estuaries, islands and other coastal lands. They are protected from dumping, undersea mining and oil and gas exploration and development, which may damage the aquatic or terrestrial ecosystems in the conservation area. However, not all commercial activities are prohibited in these zones. Shipping, commercial and sport fishing, and recreational activities are allowed.
The Canada National Parks Act is a Canadian federal law that regulates protection of natural areas of national significance. As of March 2019, the Canada National Parks Act extended federal protection to 47 national parks and park reserves across the country covering more the 300,000 km2 of habitat. The current Canada National Parks Act received royal assent on October 20, 2000 and has been amended since. The first national parks act in Canada was created in 1887 shortly following the creation of the world's first national park, Yellowstone National Park, in the United States. In 1911, under a renewed national parks act, Canada became the first country in the world to establish their own national parks service.
Joyce C. Murray is a Canadian politician who has represented the riding of Vancouver Quadra in the House of Commons as a member of the Liberal Party since 2008. She was re-elected in the 41st, 42nd, 43rd, and 44th federal elections. Murray was appointed as President of the Treasury Board and Minister of Digital Government on March 18, 2019. She was re-appointed as Minister of Digital Government following the 2019 election. In 2021, she was appointed Minister of Fisheries, Oceans and the Canadian Coast Guard, a position she held until July 2023.
Manitoba Environment and Climate Change is a department of the Government of Manitoba that is responsible for the management and protection of Manitoba's wildlife, water, species at risk, forestry, and other matters related to environmental stewardship and Manitoba's biodiversity of natural resources.

As one of the world's significant emitters of greenhouse gasses, Canada has the potential to make contributions to curbing climate change with its environmental policies and conservation efforts.
The wildlife of Canada or biodiversity of Canada consist of over 80,000 classified species, and an equal number thought yet to be recognized. Known fauna and flora have been identified from five kingdoms: protozoa represent approximately 1% of recorded species; chromist ; fungis ; plants ; and animals. Insects account for nearly 70 percent of documented animal species in Canada. More than 300 species are found exclusively in Canada.
Wetland conservation is aimed at protecting and preserving areas of land including marshes, swamps, bogs, and fens that are covered by water seasonally or permanently due to a variety of threats from both natural and anthropogenic hazards. Some examples of these hazards include habitat loss, pollution, and invasive species. Wetland vary widely in their salinity levels, climate zones, and surrounding geography and play a crucial role in maintaining biodiversity, ecosystem services, and support human communities. Wetlands cover at least six percent of the Earth and have become a focal issue for conservation due to the ecosystem services they provide. More than three billion people, around half the world's population, obtain their basic water needs from inland freshwater wetlands. They provide essential habitats for fish and various wildlife species, playing a vital role in purifying polluted waters and mitigating the damaging effects of floods and storms. Furthermore, they offer a diverse range of recreational activities, including fishing, hunting, photography, and wildlife observation.
The 41st Canadian Parliament was in session from June 2, 2011 to August 2, 2015, with the membership of its House of Commons having been determined by the results of the 2011 federal election held on May 2, 2011. Parliament convened on June 2, 2011, with the election of Andrew Scheer as Speaker, followed the next day with the Speech from the Throne. There were two sessions in this Parliament.
