Carla Ravi Koppell (born November 18, 1966) is an American academic who serves as interim Vice Dean for Diversity, Equity, and Inclusion at the Edmund A. Walsh School of Foreign Service at Georgetown University. [1] As part of her work she collaborates with the Volcker Alliance to spearhead the University Leadership Council on Diversity and Inclusion in International Affairs. [2] In that role, she works with deans of graduate schools of public policy and international affairs to incorporate attention to diversity and inclusion in their curricula and programs.

Koppell also serves as managing director of the Georgetown Institute for Women Peace and Security alongside Executive Director Melanne Verveer and Chairperson Hillary Clinton. In July 2020, she was reported to be leading a policy working group on international women's and girls' issues for the Joe Biden 2020 presidential campaign. [3] [4]

Koppell served as a vice president with the United States Institute of Peace. During the Obama administration, she served as chief strategy officer and senior coordinator for gender equality and women's empowerment at the United States Agency for International Development. [5]

Early life and education

Koppell was born and grew raised New York City. She is the daughter of former New York Attorney General Oliver Koppell and Professor Kathleen Sunshine. She has two younger siblings, Jonathan Koppell and Jacqueline Koppell. [6] [7]

She obtained a bachelor's degree in communications at Cornell University in 1988. In 1992, she received a master's degree in public policy from the Harvard Kennedy School. [8]

Career

Koppell has worked internationally across the public, private and non-governmental sectors. On August 25, 2021, the White House announced her as the Biden administration's nominee for assistant administrator for development, democracy, and innovation at the United States Agency for International Development. [9] On September 21, 2021, the nomination was sent to the United States Senate for confirmation. [10] Koppell's nomination garnered coverage across in political media outlets [11] [12] [13] and trade publications. [14] Her nomination was officially withdrawn on April 7, 2022. [15] [16]

Koppell works at the Walsh School of Foreign Service at Georgetown University as a senior advisor for diversity, equity and inclusion. She also serves at the Georgetown University Institute for Women, Peace and Security as a distinguished fellow. [1] She heads the Institute's University Leadership Council on Diversity and Inclusion in International Affairs. [17] This body, composed of academic administrators spanning the U.S., aims to mainstream diversity and inclusion issues in academic curricula related to international affairs and public policy. [18] [19] Koppell has said that incorporating issues of diversity and inclusion in educational curricula is important for achieving the United Nations' Sustainable Development Goal 16, which focuses on establishing "peace, justice, and strong institutions." [20]

Koppell has commented in interviews that emphasizing diversity and inclusion issues in international development efforts is both morally correct and conducive to stability and development. [21] She has suggested, for instance, that the Oslo Accords would have been more supportive of community integrity had women been involved in negotiations. [22] In 2020, she and Melanne Verveer criticized a deal struck between the U.S. Government and the Taliban regarding American troop withdrawal from Afghanistan, on the grounds that negotiations had not been inclusive of women. [23] Koppell has edited a book on diversity, equity, and inclusion in international affairs called Untapped Power: Leveraging Diversity and Inclusion for Conflict and Development, which was published by Oxford University Press in February 2022. [24]

Before taking a position with Georgetown University, Koppell was vice president of the Center for Applied Conflict Transformation for the United States Institute of Peace (USIP). [25] Urging greater women's inclusion in international conflict resolution, she noted that post-conflict regions are significantly more likely to remain peaceful when women are involved in conflict resolution processes. [26]

Before joining USIP, Koppell was chief strategy officer for the United States Agency for International Development (USAID) and USAID’s first senior coordinator for gender equality and women’s empowerment. [27] In the latter role, she pushed to have attention to gender issues integrated into all aspects of USAID's and international development organizations' programming. [28] [29] Crucial, she explained, would be "enabling...technical specialists in every area to be able to think about those [women's] issues on their own." [30] At the time, she highlighted education as a "silver bullet" for women and girls' empowerment. [31] Koppell, as Senior Coordinator for Gender Equality and Women's Empowerment, was recognized as a key implementer of the Hillary Doctrine. [32]

In the years prior to her time at USAID, Koppell directed the Institute for Inclusive Security and the Washington, D.C. office of Ambassador Swanee Hunt's Hunt Alternatives Fund. She also worked as interim director and, subsequently, senior advisor, at the Conflict Prevention Project of the Woodrow Wilson International Center for Scholars. At the Wilson Center, she published a book on often-overlooked global trends with negative implications for international security. [33] During the Clinton Administration, Koppell was deputy assistant secretary of international affairs for the U.S. Department of Housing and Urban Development. She also held a role at the Food and Agriculture Organization. [27]

Koppell serves on the boards of the Society for International Development, [34] Norwegian Refugee Council, [35] and Equal Access International. [36]

Untapped Power: Leveraging Diversity and Inclusion for Conflict and Development

Koppell's edited volume, Untapped Power: Leveraging Diversity and Inclusion for Conflict and Development, was published by Oxford University Press in February 2022. The volume brings together 40 leaders, practitioners, and academics in the field of international relations from 6 continents and over 20 countries to discuss how diversity and inclusion are actually essential to ending global conflict and promoting social and economic well-being worldwide. Contributors to the volume include Nobel Laureate Leymah Gbowee, former President of Kosovo Atifete Jahjaga, Afghan women's rights activist Wazhma Frogh, and professor of law and expert member on the United Nations Permanent Forum on Indigenous Issues Valmaine Toki. Lakshitha Saji Prelis, Director of Child and Youth Programs at Search for Common Ground, Joshua Castellino, Executive Director at Minority Rights Group International, Katia Papagianni, Director of Mediation Support and Policy at Centre for Humanitarian Dialogue, Charlie Damon, Pacific Regional Program Manager at CARE Australia, and Sayed Ikram Afzali, Executive Director at Integrity Watch Afghanistan, are also contributors. The volume covers major movements for inclusion, including the movements for gender equality and women's empowerment, youth, peace and security, LGBTQ+ rights, disability inclusion, indigenous people's rights, and the rights of ethnic, religious, and linguistic minority communities. Untapped Power discusses the importance of the inclusion of these diverse and marginalized communities in peace mediation and negotiation processes, security sector forces, transitional justice, development, justice systems, and civil society, among other areas. Farah Pandith is an American academic of Indian descent. She was appointed the first-ever Special Representative to Muslim Communities in June 2009 by Secretary of State Hillary Rodham Clinton. She had the rare distinction of being a political appointee for two Republican presidents and President Obama. When she was the Special Representative she traveled to almost 100 countries. After serving under both Secretaries Clinton and John Kerry, she left government. She said she came to Washington after 9/11 again and wanted to serve – she left after more than a decade in public service. She worked at USAID and then went to the National Security Council and then the U.S. Department of State. When she left in 2014, she returned to her home state of Massachusetts.

Naraghi Anderlini joined LSE as Director of the Centre for Women, Peace and Security in December 2019.

The Secretary's Office of Global Women's Issues is located within the United States Department of State. In 2009, Melanne Verveer was appointed to be the first Ambassador-at-Large for Global Women's Issues. From September 2013 to May, 2017, Catherine M. Russell was appointed to this position. From May 2017 through December 2019, there was no ambassador for this office. Kelley Currie, a political appointee, joined the Global Women's Issues Office as U.S. Ambassador-at-Large in January 2020. Geeta Rao Gupta is the current Ambassador-at-Large for the office as of May 18th, 2023.

She previously served as Senior Vice President for international strategy and global initiatives and oversees South Asia programs at the United States Chamber of Commerce. Prior to this, she served as the President of the US-India Business Council at the US Chamber of Commerce. Previously, she has also served as Assistant Secretary of State for South and Central Asian Affairs in the United States Department of State under President Barack Obama from 2013 to 2017. Biswal was the first South-Asian American to hold this position. She oversaw the U.S.–India strategic partnership during a period of unprecedented cooperation, including the launch of an annual U.S.–India Strategic and Commercial Dialogue. Biswal was awarded the prestigious Samman Award by the President of India in January 2017. Biswal was also instrumental in launching the US-Bangladesh Partnership Dialogue, the C5+1 Dialogue between the United States and the Central Asian States of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. The U.S. National Action Plan on Women, Peace, and Security was adopted when President Barack Obama signed an executive order on December 19, 2011, 11 years after the United Nations Security Council adopted United Nations Security Council Resolution 1325 on women, peace, and security. It specified initiatives and activities that will empower and enlist women and girls in efforts to achieve international peace and security. The U.S. NAP was formally revised in June 2016. On June 11, 2019, the White House released the U.S. Strategy on Women, Peace, and Security, which superseded the National Action Plan.

Foreign aid for gender equality in Jordan includes programs funded by governments or non-governmental organizations (NGOs) that aim to empower women, close gender based gaps in opportunity and experience, and promote equal access to education, economic empowerment, and political representation in the Hashemite Kingdom of Jordan.

Hasina Jalal is an advocate for women's rights and democracy in Afghanistan. In 2014, Jalal was elected by public vote to receive the "N-Peace Award" from the UNDP Asia Pacific Regional Office and the UN Secretary General's Special Advisor on the University for Peace. In 2012, she co-founded the National Association of Afghanistan Civil Society with the membership of more than 50 non-profit and non-governmental organizations in Afghanistan. Feminist foreign policy, or feminist diplomacy, is a strategy integrated into the policies and practices of a state to promote gender equality, and to help improve women's access to resources, basic human rights, and political participation. It can often be bucketed into three categories: rights, resources, and representation. The concept was first coined and integrated into governmental policy by Margot Wallström, former Swedish Foreign Affairs Minister.
