Lieutenant General Charles Lwanga Lutaaya, is a senior Ugandan military officer in the Uganda People's Defence Forces (UPDF). He is a presidential advisor on matters of Airforce. Before that, he was the Commander of the UPDF Air Force after having served as Deputy Commander of the UPDF Air Force. [1]

Background and military training

He was born in Uganda's Central Region. In 2013, at the rank of colonel, Lutaaya attended a Senior Air Staff and Command Course in the United States. [2]

Work history

In 2012, Charles Lutaaya, at the rank of lieutenant colonel, served as a member of the Commission of Inquiry into the crash of three UPDF Air Force helicopters into Mount Kenya, en route to Somalia, as part of the AMISOM mission. The crash led to the death of seven UPDF personnel and the loss of three Mi-17 aircraft. The commission was chaired by General Salim Saleh. [3] At the end of that inquiry, Lutaaya was promoted to the rank of full colonel. [4] In October 2012, at the rank of colonel, he was appointed to serve as the Chief of Staff of the UPDF Air Force. [5] In July 2015, at the rank of colonel, he served as the deputy commander of the UPDF Air Force. [6] In May 2016, he was promoted to the rank of Brigadier. [7] In January 2017, he was promoted to the rank of Major General and appointed Commander of the UPDF Air Force. [8]

In February 2019, he was promoted from the rank of Major General to that of Lieutenant General, in a promotions exercise that involved over 2,000 UPDF troops. [9]

Major General Elly Kayanja, is a Ugandan military officer in the Uganda People's Defence Forces (UPDF). Effective September 2014, he is the Head of Operation Wealth Creation Programme, whose objective is to improve the standard of living of rural citizens, through farming. Previously, he served as the Deputy Director of National Intelligence, under General David Sejusa. Prior to that, he served as the Director General of the Internal Security Organisation.

Lieutenant General Kayanja Muhanga is a Ugandan army officer, who currently serves as Commander of Land Forces in UPDF. He was appointed to that position in October 2022 by the President of Uganda and Commander in chief of the UPDF, Yoweri Museveni. He previously served as commander of the Uganda People's Defence Force contingent in Eastern DRC under Operation Shujaa. He was appointed to that position in January 2021 by Yoweri Museveni, the Commander in Chief of the UPDF and the President of Uganda. Prior to that, Maj. General Muhanga served as the commandant of the military police within the UPDF.

Major General Fred Ociti Tolit, is a military officer in the Uganda People's Defense Force. He currently serves as Uganda's Defense Attaché to South Africa, based at the country's embassy in Pretoria. He previously served as Uganda's defence attaché to Burundi, based at Uganda's Embassy in Bujumbura, since 2016.

Major General Richard Prit Olum, commonly known as Dick Olum, is a military officer in the Uganda People's Defence Force (UPDF). Effective 13 May 2024, he serves as commander of the "South Sudan Stabilization Mechanism", an observer force to ensure adherence to the peace agreements. Before that, he served as the Ugandan commander of the UPDF forces in the Democratic Republic of the Congo under the joint Uganda/DRC mission code named Operation Shujaa. He simultaneously served as the commander of the UPDF Mountain Division, based in Fort Portal, Kabarole District at the base of the Rwenzori Mountains. His appointment was made on 12 October 2022.

James Nakibus Lakara, commonly known as Nakibus Lakara, is a Lieutenant General in the Uganda People's Defence Force (UPDF). Since June 2016, he has been the commander of the Uganda Rapid Deployment Capability Centre based in Jinja in the Eastern Region of Uganda. From April 2015 until June 2016, he served as the deputy force commander of the African Union Mission to Somalia (AMISOM) and was in charge of logistical support. From July 2013 until April 2015, he served as the commanding officer of the UPDF 3rd Division, based in Moroto.

Lieutenant General John Mugume is a senior Ugandan military officer. He currently serves as the General Manager of Defence Forces Shop Limited, the duty-free commissary of the UPDF.

Colonel Edith Nakalema, is a Ugandan military officer, who graduated in August 2018 from the Higher Command and Staff Course at the Joint Services Command and Staff College, in Watchfield, Oxfordshire, United Kingdom, where she had been admitted in 2017.

Major General Gavas Mugyenyi, also Garvas Mugyenyi is a senior military officer in the Uganda People's Defence Forces (UPDF). He serves as Uganda's military attache to India, effective January 2020.

Major General Steven Sabiiti Muzeyi, is a Ugandan military officer and police officer, who served as the Deputy Inspector General of Police (DIGP) of the Uganda Police Force, the second-highest rank in that branch of the Ugandan government, from 4 March 2018 until 16 December 2020. He replaced Martin Okoth Ochola, who was promoted to Inspector General of Police. Lieutenant General Charles Okidi, is a senior Ugandan military officer in the Uganda People's Defence Force (UPDF). He is the Commander of the UPDF Air Force, effective November 2022. He replaced Lieutenat General Charles Lutaaya who was appointed a presidential advisor. Before that, from 11 December 2019 until 7 November 2022, he was the Chief of Staff of the UPDF Air Force. Prior to that, he was the Director Operations at the UPDF Air Force Headquarters at Entebbe.

Geoffrey Katsigazi Tumusiime, is a Ugandan military officer and diplomat, who serves as the Inspector General of Police of Uganda, since 4 March 2024. He is a Major General in the UPDF and immediately prior to his current assignment, he served as the Deputy Commander of the UPDF Air Force. Previously,he served as the Defence Liaison Officer at the headquarters of the East African Community, in Arusha, Tanzania.

Major General Abel Kandiho, is a Ugandan military officer.He was appointed Senior Presidential Advisor on Friday 17th May,2024.He had previously served as the Joint Chief of Staff in the Uganda Police Force, effective 9 February 2022.

Brigadier Charity Bainababo is a Ugandan military officer, legislator and former policewoman. She is the immediate past deputy commander of the Uganda Special Forces Command, the special military unit of the UPDF responsible for presidential and first family security. She also represents the Uganda People's Defence Force (UPDF) in the 11th Ugandan parliament.

Stephen Kiggundu, was a Ugandan military officer, military pilot, paratrooper, military flight instructor and military commander in the Uganda People's Defence Force. At the time of his death, he was the Deputy Commander of the UPDF Air Force. He served in that role from September 2022 until March 2024.
