Cheney Student Village was built as part of a partnership between Oxford Brookes University and Jarvis UPP (formerly part of Jarvis PLC).[ citation needed ] This private finance initiative (PFI) meant that the Hall was financed, built and run by Jarvis UPP on behalf of the University on a 30-year contract.

Private finance initiative

The private finance initiative (PFI) is a way of creating "public–private partnerships" (PPPs) where private firms are contracted to complete and manage public projects. Developed initially by the governments of Australia and the United Kingdom, and used extensively there and in Spain, PFI and its variants have now been adopted in many countries as part of the wider programme of privatisation and financialisation, and presented as a means for increasing accountability and efficiency for public spending. According to critics, PFI has been used simply to place a great amount of debt "off-balance-sheet".

University Partnership Program (UPP Projects Ltd) [2] took over operation of the business from Jarvis PLC in September 2005, and its sub-company UPP RSL Ltd now operate the running of the Hall.[ citation needed ]
