The Chicago Region Environmental and Transportation Efficiency (CREATE) Program is a $4.6 billion program to improve the efficiency and effectiveness of freight, commuter and intercity passenger rail and to reduce highway delay in the Chicago region. The Program consists of 70 projects, which includes constructing grade separations, flyovers and other rail projects to ease both rail and roadway congestion. The status of each of the 70 projects varies, with many having been completed, others in design or construction and some not yet started. Costs for the projects are covered by public and private funding from the Program's partners: the United States Department of Transportation, the Illinois Department of Transportation, Cook County, the City of Chicago, and public and private railroads (represented by the Association of American Railroads).
The CREATE Program was formally announced on June 16, 2003. It began as a task force convened by the federal Surface Transportation Board in the early 2000s in recognition of the growing urgency of the Chicago region's rail capacity needs. That task force included representatives from the railroad industry, the State of Illinois and the City of Chicago.
Today, the CREATE Program is a unique collaboration whose members include railroads and municipal leaders working together to increase the efficiency of Chicago's unique rail network. Six of the seven Class 1 railroads operating in North America serve Chicago; each of those six is a CREATE partner alongside the State of Illinois, City of Chicago, and Cook County.
The CREATE Program is supported by public and private funding and enjoys widespread support from community, civic and elected leaders. Its work and operations are governed by a Joint Statement of Understandings that the partners developed, approved and regularly affirm. [1]
Chicago is considered the railroad hub of North America. The region dominates the U.S. rail market in both market share and total volume, handling 47% of the nation's intermodal rail containers and 28% of rail cars, carrying a total of $641 billion worth of goods each year. [2] Twenty-seven percent of all jobs in Cook County are freight-dependent industries that produce 56% of the county's economic output. [3]
The Chicago region's rail infrastructure was largely configured to serve transportation needs and demands at the time it was originally built more than a century ago. By the 1990s, many decades of modernization and consolidation within the freight and passenger railroad industries had drastically changed the operational demands being placed on this network. Train lengths, routing patterns, capacity needs, rail-highway grade crossing conflicts and control technologies had all evolved over the years, but the region's rail infrastructure had not been sufficiently modernized to accommodate the new demands. This resulted in serious delays, which had cascading effects across the nation's rail network. Oftentimes, shared control of rail facilities within the Chicago region had created institutional challenges to implementing needed modernization. Under direction from the Surface Transportation Board and various elected officials and following several years of cooperative study and analysis by public agencies and private railroads, the CREATE Program was initiated in 2003 to identify, prioritize and address these infrastructure modernization needs. The closely related Chicago Transportation Coordination Office was also established at that time to address rail operations coordination needs in the region. [4]
Because delays in the Chicago region's rail network can have impacts nationwide, the benefits to the CREATE Program also extend nationwide. A 2015 study showed that the economic benefits of full implementation of the CREATE Program are $31.5 billion. [5]
The program currently comprises 70 separate projects. [6] As of September 2024, a total of 34 had been fully completed, five were under construction, eight were in final design and another seven were in the preliminary design and environmental review process. The remaining 17 were awaiting identification of funding to enter preliminary design and environmental review. [7]
The 75th Street Corridor Improvement Project (75th St. CIP) is the largest project in the CREATE Program. [8] The project is located in the Chicago neighborhoods of Ashburn, Englewood, Auburn Gresham and West Chatham along two passenger and four freight rail lines. It will eliminate the most congested rail chokepoint in the Chicago region, Belt Junction, where 30 Metra and 90 freight trains per day cross each other's paths. It is broken out into four projects:
The Englewood Flyover (CREATE project P1), completed July 2016, eliminated conflict between 78 Metra Rock Island trains and approximately 60 freight and Amtrak trains that previously crossed at grade through the Englewood interlocking daily. [14] The $140 million project relieved a significant source of delay for Amtrak trains from Michigan and points east, as well as for NS freight trains. By eliminating many of these delays, the project reduced locomotive engine idling, resulting in reduced emissions and improved air quality. P1's completion was needed before two adjacent CREATE projects could progress, as they would add additional trains to the lines at the Englewood Flyover location. Without the Englewood Flyover in place first, implementation of these other projects would have greatly increased delays at the Englewood interlocking.
The CREATE Program is a public-private partnership currently estimated to cost $4.6 billion to fully implement. Funding commitments come from the Program's partners and include a mix of public and private funds. The Program has received $1.6 billion from a variety of public and private commitments so far. An estimated $3 billion is needed to complete the full Program of projects. From 1998 to 2018, the private railroads invested $6.9 billion in the Chicago Terminal beyond CREATE Program investments. Currently, these railroads invest about $450 million per year in the Chicago Terminal beyond CREATE investments. [15]
The Northeast Corridor (NEC) is an electrified railroad line in the Northeast megalopolis of the United States. Owned primarily by Amtrak, it runs from Boston in the north to Washington, D.C., in the south, with major stops in Providence, New Haven, Stamford, New York City, Newark, Trenton, Philadelphia, Wilmington, and Baltimore. The NEC roughly parallels Interstate 95 for most of its length. Carrying more than 2,200 trains a day, it is the busiest passenger rail line in the United States by ridership and service frequency.
Metra is the primary commuter rail system in the Chicago metropolitan area serving the city of Chicago and its surrounding suburbs via the Union Pacific Railroad, BNSF Railway, and other railroads. The system operates 243 stations on 11 rail lines. It is the fourth busiest commuter rail system in the United States by ridership and the largest and busiest commuter rail system outside the New York City metropolitan area. In 2023, the system had a ridership of 31,894,900, or about 163,100 per weekday as of the second quarter of 2024. The estimated busiest day for Metra ridership occurred on November 4, 2016—the day of the Chicago Cubs 2016 World Series victory rally.
The Red Line is a rapid transit line in Chicago, run by the Chicago Transit Authority (CTA) as part of the Chicago "L" system. It is the busiest line on the "L" system, with an average of 93,457 passengers boarding each weekday in 2022. The route is 26 miles (42 km) long with a total of 33 stations. It runs elevated from the Howard station in the Rogers Park neighborhood on the North Side, through a subway on the Near North Side, Downtown, and the South Loop, and then through the Dan Ryan Expressway median to 95th/Dan Ryan in the Roseland neighborhood on the South Side.
The Cardinal is a long-distance passenger train operated by Amtrak between New York Penn Station and Chicago Union Station via Philadelphia, Washington, D.C., Charlottesville, Charleston, Huntington, Cincinnati, and Indianapolis. Along with the Capitol Limited and Lake Shore Limited, it is one of three trains linking the Northeast and Chicago. The 1,146-mile (1,844 km) trip between New York and Chicago is scheduled for 281⁄4 hours.
The Lincoln Service is a 284-mile (457 km) higher-speed rail service operated by Amtrak that runs between Chicago, Illinois and St. Louis, Missouri. The train is a part of the Illinois Service and is partially funded by the Illinois Department of Transportation. The train uses the same route as the long-distance Texas Eagle, which continues to San Antonio and Los Angeles. A connection with the Kansas City-bound Missouri River Runner is available in St. Louis.
The South Shore Line is an electrically powered interurban commuter rail line operated by the Northern Indiana Commuter Transportation District (NICTD) between Millennium Station in downtown Chicago, Illinois and the South Bend International Airport in South Bend, Indiana, United States. The name refers to both the physical line and the service operated over that route. The line was built in 1901–1908 by predecessors of the Chicago South Shore and South Bend Railroad, which continues to operate freight service. Passenger operation was assumed by the NICTD in 1989, who also purchased the track in 1990. The South Shore Line is one of the last surviving interurban trains in the United States. In 2023, the system had a ridership of 1,406,900, or about 5,400 per weekday as of the second quarter of 2024.
The Milwaukee District North Line (MD-N) is a Metra commuter rail line in Chicago, Illinois and its northern suburbs, running from Union Station to Fox Lake. Although Metra does not refer to any of its lines by color, the timetable accents for the Milwaukee District North line are pale "Hiawatha Orange" in honor of the Milwaukee Road's Hiawatha passenger trains.
The SouthWest Service (SWS) is a Metra commuter rail line, running southwest from Union Station in downtown Chicago, Illinois, to Manhattan, Illinois. Metra does not refer to its lines by color, but the timetable accents for the SouthWest Service line are "Banner Blue," for the Wabash Railroad's Banner Blue passenger train. The trackage is owned by Metra north of a junction with the Belt Railway of Chicago at Loomis Boulevard, and is leased from Norfolk Southern Railway south of the junction.
The Rock Island District (RI) is a Metra commuter rail line from Chicago, Illinois, southwest to Joliet. Metra does not refer to its lines by color, but the timetable accents for the Rock Island District line are "Rocket Red" in honor of the Chicago, Rock Island and Pacific Railroad's Rocket passenger trains.
The Metra Electric District is an electrified commuter rail line owned and operated by Metra which connects Millennium Station, in downtown Chicago, with the city's southern suburbs. As of 2018, it is the fifth busiest of Metra's 11 lines, after the BNSF, UP-NW, UP-N, and UP-W Lines with nearly 7.7 million annual riders. While Metra does not explicitly refer to any of its lines by color, the timetable accents for the Metra Electric District are printed in bright "Panama orange" to reflect the line's origins with the Illinois Central Railroad (IC) and its Panama Limited passenger train. Apart from the spots where its tracks run parallel to other main lines, it is the only Metra line running entirely on dedicated passenger tracks, with no freight trains operating anywhere on the actual route itself. The line is the only one in the Metra system with more than one station in Downtown Chicago, the only line with no stations in fare zone 4, and also has the highest number of stations (49) of any Metra line.
The Alameda Corridor is a 20-mile (32 km) freight rail "expressway" owned by the Alameda Corridor Transportation Authority that connects the ports of Los Angeles and Long Beach with the transcontinental mainlines of the BNSF Railway and the Union Pacific Railroad that terminate near downtown Los Angeles, California. Running largely in a trench below Alameda Street, the corridor was considered one of the region's largest transportation projects when it was constructed in the 1990s and early 2000s.
LaSalle Street Station is a commuter rail terminal at 414 South LaSalle Street in downtown Chicago. First used as a rail terminal in 1852, it was a major intercity rail terminal for the New York Central Railroad until 1968, and for the Chicago, Rock Island and Pacific Railroad until 1978, but now serves only Metra's Rock Island District. The present structure became the fifth station on the site when its predecessor was demolished in 1981 and replaced by the new station and the One Financial Place tower for the Chicago Stock Exchange. The Chicago Board of Trade Building, Willis Tower, and Harold Washington Library are nearby.
The St. Charles Air Line is a rail line in Chicago, Illinois, partially owned by the BNSF Railway, Union Pacific Railroad (UP), and Canadian National Railway (CN).
Plans for high-speed rail in the United States date back to the High-Speed Ground Transportation Act of 1965. Various state and federal proposals have followed. Despite being one of the world's first countries to get high-speed trains, it failed to spread. Definitions of what constitutes high-speed rail vary, including a range of speeds over 110 mph (180 km/h) and dedicated rail lines. Inter-city rail with top speeds between 90 and 125 mph is sometimes referred to in the United States as higher-speed rail.
The Brighton Park crossing is a major railroad crossing in Chicago, Illinois, hosting three major freight railroads. The crossing is northwest of the intersection of Western Avenue and Archer Avenue, in the Brighton Park neighborhood of Chicago, Illinois. The railroads involved in the crossing are CSX, Canadian National and Norfolk Southern. The crossing consists of the CN's two-track Joliet Subdivision in a roughly east–west orientation intersecting five north–south tracks operated by NS and CSX. Collectively, these railroads operate approximately 80 trains per day through the crossing. The junction is visible from the CTA Orange Line trains that pass on an elevated structure immediately southeast of the crossing.
Joliet Union Station is an inactive Beaux-Arts train station in downtown Joliet, Illinois, built in 1912. Union Station was constructed as part of a large improvement project for the six railroads serving Joliet, which converged on the city as an important rail transportation hub just outside Chicago. At its peak, Union Station served over 100 intercity trains per day, with additional commuter and interurban service.
The Crescent Corridor is a railroad corridor operated by the Norfolk Southern Railway (NS). The project, first proposed in 2007, and scheduled for completion by 2020, spans 13 states from New York to Louisiana. It is a private-public partnership between Norfolk Southern and the various state and federal governments.
South Coast Rail is a project to build a new southern line of the MBTA Commuter Rail system along several abandoned and freight-only rail lines. The line will restore passenger rail service between Boston and the cities of Taunton, Fall River, and New Bedford, via the towns of Berkley, and Freetown, on the south coast of Massachusetts. It includes passenger service to some of the southern lines of the former Old Colony Railroad and the New York, New Haven and Hartford Railroad.
69th Street is a proposed interchange station in North Bergen in Hudson County, New Jersey. It would serve passengers on two lines under consideration by NJ Transit, the Passaic–Bergen–Hudson Transit Project and the Northern Branch Corridor Project, the latter of which is an extension of the Hudson–Bergen Light Rail. The station would located at-grade west the North Bergen Yard and Tonnelle Avenue.
