A city guard, city watch, town guard, or town watch were local militia companies formed to enforce municipal laws. Usually subordinate to the local municipal government, many cities had their own guard formations which doubled as police and military forces in times of need.
After 1830, with the Indian removal policy of the federal government giving white settlers a monopoly over the land east of the Mississippi, many states disbanded their unorganized militias in favor of volunteer militia units who frequently called themselves city or national guards. [1] These companies performed functions such as assisting local law enforcement, providing troops for ceremonies and parades or acting as a benevolent social club. The groups of company size were usually uniformed and armed themselves as well as erecting armories through their own contributions. Volunteer units of sufficient size could elect their own officers and apply for a state charter under names that they themselves chose. [2] [3]
With the unification of laws and centralization of state power (such as the Municipal Police Act of 1844 in New York City), such formations became increasingly incorporated into state-run police forces.
The Militia Act of 1903 remade city guard forces by stipulating all organized militia companies were to be incorporated into the Army National Guard or Naval Militias.
A militia is generally an army or some other fighting organization of non-professional or part-time soldiers; citizens of a country, or subjects of a state, who may perform military service during a time of need, as opposed to a professional force of regular, full-time military personnel; or, historically, to members of a warrior-nobility class. When acting independently, militias are generally unable to hold ground against regular forces; militias commonly support regular troops by skirmishing, holding fortifications, or conducting irregular warfare, instead of undertaking offensive campaigns by themselves. Local civilian laws often limit militias to serve only in their home region, and to serve only for a limited time; this further reduces their use in long military campaigns. Militias may also, however, serve as a pool of available manpower for regular forces to draw from, particularly in emergencies.
The police are a constituted body of persons empowered by a state with the aim of enforcing the law and protecting the public order as well as the public itself. This commonly includes ensuring the safety, health, and possessions of citizens, and to prevent crime and civil disorder. Their lawful powers encompass arrest and the use of force legitimized by the state via the monopoly on violence. The term is most commonly associated with the police forces of a sovereign state that are authorized to exercise the police power of that state within a defined legal or territorial area of responsibility. Police forces are often defined as being separate from the military and other organizations involved in the defense of the state against foreign aggressors; however, gendarmerie are military units charged with civil policing. Police forces are usually public sector services, funded through taxes.
A paramilitary is a military that is not part of a country's official or legitimate armed forces. The Oxford English Dictionary traces the use of the term "paramilitary" as far back as 1934.
Law enforcement in China consists of an extensive public security system and a variety of enforcement procedures used to maintain order in the country. Along with the courts and procuratorates, the country's judicial and public security agencies include the Ministry of Public Security (MPS) and the Ministry of State Security (MSS), with their descending hierarchy of departments, bureaus, subbureaus, and stations.
Special police usually describes a police force or unit within a police force whose duties and responsibilities are significantly different from other forces in the same country or from other police in the same force, although there is no consistent international definition. A special constable, in most cases, is not a member of a special police force (SPF); in countries in the Commonwealth of Nations and often elsewhere, a special constable is a voluntary or part-time member of a national or local police force or a person involved in law enforcement who is not a police officer but has some of the powers of a police officer.
Law enforcement in Italy is centralized on a national level, carried out by multiple national forces, helped by few limited local agencies. The Italian law enforcement system is considered complex, with multiple police forces and other agencies taking part in different duties. Policing in the Italian system refers to the duties of "full-powered officers" coming from the four national main forces: Polizia di Stato, Carabinieri, Polizia Penitenziaria and Guardia di Finanza. While the duties of these four corps' include investigating and arresting, other local forces carry out limited duties.
The Virginia Defense Force (VDF) is the official state defense force of Virginia, one of the three components of Virginia's state military along with the Virginia National Guard which includes the Virginia Army National Guard, the Virginia Air National Guard, and the unorganized militia. As of 2023, the VDF has approximately 275 personnel. The VDF is the descendant of the Virginia State Guard, the Virginia Regiment, and ultimately the Colonial Virginia militia of the Virginia Colony.
The militia of the United States, as defined by the U.S. Congress, has changed over time. During colonial America, all able-bodied men of a certain age range were members of the militia, depending on each colony's rule. Individual towns formed local independent militias for their own defense. The year before the U.S. Constitution was ratified, The Federalist Papers detailed the Founding Fathers' paramount vision of the militia in 1787. The new Constitution empowered Congress to "organize, arm, and discipline" this national military force, leaving significant control in the hands of each state government.
Law enforcement in Germany is constitutionally vested solely with the states, which is one of the main features of the German political system.
In Brazil, the Federal Constitution establishes eight law enforcement institutions - seven titulars and one auxiliar. The titular institutions are: the Federal Police, the Federal Highway Police, the Federal Railroad Police, the Federal Penal Police, the State Military Police and Fire Brigade, the State Civil Police and the State Penal Police. Of these, the first four are affiliated to federal authorities and the latter three are subordinated to state governments. These public safety institutions are part of the Executive branch of either federal or state government. Apart from these eight institutions, there are others which affiliate to municipal authorities: the Municipal Guards. According to Minister Alexandre de Moraes of the Supreme Federal Court, "...the Municipal Guards are inserted in public safety as the auxiliary and related body of public security force..." Federal law 13,022 gave them de facto and de jure police attributions.
Law enforcement in Indonesia is mainly performed by the Indonesian National Police (POLRI), together with other law enforcement agencies which are under the president, a certain ministry or State-owned company (BUMN) which perform policing duties for a certain public service, these law enforcement agencies are under supervision and are trained by the Indonesian National Police. The Indonesian National Police is basically the national civilian police force of the country responsible for enforcing law and order of the state.

Law enforcement in Spain is carried out by numerous organizations, not all of which operate in the same areas.
Law enforcement in Finland is the responsibility of several agencies. The Police of Finland, a national police agency, is responsible for most tasks. The two other main agencies are the Finnish Border/Coast Guards and the Finnish Customs. Examples of other agencies with limited policing powers are the Finnish Defence Forces, municipal parking inspectors and railway staff.
Law enforcement in South Africa is primarily the responsibility of the South African Police Service (SAPS), South Africa's national police force. SAPS is responsible for investigating crime and security throughout the country. The "national police force is crucial for the safety of South Africa's citizens" and was established in accordance with the provisions of Section 205 of the Constitution of South Africa.
In many countries, particularly those with a federal system of government, there may be several law enforcement agencies, police or police-like organizations, each serving different levels of government and enforcing different subsets of the applicable law.
Law enforcement in Poland consists of the Police (Policja), City Guards, and several smaller specialised agencies. The Prokuratura Krajowa and an independent judiciary also play an important role in the maintenance of law and order.
The Maine Army National Guard is a component of the United States Army and the United States National Guard. Nationwide, the Army National Guard comprises approximately one half of the US Army's available combat forces and approximately one-third of its support organization. National coordination of various state National Guard units are maintained through the National Guard Bureau. The Guard is administered by the adjutant general, an appointee of the governor of Maine. The Constitution of the United States specifically charges the National Guard with dual federal and state missions. Those functions range from limited actions during non-emergency situations to full-scale law enforcement of martial law when local law enforcement officials can no longer maintain civil control.
The Militia of SFR Yugoslavia was a law enforcement agency of the Socialist Federal Republic of Yugoslavia from 1944 to 1992. The Militia was subordinated to the Federal Secretariat of Internal Affairs.
