The Congressional Armenian Caucus (CAC) is an organization of over 100 members of the United States Congress. The Caucus is dedicated to keeping members of Congress engaged on Armenia-related issues as well as strengthening and maintaining the US-Armenia relationship. In particular, the Congressional Armenian Caucus aims to increase US aid to Armenia and Artsakh, recognise the Armenian genocide and to recognise the independence of Artsakh. [1] The CAC was founded in 1995. Although the majority of the members are from the Democratic Party, there are also members from the Republican party including Co-Chairs Gus Bilirakis and David Valadao. [2]

Notable activities of the Congressional Armenian Caucus

During the 2020 Nagorno-Karabakh War, members of the Congressional Armenian Caucus urged the US to recognise the independence of Artsakh and to support its right to self determination. One example is when on 22 October 2020 Frank Pallone joined by a bipartisan group of 34 Members of the House of Representatives, introduced a resolution supporting the Republic of Artsakh, recognizing its right to self-determination, and condemning Azerbaijan and Turkey for aggression. [9]

On 13 November 2020, the Congressional Armenian Caucus calls on Biden to revise his Artsakh policy. The Congressional Armenian Caucus has called on President-Elect Joe Biden to lead U.S. re-engagement in negotiations for a lasting settlement of the Nagorno-Karabakh conflict through the OSCE Minsk Group and to stop military aid to Azerbaijan. [10]

On 18 November 2020, the Co-Chairs of the Armenian Caucus urged the U.S. administration to re-Engage in OSCE-Led Artsakh Peace Process (OSCE Minsk Group) [11]

On 19 February 2021, 100 U.S. Representatives called on the Biden administration to stand with Artsakh and Armenia in a bipartisan Congressional Armenian Caucus letter. [12]

On 5 March 2021, A resolution submitted by the Congressional Armenian Caucus calls on Azerbaijan to immediately release all 200+ Armenian prisoners of war and captured civilians. This resolution was introduced by Adam Schiff, Gus Bilirakis, Jackie Speier, David Valadao and Frank Pallone, additionally it cites findings that Azerbaijani military forces have mistreated ethnic Armenian prisoners of war and subjected them to "physical abuse and humiliation," including beheadings, summary executions, and the desecration of human remains. [13] [14]

On 31 March 2021, the Congressional Armenian Caucus started collecting signatures on a letter calling for a robust Artsakh humanitarian assistance package for refugees, housing, food security, water and sanitation, healthcare, rehabilitation, and demining/UXO clearance. [15]

On 1 April 2021, the Congressional Armenian Caucus announced that they are calling for over $100 million in U.S. aid to Armenia and Artsakh following Turkey and Azerbaijan’s devastating attacks last year, as House Appropriations Subcommittee on Foreign Operations Chairwoman Barbara Lee (D-CA) and Ranking Member Hal Rogers (R-KY) begin crafting the FY2022 Foreign Aid Bill. A member of the Republican Party, he first entered Congress in 2007, where he succeeded his father Michael Bilirakis, representing Florida's 9th congressional district until redistricting. His district includes much of the northern portion of the Tampa Bay area. Bilirakis previously served as the Florida state representative for the 48th district from 1998 to 2006.

The United States' recognition of the Armenian genocide is the American formal recognition that the deportation and massacre of Armenians by the Ottoman Empire during the First World War constituted genocide. The United States recognizes the Armenian genocide through two congressional resolutions passed by both houses of the United States Congress, and by presidential announcement. The House of Representatives passed a resolution with broad support on October 29, 2019, and the Senate did the same by unanimous consent on December 12, 2019, making the recognition of the Armenian genocide part of the policy of the United States. Before 2019, there were numerous proposed resolutions in Congress to recognize the Armenian genocide, all failing to receive enough support.

<span class="mw-page-title-main">Madrid Principles</span> 2009 proposed Nagorno-Karabakh peace settlements

The Madrid Principles were proposed peace settlements of the Nagorno-Karabakh conflict, proposed by the OSCE Minsk Group. As of 2020 the OSCE Minsk Group was the only internationally agreed body to mediate the negotiations for the peaceful resolution of the conflict. Senior Armenian and Azerbaijani officials have agreed on some of the proposed principles but have made little or no progress towards the withdrawal of Armenian forces from occupied territories or towards the modalities of the decision on the future Nagorno-Karabakh status.

David Goncalves Valadao is an American politician and dairy farmer serving as the U.S. representative for California's 22nd congressional district since 2023. His district comprises part of the San Joaquin Valley. A member of the Republican Party, Valadao first won election in 2012 in California's 21st congressional district, defeating Democratic nominee John Hernandez. He was reelected in 2022, defeating Democrat Rudy Salas. Before his election to Congress, Valadao served one term in the California State Assembly, representing the 30th district from 2010 to 2012.

Jimmy Gomez is an American politician serving as the U.S. representative for California's 34th congressional district since 2017. A member of the Democratic Party, Gomez served in the California State Assembly from 2012 to 2017.

The American Sikh Congressional Caucus is a congressional caucus focusing on the interests of the American Sikh community. Co-launched by Judy Chu (D-California) and David Valadao (R-California), the caucus seeks to address issues such as military discrimination, violence and bullying of Sikhs and raise general awareness of Sikhs and their contributions to America. On February 9, 2021, it was announced that U.S. Representatives John Garamendi (D-CA) and David Valadao (R-CA) would serve as the Co-Chairs of the American Sikh Congressional Caucus.

<span class="mw-page-title-main">2018 United States House of Representatives Democratic Caucus leadership election</span>

A leadership election was held by the United States House of Representatives Democratic Caucus before the beginning of the 116th United States Congress on January 3, 2019. The election determined who will be nominated by the caucus for the speakership election as well as who would occupy other leadership positions within the House Democratic Caucus. The following positions were nominated or elected on November 29: Speaker of the U.S. House of Representatives, House Majority Leader, House Majority Whip, House Assistant Majority Leader, Democratic Caucus Chair, and Democratic Caucus Vice Chair. The Democratic Congressional Campaign Committee Chair, the Policy and Communications Committee's Chair and its three Co-Chairs, Junior Caucus Representative and Freshman Class Representative were elected the next day, and a third co-chair was added to the Steering and Policy Committee by the Leader.

<span class="mw-page-title-main">Varuzhan Nersesyan</span> Armenian diplomat

Varuzhan Nersesyan is an Armenian diplomat who is currently the ambassador of Armenia to the United Kingdom. Prior to this, he has served as the ambassador to the United States from November 2018 to July 2021. He was appointed an ambassador to United Kingdom on 16 July 2021.

The Republic of Artsakh and the United States do not have official diplomatic relations as the United States is among the vast majority of countries that does not recognize Artsakh as a sovereign nation and instead recognizes the region of Artsakh, or Nagorno-Karabakh, as part of Azerbaijan. Despite no formal relations, the Republic of Artsakh has a representative office in Washington, D.C. since November 1997.

<i>Motherland</i> (2022 film) 2022 American film

Motherland is a 2022 independent documentary film directed and written by Armenian-American journal Vic Gerami. The film documents the buildup and aftermath of the Second Nagorno-Karabakh War, from the perspective of Armenians, especially from the Republic of Artsakh.
