Constituency Development Fund

Constituency Development Funds (CDFs) are central government funds given to members of parliament for expenditure on their constituencies, also called electoral districts. CDFs were first adopted in India. After introduction in Kenya in 2003, CDFs spread to other African countries and across the world. [1] :1

Ghana

Ghana's CDF was instituted in 1996, when members of parliament were allocated 5% of the District Assemblies Common Fund (DACF). [2] :17

India

India has two CDF systems: the Members of Parliament Local Area Development Scheme (MPLADS) at the national level and the Member of Legislative Assembly Local Area Development Fund (MLA-LAD) for the Legislative Assembly of each of India’s 28 states. The MPLADS scheme was instituted in India in 1993. Under the MPLADS, an equal amount is allocated yearly to each parliamentary constituency. [1] :27

Kenya

The Kenyan Constituency Development Fund (CDF) was introduced in 2003 during the Kibaki presidency.

The fund was designed to support constituency-level, grass-root development projects. [3] It was aimed to achieve equitable distribution of development resources across regions and to control imbalances in regional development brought about by partisan politics. [4] It targeted all constituency-level development projects, particularly those aiming to combat poverty at the grassroots. [5] The CDF program has facilitated the putting up of new water, health and education facilities in all parts of the country, including remote areas that were usually overlooked during funds allocation in national budgets. [6] [7]

Corruption

There have been many examples of, and complaints about, misuse of the funds. [9] This has led to the CDF Act 2013 [10] (effectively repealing the CDF Act 2003) and significant changes to be applied in 2013. [11]

The 9th Parliament of the Republic of Kenya was opened by elected President Mwai Kibaki on February 18, 2003. It was the first time that the formerly-dominant Kenya African National Union of Daniel arap Moi was in the minority. The triumphant NARC, which dominated in the general elections of 2002 was in the majority, led by Kibaki.

Changamwe Constituency is an electoral constituency in Mombasa county, Kenya. It used to be one of the four constituencies in Mombasa district. With the promulgation of the new constitution in August 2010, it saw a creation of two more constituencies in Mombasa County. These are Jomvu and Nyali Constituencies which were curved out from Changamwe and Kisauni Constituencies respectively thereby bringing a total of six constituencies in 2012.

Ganze Constituency is an electoral constituency in Kenya. It is one of seven constituencies in Kilifi County. The constituency has four wards, all electing Members of County Assembly for the Kilifi County Assembly. The constituency was established for the 1988 elections. After the IEBC adopted the Boundary commission's recommendation for new constituencies and boundaries, Ganze Constituency retained its name, and no major boundaries were altered. It has a population of 143,906 according to the 2019 census report by the Kenya National bureau of Statistics (KNBS). Its current member of parliament is Hon. Charo Kenneth Kazungu Tungule of Pamoja African alliance Party (PAA).

Mwala Constituency is an electoral constituency in Kenya. The estimate terrain elevation above sea level is 834 meters. It is one of eight constituencies in Machakos County. The constituency was established for the 1988 elections. The constituency has seven wards, all electing councilors for the Masaku County Council.

The Economic Stimulus Programme (ESP) was a spending plan initiated by the Government of Kenya to boost economic growth and lead the Kenyan economy out of the 2007–2008 Kenyan crisis and the Great Recession. It was introduced in the 2009/2010 Budget Speech in parliament by Finance Minister Uhuru Kenyatta. Its aim was to jumpstart the Economy of Kenya towards long term growth and development, after the 2007–2008 Kenyan crisis and post-election violence that affected the Kenyan economy. Other economic problems included prolonged drought, a rally in oil prices and food prices, and the effects of the Great Recession. The stimulus was a response to the decline in the economic growth rate from 7.1% in 2007 to 1.7% in 2009.

The programme was launched by the Prime Minister of India, Narendra Modi on the birth anniversary of Jayaprakash Narayan, on 11 October 2014.

Agnes Nangila Odhiambo, is an accountant, financial manager and civil servant in Kenya, who was appointed as chairperson of the National Transport and Safety Authority of Kenya, a parastatal responsible for monitoring and regulating the use of public and private transport in the country. She was appointed on 15 May 2020, for a three-year term.
