The Convention on Diplomatic Asylum [lower-alpha 1] was signed on 28 March 1954 at the tenth Pan-American Conference, held in Caracas.
The signatories who ratified the convention were Argentina, Brazil, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, Mexico, Panama, Paraguay, Peru, Uruguay and Venezuela. Six other states signed but did not ratify it: Bolivia, Chile, Colombia, Cuba, Honduras and Nicaragua. [1]
The convention followed the precedent established by the case of Víctor Raúl Haya de la Torre – a Peruvian politician who was granted asylum by Colombia in 1949, at their embassy in Lima, where he stayed for five years until being allowed to leave the country. [2]
Colombia seeks diplomatic and commercial relations with all countries, regardless of their ideologies or political or economic systems. For this reason, the Colombian economy is quite open, relying on international trade and following guidelines given by international law.
Peru is an important first-tier state in South America, Peru has been a member of the United Nations since 1945, and Peruvian Javier Pérez de Cuéllar served as UN Secretary General from 1981 to 1991. Former President Alberto Fujimori's tainted re-election to a third term in June 2000 strained Peru's relations with the United States and with many Latin American and European countries, mainly small countries like Yemen but relations improved with the installation of an interim government in November 2000 and the inauguration of Alejandro Toledo in July 2001.

The dispute had its origins on each country's interpretation of what Real Cedulas Spain used to precisely define its colonial territories in the Americas. After independence, all of Spain's colonial territories signed and agreed to proclaim their limits in the basis of the principle of uti possidetis juris, which regarded the Spanish borders of 1810 as the borders of the new republics. However, conflicting claims and disagreements between the newly formed countries eventually escalated to the point of armed conflicts on several occasions.
The foreign policy of the Hugo Chávez administration concerns the policy initiatives made by Venezuela under its former President, Hugo Chávez, towards other states. Colombia v Peru [1950] ICJ 6 is a public international law case, decided by the International Court of Justice. The ICJ recognised that the scope of Article 38 of the Statute of the International Court of Justice encompassed bi-lateral and regional international customary norms as well as general customary norms, in much the same way as it encompasses bilateral and multilateral treaties. The Court also clarified that for custom to be definitively proven, it must be continuously and uniformly executed.

It is in an apartment building which also houses the Embassy of Colombia as well as a number of residential apartments, near Harrods, Hyde Park, and Hans Place, at 3 Hans Crescent at the intersection with Basil Street, and it is close to Knightsbridge Underground station.
The nations of Mexico and Venezuela established diplomatic relations in 1831, however, diplomatic relations between both nations have been historically unstable on several occasions. During the Venezuelan presidential crisis, Mexico took a neutral position and has continued to maintain diplomatic relations with the government of President Nicolás Maduro.
A foreign national wishing to enter Paraguay must obtain a visa unless they are citizens of one of the eligible visa exempt countries or countries whose citizens are granted visa on arrival.

After the election, a preliminary report by the Organization of American States on 9 November reported numerous irregularities in the election, and amid protests and pressure from the Bolivian armed forces and police, Morales was forced to resign.

On 5 April 2024, the Mexican embassy in Quito was raided by Ecuadorian police and military forces. Mexico and numerous other countries decried the raid as a violation of the 1961 Vienna Convention on Diplomatic Relations and the 1954 Caracas Convention on Diplomatic Asylum.
