Daman Nath Dhungana is a Nepali politician and former house speaker. [1] He played an instrumental role during the Nepal peace process between 2003 and 2009. His role as the first house speaker after the establishment of constitutional monarchy,in 1990,is considered exemplary. He returned to active politics in 2017 after a gap of 23 years. He is known for his vocal criticisms of the conduct of parliamentarians,including House Speaker and committee chairs,for what he considers,breaks from proper procedures and best practices.
He was the founder executive member of Amnesty International. He also served as the president of the Supreme Court Bar Association in 1984. [2] He was the first House Speaker after the democratic revolution,in 1990. [2] Dhungana,in his role as House Speaker,is thought to have set the precedent for allowing the opposition leader to address the parliament before an address from the Prime minister,in accordance with common international practice. [3] He is remembered as a non-partisan Speaker. [2]
After losing the parliamentary elections in 1994,he had effectively retired from partisan politics and developed a reputation as a civil society member. [2] Dhungana was an important facilitator and mediator between the then government and the Nepal Maoist Party during the peace process,along with Padma Ratna Tuladhar. [4] He was the observer,negotiator and advisor of Nepal's peace process from 2003 to 2009. Although always associated with Nepali Congress,he was said to be "too close" to the Maoists,at one time during the peace process. [2] In 2009,he proposed to create a high-level steering committee to strengthen pro-peace lobbies in all parties,a proposal later endorsed by the then Prime minister Madhav Kumar Nepal. [1]
He made a surprise comeback to active politics in 2017 after a gap of 23 years. He was fielded by Nepali Congress in Bhaktapur-2 constituency,against the common candidate of CPN UML and CPN (Maoist Center),Mahesh Basnet,in the first past the post category of 2017 Nepal legislative elections. [2]
In January 2019,Dhungana alleged that Speaker Krishna Bahadur Mahara had wrongfully declared the National Medical Education Bill passed,and therefore,the bill should be reintroduced to the house. Speaker Mahara had declared that the majority of parliamentarians had said "nay" to the section under vote and therefore it had been passed. Dhungana argued that the records would show the Speaker had declared the bill passed despite a "nay" from the majority and there was no provision to correct the records for a slip of the tongue. [5] On 1 February 2019,Dr. Govinda KC broke his 16th hunger strike accepting juice from Dhungana and former Chief Justice Sushila Karki. [6] Dhungana opposed the move by State Affairs and Good Governance Committee of the House of Representatives to bar the media from covering its meetings in May 2019. [7]
The Nepali Congress is a social democratic political party in Nepal and become the largest party in the country. The party has 870,106 members as of the party's 14th general convention in December 2021,making it the largest party by membership in Nepal. In June 2023,the party started online membership since the emergence of youth leaders in vital posts to attract youths to the party. The party is led by former prime minister,Sher Bahadur Deuba since the party's thirteenth general convention in 2016. The party won 89 seats in the 2022 general election and is currently the largest parliamentary group in the House of Representatives.

Following his election to the house of representatives in the 2017 legislative election,he was elected House Speaker but resigned in October 2019 after allegations of attempted rape were made by a parliamentary staffer. He was acquitted in February 2020.

Communism in Nepal traces its roots back to the pro-democracy movement of 1951,and the subsequent overthrow of the autocratic Rana regime and the establishment of democracy in Nepal. The communist movement in Nepal has split into factions multiple times and multiple factions have come together into a single fold at times as well. It has a history of getting banned from open political discourse,as well as multiple instances of embracing guerrilla insurgency,most notably,the Maoist insurgency in the 1990s and early 2000s that led to the Nepalese Civil War,claiming at least 17,000 lives.
Ram Narayan Bidari is a Nepali politician. He is a member of the constitutional assembly and also a former member of National Assembly. He used to be a member of Nepal Communist Party. After the party's unification with CPN UML,he remained a member of the resulting Nepal Communist Party (NCP). He was previously a member of parliament from Maoist Center and was a member of the House Impeachment Recommendations Committee. The first Lumbini Provincial Assembly was elected by the 2017 provincial elections. 87 members were elected to the assembly,52 of whom were elected through direct elections and 35 of whom were elected through the party list proportional representation system. The term of the assembly started on 4 February 2018 and ended in September 2022. Shankar Pokharel from the CPN (UML) and Kul Prasad KC from the CPN served as chief ministers during the term of the assembly. Purna Bahadur Gharti served as the speaker of the assembly and Krishni Tharu served as the deputy speaker.
