Open Government Data (OGD) Platform India [1] [2] or data.gov.in is a platform for supporting Open data initiative of Government of India. This portal is a single-point access to datasets, documents, services, tools and applications published by ministries, departments and organisations of the Government of India. It combines and expands the best features of India government's India.gov.in and the U.S. government's data.gov project. [3] [4]

History

After announcing the launch of the site in June 2011, [3] the site was launched in October 2012. [5] part of the Open Government Initiative [6] was launched during October 2012, in compliance with the National Data Sharing and Accessibility Policy (NDSAP) of India, Gazette notified in March 2012. [7] [8]

According to the preamble of NDSAP, there has been an increasing demand by the community that data collected with the deployment of public funds should be made more readily available to all, for enabling rational debate, better decision making and use in meeting civil society needs. [9]

The policy envisages proactive dissemination of data by Government ministries, departments, organizations. [10]

The site is based on Drupal Framework, and has four major modules: [4]

The product is developed based on the Open Government platform and its source code is available on GitHub. [11] [4]

Open Government Data (OGD) Platform India

Open Government Data (OGD) Platform India [4] [12] was developed jointly by India & US government as a result of announcement made by President Obama and Prime Minister Shri Manmohan Singh during the Indo-US Open Government Dialogue [13] in 2010.

Open data platform is a being implemented in US as their data.gov. [14] In India the platform was further customised by National Informatics Centre (NIC) in line with the National Data Sharing Accessibility Policy to develop the Data Portal India. [15]

Open data platform is also being offered to other countries. Ghana [16] and Rwanda are also being powered by Open data platform. [17]

NIC endeavours to cater to ICT needs at all levels of governance for making last mile delivery of Government services.

Data.gov American federal open data platform

Data.gov is a U.S. Government website launched in late May 2009 by the Federal Chief Information Officer (CIO) of the United States, Vivek Kundra. Data.gov aims to improve public access to high value, machine-readable datasets generated by the Executive Branch of the Federal Government. The site is a repository for Federal, state, local, and tribal government information made available to the public.

Open data in Canada describes the capacity for the Canadian Federal Government and other levels of government in Canada to provide online access to data collected and created by governments in a standards-compliant Web 2.0 way. Open data requires that machine-readable should be made openly available, simple to access, and convenient to reuse. As of 2016, Canada was ranked 2nd in the world for publishing open data by the World Wide Web Foundation's Open Data Barometer.

<span class="mw-page-title-main">Open Government Initiative</span>

The Open Government Initiative is an effort by the administration of President of the United States Barack Obama to "[create] an unprecedented level of openness in Government.". The directive starting this initiative was issued on January 20, 2009, Obama's first day in office.

OGPL is a joint product from India and the United States to promote government transparency and greater citizen engagement by making more government data, documents, tools and processes publicly available. OGPL will be available as an open source platform. The OGPL combines and expands features of the India's "India.gov.in" and the U.S. "Data.gov" sites. By making this available in useful machine-readable formats it allows developers, analysts, media and academia to develop new applications and insights that will help give citizens more information for better informed decisions.

<span class="mw-page-title-main">Ghana Open Data Initiative</span> Government agency

Ghana Open Data Initiative (GODI) was started in January 2012 by the National Information Technology Agency (NITA) in partnership with the Web Foundation (WF), to make Government of Ghana data available to the public for re-use. The establishment of GODI is meant to promote efficiency, transparency and accountability in governance as well as to facilitate economic growth by means of the creation of Mobile and Web applications for the Ghanaian and world markets. The project was scheduled for completion in 2014 and aimed to create a sustainable Open Data ecosystem for Ghana. GODI was launched with a 100 data sets categorized as political, legal, organizational, technical, social or economic. The vision of GODI is to develop an open data community involving the Government of Ghana, civil society organizations, industry, developer communities, academia, media practitioners, and the citizenry, to interact with one another with the aim of developing an open data portal to bring about transparency, accountability and efficiency in government.

The Health Data Consortium (HDC) is a Washington, D.C.-based public-private partnership that advocates for the availability and use of health data, in particular government health datasets, and the improvement of health and health care through patient data accessibility and innovative use of data. HDC is a 501(c)(3) organization.

The Open Energy Modelling Initiative (openmod) is a grassroots community of energy system modellers from universities and research institutes across Europe and elsewhere. The initiative promotes the use of open-source software and open data in energy system modelling for research and policy advice. The Open Energy Modelling Initiative documents a variety of open-source energy models and addresses practical and conceptual issues regarding their development and application. The initiative runs an email list, an internet forum, and a wiki and hosts occasional academic workshops. A statement of aims is available.

Open energy system database projects employ open data methods to collect, clean, and republish energy-related datasets for open use. The resulting information is then available, given a suitable open license, for statistical analysis and for building numerical energy system models, including open energy system models. Permissive licenses like Creative Commons CC0 and CC BY are preferred, but some projects will house data made public under market transparency regulations and carrying unqualified copyright.

Open by Default, as widely used in the contexts of Open Government and Open Data, is the principle in which government makes its data accessible to the public by default, unless there is a sufficient justification to explain that greater public interest may be at stake, as a result of disclosure. Since the principle empowers the public's right to know and capacity to oversee government activities, it is closely associated with government transparency, civic engagement, and e-governance in organizing public life. In many cases, the principle is accompanied with the technological commitment to create "metadata standardization for all datasets, publication of a machine-readable data catalogue or inventory of both released and to-be released datasets ... (and) use of open licenses."

The Union Cabinet of India approved the National Data Sharing and Accessibility Policy (NDSAP) on 9 February 2012. The objective of the policy is to facilitate access to Government of India owned shareable data and information in both human readable and machine readable forms.

<span class="mw-page-title-main">Bhutan Biodiversity Portal</span> App and website for sharing biodiversity observations

Bhutan Biodiversity Portal(འབྲུག་སྐྱེ་ལྡན་རིགས་སྣ་འཆར་སྒོ།) is a consortium based citizen science website comprising key biodiversity data generating agencies and can be used by anyone. The portal is an official online repository of data on Bhutanese biodiversity.

COVID-19 datasets are public databases for sharing case data and medical information related to the COVID-19 pandemic.
