Sir David James Carruthers KNZM (born 1940or1941) is a long-serving member of the New Zealand legal community. He worked as a lawyer in Wellington,Pahiatua and Palmerston North,before being appointed as a Family Court Judge in 1985. In 2001,Carruthers was appointed as Chief District Court Judge,a position he held until 2005,when he was appointed as the chairman of the New Zealand Parole Board. In 2012,Carruthers joined the Independent Police Conduct Authority as its chairman. Since 2021 Carruthers has been the Independent Implementation Monitor to oversee the implementation of the recommendations of the Victorian Royal Commission into the Management of Police Informants. Carruthers was born in 1940 or 1941, [2] and raised in Pahiatua,New Zealand. [3] He went on to study law,graduating LLB from Victoria University of Wellington in 1962. [3] He completed his LLM with honours two years later. [3]
Carruthers is married and has five children.
Carruthers practised law in Wellington and Pahiatua for 20 years before moving to Palmerston North. [4]
In 1985,Carruthers was appointed as a judge in the Family Court in Wellington. Five years later he became a judge in the Youth Court,eventually being appointed as Principal Youth Court Judge. In 2000,Carruthers was asked to lead a Ministerial Taskforce on Youth Offending to come up with initiatives designed to reduce youth crime after Ministry of Justice figures showed that "over the 1990s,offending by 10- to 16-year-olds increased by 55%". [5] In 2001,Carruthers was appointed as Chief District Court Judge,a position he held until 2005.
Carruthers also served as a judge on the High Court of Vanuatu.
Carruthers was appointed Chairman of the New Zealand Parole Board in 2005, [6] a position he held until 2012. He was head of the Board when it made the decision to release Graeme Burton from prison in July 2006. Six months later,Burton shot and killed Karl Kuchenbecker in the hills of Wainuiomata and injured a number of others. [7]
In April 2012,Parliament appointed Carruthers as the new chairman of the Independent Police Conduct Authority (IPCA). [8]
On 1 March 2021 it was announced that Carruthers would be appointed to the role of Independent Implementation Monitor to oversee the implementation of the recommendations of the Victorian Royal Commission into the Management of Police Informants. [1] [9] Carruthers provided his first report to the Attorney-General in September 2021. This report provided information to the Attorney-General for their first report to Parliament on the progress of implementation of the Royal Commission’s recommendations which was tabled in the Victorian parliament on 30 November 2021. [10]
Carruthers has given speeches at numerous conferences and seminars both in New Zealand and overseas. For many years he has pushed for a more humane approach to dealing with criminal offenders advocating,in particular,for increased use of restorative and therapeutic justice approaches. [3] He has held a number of public and charitable offices and recommended greater focus on education,and interventions for youth and families rather than locking up more and more offenders. [11] Speaking at a criminology conference in November 2012,Carruthers commented on the reduction in New Zealand's crime rate. He believes the drop may be due to efforts to reduce the number of teenagers being suspended or expelled from school. [12]
In 1990,Carruthers was awarded the New Zealand 1990 Commemoration Medal. [13] In the 2005 Queen’s Birthday Honours,he was appointed as a Distinguished Companion of the New Zealand Order of Merit,for services to the District Court. [14] In 2009,following the reinstatement of titular honours by the New Zealand government,Carruthers accepted re-designation as a Knight Companion of the New Zealand Order of Merit. [15]

The Independent Police Conduct Authority is an independent civilian oversight body that considers complaints against the New Zealand Police and oversees their conduct. It derives its responsibilities and powers from the Independent Police Conduct Authority Act. Under section 12(1) of the Act,the Authority's functions are to receive complaints alleging misconduct or neglect of duty by police employees;or concerning any practice,policy,or procedure of New Zealand Police and to take action as contemplated by the Act. It may also investigate any police incident involving death or serious bodily harm and make recommendations to the Commissioner of Police based on those investigations.
The 2007 New Zealand police raids were a series of armed police raids conducted on 15 and 16 October 2007,in response to alleged paramilitary training camps in the Urewera mountain range near the town of Ruatoki. About 300 police,including members of the Armed Offenders Squad and Special Tactics Group,were involved in the raids,which involved the execution of search warrants at various addresses throughout New Zealand,and the establishment of roadblocks at Ruatoki and Tāneatua. The police seized four guns and 230 rounds of ammunition and arrested eighteen people. According to police,the raids were a culmination of more than a year of surveillance that uncovered and monitored the training camps.

The New Zealand Parole Board is an independent statutory body established in 2002 that considers offenders for parole. Its task "is to undertake an assessment of the risk that long-term sentenced offenders might pose to the safety of the community if they were to be released before the end of their sentence". The Board also sets conditions of release for offenders so their reintegration back in to the community can be effectively managed. Once the conditions are set it becomes the responsibility of Community Corrections to manage the offender." 'Long term' is defined as more than 24 months. Short-term prisoners are automatically released after serving half their sentence.
The New Zealand Probation Service is a branch or service of the New Zealand Corrections Department. Established in 1886,its role is to manage offenders sentenced to community based sentences such as home detention,community detention and intensive supervision. The Service also manages prisoners in the community who have been released on parole and offenders on release conditions at the end of their prison sentence. According to Corrections website,in 2014 the Service was looking after approximately 30,000 offenders in the community. The Probation Officer's role is described as "work(ing) with people on probation to motivate them to make changes in their lives. This may include attending programmes to address violence,alcohol and drug abuse or driving offences."

Dame Lowell Patria Goddard,is a former New Zealand High Court judge,from 1995 to 2015. She is thought to be the first person of Māori ancestry to have been appointed to the High Court. In 1988,she was one of the first two women to be appointed Queen's Counsel in New Zealand and in 1989 became the first woman to hold a Crown warrant. In 1992,she became Deputy Solicitor-General for New Zealand. Between 2007 and 2012 she chaired New Zealand's Independent Police Conduct Authority (IPCA). In 2010 she was elected as an independent expert to the United Nations Subcommittee on the Prevention of Torture (SPT) and served in that capacity until 2016. From February 2015 until August 2016,she chaired the Independent Inquiry into Child Sexual Abuse in England and Wales.

It was announced on 3 December 2018,in response to the High Court AB v CD;EF v CD judgement,and was established on 13 December 2018 under Hon Margaret McMurdo to examine the adequacy and effectiveness of the processes of Victoria Police for the recruitment,handling and management of human sources who are subject to legal obligations of confidentiality or privilege and the effect of using such sources on past cases.
