David Charles Evans, Baron Evans of Watford (born 30 November 1942) is a British businessperson and politician. As a Member of the House of Lords, he sits as a Labour peer.
Evans attended Watford College of Technology [2] and was awarded the Edward Hunter Gold Medal as best student, as well as being awarded Full Technologist qualifications.
Following the sale of Centurion Press, Evans founded Senate Publishing Ltd [3] with his business partner Caroline Minshell. Evans was a Trustee of the Royal Air Force Museum [4] and is a Director of the Royal Air Force Museum Trading Company. [5] He is chairman of the Institute of Collaborative Working. [6] Evans was Senior Advisor to Ron Wahid, Chairman of Arcanum Global, [7] a global strategic intelligence company and a subsidiary of Magellan Investment Holdings.
Evans was created a life peer on 28 July 1998 taking the title Baron Evans of Watford, of Chipperfield in the County of Hertfordshire . [8]
Evans has given gushing support of Azerbaijan. He praised the Azerbaijani state oil company SOCAR's contracts with BP, celebrated Azerbaijan's victory over Armenia in a 2020 war, and supported Azerbaijan's bid to host COP29. [9] These remarks were controversial due to Azerbaijan's corrupt, environmentally destructive and authoritarian regime. [9]
SOCAR contracted with Evans's publishing company Senate Publishing to produce three glossy books about SOCAR over the period 2015–2019. [9] A fourth book was planned in 2022, but it was cancelled amid reporting into Evans. [9] Evans never formally disclosed to the British parliament that his company was being paid by SOCAR. [9] He defended this non-disclosure, saying "It is Senate Publishing that has contractual business relations with SOCAR — not me. There was nothing to disclose.” [9] He has refused to disclose how much the company was paid by SOCAR. [9]
The authoritarian regime in Azerbaijan paid for Evans to visit the country in 2015, 2016, 2018, and 2020 to serve as an election monitor. Evans praised the conduct of the elections, even though reputable election monitors deemed the elections not free and fair. [9] Evans's son was also paid to monitor an Azerbaijani election in 2018, when the son was 18 years old, which earned him a glowing letter of recommendation from the Azerbaijan ambassador to the United Kingdom – Evans's son proudly this letter on his LinkedIn page until 2024. [9] Evans's son also worked as a paid intern for SOCAR in Geneva in 2023. [9]
Evans has only made two spoken contributions in Parlimanent since 2010. One of those contributions was to urge the British government to ask Armenia to inform Azerbaijan about the location of landmines in conflict areas between the two countries. [9]
Lord Evans of Watford is a director of Jusan Technologies Limited, a Kazakh-linked investment holding company. [10] The company sued TBIJ, The Telegraph and openDemocracy for defamation over articles published in early 2022. The claim against the Telegraph was settled in January 2024. The claims against TBIJ and openDemocracy continued until August 2024 whence Jusan dropped the case.

The State Oil Company of the Republic of Azerbaijan, largely known by its abbreviation SOCAR, is a fully state-owned national oil and gas company headquartered in Baku, Azerbaijan. The company produces oil and natural gas from onshore and offshore fields in the Azerbaijani segment of the Caspian Sea. It operates the country's only oil refinery, one gas processing plant and runs several oil and gas export pipelines throughout the country. It owns fuel filling station networks under the SOCAR brand in Azerbaijan, Turkey, Georgia, Ukraine, Romania, Switzerland, and Austria.
Azeri–Chirag–Gunashli or Azeri–Chirag–Deepwater Gunashli is a complex of oil fields in the Caspian Sea, about 120 kilometres (75 mi) off the coast of Azerbaijan. It consists of the Azeri and Chirag oil fields, and the deepwater portion of the Gunashli oil field. An overall estimate of the area of the development is 432.4 square kilometres (167.0 sq mi). It is developed by the Azerbaijan International Operating Company, a consortium of international oil companies, and operated by BP on behalf of the consortium. The ACG fields have estimated recoverable reserves of about 5 to 6 billion barrels of petroleum. Peak oil production of 885,000 barrels per day (140,700 m3/d) was reached in 2010. However by the first quarter of 2024 production had fallen to 339,000 barrels per day (53,900 m3/d), or approximately one-third of peak value, as the development continued terminal decline. As of 2021, ACG oil accounted for 95% of all Azerbaijani oil exports.

The South Caucasus Pipeline is a natural gas pipeline from the Shah Deniz gas field in the Azerbaijan sector of the Caspian Sea to Turkey. It runs parallel to the Baku–Tbilisi–Ceyhan pipeline (oil).

Richard Irwin Harrington, Baron Harrington of Watford is a British politician and businessman. From 2010 until 2019, he was the Member of Parliament (MP) for Watford. He was the Minister for Business and Industry from June 2017 to March 2019. The Trans-Anatolian Natural Gas Pipeline is a natural gas pipeline in Turkey. It is the central part of the Southern Gas Corridor, which connects the giant Shah Deniz gas field in Azerbaijan to Europe through the South Caucasus Pipeline and the Trans Adriatic Pipeline. The pipeline has a strategic importance for both Azerbaijan and Turkey. It allows the first Azerbaijani gas exports to Europe, beyond Turkey. It also strengthens the role of Turkey as a regional energy hub.

Mukhtar Babayev presided, while Samir Nuriyev headed the Organising Committee.

Gubad Ibadoghlu, also spelled Gubad Ibadoglu, is an Azerbaijani anti-corruption advocate, a scholar, a critic of oil and gas industry, and a prominent human rights and environmental defender, who from 2021 has been a research fellow at the London School of Economics. He was supposed to start a new teaching position at TU Dresden in 2023. However, on July 23, 2023 he was arrested in Azerbaijan and remains under investigation. The international community has condemned his arrest as arbitrary and politically motivated. Greens–European Free Alliance nominated Dr Gubad Ibadoghlu for the Sakharov Prize in September 2024. On 17 October 2024, 2024 Sakharov Prize finalists were shortlisted by MEPs. Following the secret ballot, MEPs selected the three finalists for the 2024 Sakharov Prize for Freedom of Thought and Dr Gubad Ibadoghlu became one of the three finalists.
Rafiga Abdul Agha gizi Huseynzade is an Azerbaijani scientist awarded the "Shohrat Order", a Candidate of Geologico-Mineralogical Sciences, and an honorary member of the Azerbaijan Oil Geologists Society. She is the chair of the Caspian Environmental Protection Initiative (CEPI) and served as the vice president for ecology at the State Oil Company of Azerbaijan Republic (SOCAR) from 2011 to 2023, becoming SOCAR's first female vice president.
