Hayes served as chairman of the North Carolina Republican Party from 2011 to 2013,and from 2016 to 2019. Accused in a bribery scheme in 2019,Hayes pleaded guilty to lying to the FBI. On January 20,2021,Hayes was pardoned by President Donald Trump.
