Origins and duties
The Office of the Deputy Mayor is created under Article 5, Section 1 of the Constitution of Wigan Council by legislative statute, same as the office of the mayor. The deputy mayor assists in the duties of the mayor including taking part in civil and private events, as well as attending engagements of their own. When the mayor is temporarily vacant, as vice-chairman, the deputy mayor will act as chairman pro tempore of the council.
The deputy mayor is elected at annual meeting, on the same day as the election of the new mayor. The position of Deputy Mayoress of Wigan is usually held by the wife of the deputy mayor, or a relative, or a fellow councillor if unmarried. However, if there is a lady deputy mayor in office, their spouse would assume the title 'Deputy Mayors Consort', or a relative would assume the role of deputy mayoress.
Title and style
The full style of the Deputy Mayor is "The Deputy Mayor of Wigan Council, Councillor [Name]" and in verbal address, they are referred to as Mr Deputy Mayor or Madam Deputy Mayor. The full style of the incumbent Deputy Mayor is "The Deputy Mayor of Wigan Council, Councillor Michael McLoughlin".
When addressing the incumbent deputy mayoress, they are referred to as Deputy Mayoress, or Madam Deputy Mayoress. When the incumbent is being presented, they are referred to as The Deputy Mayoress of Wigan [Name].
When the incumbent is a Lady Deputy Mayor, their consort is styled The Deputy Mayors Consort [Name] when presented, or is simply referred to by their name e.g. Mr or if also a councillor they are addressed as Councillor [Name].
The Lord Mayor of London is the mayor of the City of London and the leader of the City of London Corporation. Within the City, the Lord Mayor is accorded precedence over all individuals except the sovereign and retains various traditional powers, rights, and privileges, including the title and style The Right Honourable Lord Mayor of London.
In many countries, a mayor is the highest-ranking official in a municipal government such as that of a city or a town. Worldwide, there is a wide variance in local laws and customs regarding the powers and responsibilities of a mayor as well as the means by which a mayor is elected or otherwise mandated. Depending on the system chosen, a mayor may be the chief executive officer of the municipal government, may simply chair a multi-member governing body with little or no independent power, or may play a solely ceremonial role. A mayor's duties and responsibilities may be to appoint and oversee municipal managers and employees, provide basic governmental services to constituents, and execute the laws and ordinances passed by a municipal governing body. Options for selection of a mayor include direct election by the public, or selection by an elected governing council or board.
A style of office or form of address, also called manner of address, is an official or legally recognized form of address for a person or other entity, and may often be used in conjunction with a personal title. A style, by tradition or law, precedes a reference to a person who holds a post or political office, and is sometimes used to refer to the office itself. An honorific can also be awarded to an individual in a personal capacity. Such styles are particularly associated with monarchies, where they may be used by a wife of an office holder or of a prince of the blood, for the duration of their marriage. They are also almost universally used for presidents in republics and in many countries for members of legislative bodies, higher-ranking judges, and senior constitutional office holders. Leading religious figures also have styles.
In England, the offices of mayor and lord mayor have long been ceremonial posts, with few or no duties attached to them. In recent years they have doubled as more influential political roles while retaining the ceremonial functions. A mayor's term of office denotes the municipal year.
The Metropolitan Borough of Wigan is a metropolitan borough of Greater Manchester, England. It is named after its largest town, Wigan but covers a far larger area which includes the towns of Atherton, Ashton-in-Makerfield, Golborne, Hindley, Ince-in-Makerfield, Leigh and Tyldesley. The borough also covers the villages and suburbs of Abram, Aspull, Astley, Bryn, Hindley Green, Lowton, Mosley Common, Orrell, Pemberton, Shevington, Standish, Winstanley and Worsley Mesnes. The borough is also the second-most populous district in Greater Manchester.
The Chairman of the Municipality of Metropolitan Toronto or Metro Chairman was the regional chair of Metropolitan Toronto, Ontario, Canada, and the most senior political figure in the municipality. The Metro Chairman was elected by the members of Metropolitan Toronto Council.

Lady mayoress is an official female companion to the lord mayor of a major city in the United Kingdom or Republic of Ireland, or a capital city of an Australian state. Traditionally this was the wife of a male mayor. It is not an elected office. Lady is used here as a title of respect. The lady mayoress accompanies the lord mayor to many events and also carries out engagements on her own. As an example, the Leeds Children's Charity states that "it has been the right of every new lady mayoress to become the president of the charity".
In Wales, the office of Mayor or Lord Mayor had long been ceremonial posts, with little or no duties attached to it. Traditionally mayors have been elected by town, borough and city councils. Since 2000, councils can decide to have directly elected mayors with extensive powers if such a proposal is approved in a local referendum.
In Northern Ireland, if a local government district has borough status then the chairman and vice chairman of the borough council may be styled mayor and deputy mayor, respectively. These provisions date from the Local Government Act 1972; some towns already had borough status which was carried over to their post-1972 district, while other districts later petitioned for a charter granting borough status. The head of Belfast City Council has been styled Lord Mayor of Belfast since 1892.
The Wigan Metropolitan Borough Council is the local authority for the Metropolitan Borough of Wigan in the United Kingdom. It consists of 75 Councillors with one-third being elected every three years in four. The borough is separated into 25 wards. Councillors are democratically accountable to the ward they are elected to represent. Each ward is represented on the council by three council members.

Bristol City Council, formerly known as The Bristol Corporation, is the local government authority governing the city of Bristol, England. Following the Norman conquest of England in 1066, successive royal charters granted increasing rights of local governance to Bristol. County status was attained in 1373 and city status in the early sixteenth century. Bristol Corporation was established in the nineteenth century and the office of Lord Mayor was created in 1888. Following a brief period as part of the county of Avon in the late twentieth century, Bristol regained its status as a city and county in 1996.

The Mayor of Dudley is an office held by a councillor of the Metropolitan Borough of Dudley. The post is partly ceremonial although the mayor does also preside over full meetings of the council and has the duty of holding decision makers to account. The mayor is elected by fellow councillors in May of each year. Before 1865, when the municipal borough was incorporated, the position was associated with the Court Leet of the Lords of Dudley, which governed the borough of Dudley from at least the middle of the 16th century and probably from the Middle Ages. The earliest known mayor, John A’Parke was selected in 1565.
The 2021 Wigan Metropolitan Borough Council election took place on 6 May 2021 to elect members of Wigan Metropolitan Borough Council in England. This election was held on the same day as other local elections. The election was originally due to take place on 7 May 2020, but was postponed due to the COVID-19 pandemic. A by-election was held on the same day in Orrell ward to fill the seat left vacant by the death of Conservative councillor Richard Clayton.
