The Deputy Speaker of the Koshi Provincial Assembly is subordinate to the speaker of the Koshi Provincial Assembly. They are responsible for the Koshi Provincial Assembly and the second highest ranking provincial officer of the Koshi Provincial Assembly. They act as the presiding officer in case of leave or absence caused by death or illness of the Speaker of the Koshi Provincial Assembly. The deputy speaker is chosen from sitting members of the Koshi Provincial Assembly. The deputy speaker can be removed from office by a resolution passed in the assembly by an effective majority of its members. [1] [2]
The Constitution of Nepal sets the qualifications required to become eligible for the office of the Speaker and Deputy Speaker. A Speaker and Deputy Speaker must meet the qualifications to become a member of the provincial assembly. [3] A member of the provincial assembly must be:
(a) One who is a citizen of Nepal;
(b) One who is a voter of the concerned Province;
(c) One who has completed the age of twenty-five years;
(d) One who is not convicted of a criminal offense involving moral turpitude;
(e) One who is not disqualified by any law; and
(f) One who is not holding any office of profit.
"Speaker and Deputy Speaker of the Provincial Assembly shall fall vacant in any of the following circumstances: [4]
(a) "In case he or she ceases to be a member of the Provincial Assembly;
Provided that, in the event of the dissolution of the Provincial Assembly, the Speaker of Province and the Deputy Speaker holding their respective offices shall continue in office until the previous day of the filing of nominations for another election to the Provincial Assembly;
(b) "In case he or she tenders resignation in writing;
(c) "In case a resolution is adopted by a majority of two-thirds of the total number of the then members of the Provincial Assembly to the effect that his or her conduct is not compatible with his or her office."

District administration makes up the third level of government division in Nepal. The provision for a District Assembly, which acts as the legislature at the district-level, is mentioned in Part 17 of the Constitution of Nepal. The 77 districts of Nepal each have their own district assemblies which in turn elect their own District Coordination Committees, which serves as the executive at the district-level. In addition to this each district also has a District Administration Office which oversees the general administration of each district.
The Koshi Provincial Assembly also known as the Koshi Pradesh Sabha, is the unicameral legislature of Koshi Province, one of the seven provinces in Nepal. The assembly is seated at the provincial capital at Biratnagar in Morang District at the District Coordination Committee Office. The assembly has 93 members of whom 56 are elected through first-past-the-post voting and 37 are elected through proportional representation. The term of the assembly is 5 years unless dissolved earlier.
The Leader of the Opposition is an elected member of the Koshi Provincial Assembly who is leads the official opposition in the house of the Koshi Provincial Assembly. The leader of the opposition is the Provincial speaker of the party with the most seats after the government party. The Leader of the Opposition in Koshi Provincial Assembly is the parliament party leader of the provincial assembly's second largest political party. The post is held by Uddhav Thapa.

The 2023 Speaker of the Koshi Provincial Assembly election was held on January 12, 2023 to elect the speaker of the Koshi Provincial Assembly. However nominations have been fixed for the election from 3pm to 5pm and CPN, politician Baburam Gautam who had been nominated in accordance with the provisions of the Constitution, was the only candidate to file the nomination for the post.

The second Lumbini Provincial Assembly was elected by the 2022 provincial elections on 20 November 2022. 87 members were elected to the assembly, 52 of whom were elected through direct elections and 35 of whom were elected through the party list proportional representation system. The second Karnali Provincial Assembly was elected by the 2022 provincial elections on 20 November 2022. 40 members were elected to the assembly, 24 of whom were elected through direct elections and 16 of whom were elected through the party list proportional representation system. The second Sudurpashchim Provincial Assembly was elected by the 2022 provincial elections on 20 November 2022. 87 members were elected to the assembly, 52 of whom were elected through direct elections and 35 of whom were elected through the party list proportional representation system. The chief minister of the Koshi Province is the head of government of Koshi Province. The chief minister is appointed by the governor of the province according to Article 167 of the Constitution of Nepal. The chief minister remains in office for five years or until the provincial assembly is dissolved, and is subject to no term limits, given that they have the confidence of the assembly.
