District administration makes up the third level of government division in Nepal. The provision for a District Assembly, which acts as the legislature at the district-level, is mentioned in Part 17 of the Constitution of Nepal. The 77 districts of Nepal each have their own district assemblies which in turn elect their own District Coordination Committees, which serves as the executive at the district-level. In addition to this each district also has a District Administration Office which oversees the general administration of each district.
The Koshi Provincial Assembly also known as the Koshi Pradesh Sabha, is the unicameral legislature of Koshi Province, one of the seven provinces in Nepal. The 2023 Speaker of the Koshi Provincial Assembly election was held on January 12, 2023 to elect the speaker of the Koshi Provincial Assembly. However nominations have been fixed for the election from 3pm to 5pm and CPN, politician Baburam Gautam who had been nominated in accordance with the provisions of the Constitution, was the only candidate to file the nomination for the post.

The chief minister of the Koshi Province is the head of government of Koshi Province. The chief minister is appointed by the governor of the province according to Article 167 of the Constitution of Nepal. The chief minister remains in office for five years or until the provincial assembly is dissolved, and is subject to no term limits, given that they have the confidence of the assembly.

The Speaker is elected in the every first meeting of the Koshi Provincial Assembly after the general elections for a term of 5 years from among the members of the assembly. Speakers holder office until ceasing to be a member of the assembly or resigning from the office. The Speaker can be removed from office by a resolution passed in the assembly by an effective majority of its members. In the absence of Speaker, the meeting is presided by the Deputy Speaker.
