The Digital Preservation Coalition (DPC) is a UK-based charity that works with global partners to 'a welcoming and inclusive global community, working together to bring about a sustainable future for our digital assets'. [2]
The origins of the DPC are rooted in a 1995 workshop put on by the Joint Information Systems Committee and the British Library at the University of Warwick, focusing on how to approach the digital preservation. Internet usage was rapidly increasing, user expectations of digital resources were greater, and more users and institutions were seeking information across international borders in the late-20th century. [3] The scholastic community at large was apprehensive to make a serious effort toward converting to digital systems without more permanent solutions to ensure the integrity and authenticity of electronic resources, [4] due to the instability experienced in some U.S. government archives that was generated by physical decay of storage media and obsolete hardware and software. [5] The 1995 workshop at the University of Warwick led to research into the various necessary elements of digital preservation, which concluded in 1999. [6] Proposals for the DPC were published in D-lib magazine in February 2001, began operations in July of the same year, [7] and officially launched at the House of Commons in February 2002. [6] DPC was incorporated on 23 July 2002 [8] and registered as a charity in June 2021. [9]
The DPC was originally established with an office at King's College London before moving to the University of York with Maggie Jones who was the DPC's first full time member of staff. A new office was added at the University of Glasgow in 2009 when William Kilbride was appointed Executive Director. [10] In 2019 DPC reached agreement to open an additional office at the University of Melbourne [11] and at the start of 2024 it announced an agreement with ITHAKA [12] to establish a permanent staff presence based in New York.
The DPC was formed to bring together various public sector organizations to come up with a solution to the growing digital preservation issue as it was deemed too difficult for any one entity to achieve that goal on their own. [13] Their goal was to create resources, tools, and standards to establish a universal approach to digital preservation. [14] Even though the DPC was originally concerned with digital preservation in the UK, they acknowledged the fact that their concern over digital preservation was shared on a global scale. [6] In recent years DPC has adopted a more international perspective, identifying digital preservation as a global challenge and acknowledging the need for a global community to meet that challenge. [15]
The DPC's founding mission included the development and promotion of good practice in what was an emergent field. A series of commissioned subject-specialist Technology Watch Reports was established in 2003 and the first report published in 2004. [16] The series continues to publish with around 50 titles in the series. [17] It is supported by a series of briefing days in which authors and stakeholder debate the themes of the report.
The resources, tools, and standards were not only created by the DPC to be applied at institutions with existing digital collections, but to teach anyone the fundamentals and best practices of digital preservation. Their primary resource for teaching the proper methods for digital preservation was originally called the Preservation Management of Digital Materials Handbook, [13] compiled by Maggie Jones and Neil Beagrie in 2001, [18] two former directors of the DPC. Continuously updated, the handbook offers an easy to follow set of instructions for applying all aspects of the digital preservation process. The handbook has not been available in hardcopy since 2007, [13] but was previously uploaded to the DPC website in 2002. [19] It underwent a major overhaul by the DPC in 2015 and was republished on their website as the 2nd edition of the Digital Preservation Handbook. [18] The DPC also created training workshops in order to help their members effectively implement the processes laid out in the handbook. [6] Their most recent training workshop was branded "Novice to Know-How", a program commissioned by the National Archives of the UK as a part of their "Plugged In, Powered Up" initiative. Launched in May 2020, the two day course included lessons on file format preservation, a primer on DROID, and ingesting and preserving digital materials. [20]
The DPC was operating in a new aspect of the digital frontier, one that was otherwise unknown to the public at large. They increased overall media coverage of digital preservation from a non-existent presence to one that was regularly being covered by various news outlets across print, television, and radio. They released regular reports that were easy to digest, hosted frequent forums and seminars, and published a quarterly periodical on their website. [13] Since 2017 the DPC has published an annual, community generated review of the risks facing digital materials called the 'BitList, or the Global List of Endangered Digital Materials. [21]
Beginning in 2004, the DPC sponsors the Biennial Digital Preservation Awards, originally through the Pilgrim Trust Conservation Awards which presented 5,000 GBP to entities that exemplify digital preservation leadership and achievement. [22] In 2022 the DPC made awards in 8 categories including the DPC 'Fellowship'. [23]
Every two years since 2016 the DPC has awarded a special prize known as the 'DPC Fellowship' to recognize an individual who has made 'substantial, generous and distinguished contribution to securing our digital legacy'.
The DPC began with 7 original members and quickly expanded to 26 within the first year of operations. [6] Membership was originally broken into three categories: Full Members, Associate Members, and Allied Organizations and Individuals (now referred to as Honorary Personal Members). The DPC's foundation established that it would be 'vendor and technology neutral', so technology providers and software companies cannot join the DPC or become involved in the DPC's governance.
Full members originally were give seats on the DPC's Board [7] By around 2014 this body had grown too large so in 2017 the DPC introduced a smaller Executive Board limited to 12 people with a larger Representative Council of full members which sets and oversees implementation of the Coalition's strategic plan.
Associate members are organizations that were limited to interacting with the Advisory Council of the Coalition and participating in all other projects. [7]
Allied Organizations are entities that were invited by the DPC to participate in projects because they other either specific knowledge or special access to industry leaders in digital preservation. [7] These partnerships can either exist for a set amount of time while completing a specific project or can be ongoing partnerships that come to a close when either the DPC or the allied organization deem necessary. Allied Individuals, now called Honorary Personal Members, are also invited because of their expertise and their inability to qualify as a member. Honorary Personal Members are automatically renewed unless otherwise stated. [30]
Today, there are over 150 combined Full and Associate Members, including: Bacardi-Martini Inc., the BBC, the Digital Curation Centre, the J. Paul Getty Trust, the Library of Congress, the United Nations HQ, and National Libraries across the globe, other international corporate entities, and many universities across the UK and North America. [31]
The Chair of the DPC is elected annually by the members at its AGM.
Brewster Lurton Kahle is an American digital librarian, computer engineer, Internet entrepreneur, and advocate of universal access to all knowledge. In 1996, Kahle founded the Internet Archive and co-founded Alexa Internet. In 2012, he was inducted into the Internet Hall of Fame.
The British Film Institute (BFI) is a film and television charitable organisation which promotes and preserves film-making and television in the United Kingdom. The BFI uses funds provided by the National Lottery to encourage film production, distribution, and education. It is sponsored by the Department for Culture, Media and Sport, and partially funded under the British Film Institute Act 1949.

Richard Ovenden is a British librarian and author. He currently serves as the 25th Bodley's Librarian in the University of Oxford, having been appointed in 2014. Ovenden also serves as the Director of the Bodleian Library's Centre for the Study of the Book and holds a Professorial Fellowship at Balliol College. Ovenden is a trustee of the Chawton House Library and vice-chair of the Kraszna-Krausz Foundation. In 2009, he was elected third chair of the Digital Preservation Coalition, succeeding Ronald Milne and Dame Lynne Brindley in a post he held until 2013. and returning in 2015 to the honorary position of President of the DPC. He was elected to the American Philosophical Society in 2015. He is a Fellow of the Society of Antiquaries of London, having been elected in 2008.
Web archiving is the process of collecting portions of the World Wide Web to ensure the information is preserved in an archive for future researchers, historians, and the public. Web archivists typically employ web crawlers for automated capture due to the massive size and amount of information on the Web. The largest web archiving organization based on a bulk crawling approach is the Wayback Machine, which strives to maintain an archive of the entire Web.
Aluka was an online digital library focused on Africa-related material. It focused on globally connecting scholars by building a common platform for online collaboration and knowledge sharing. Aluka's intended audience was higher education and research communities.
The Biodiversity Heritage Library (BHL) is the world’s largest open access digital library for biodiversity literature and archives. BHL operates as a worldwide consortium of natural history, botanical, research, and national libraries working together to address this challenge by digitizing the natural history literature held in their collections and making it freely available for open access as part of a global "biodiversity community". The BHL consortium works with the international taxonomic community, publishers, bioinformaticians, and information technology professionals to develop tools and services to facilitate greater access, interoperability, and reuse of content and data. BHL provides a range of services, data exports, and APIs to allow users to download content, harvest source data files, and reuse materials for research purposes. Through taxonomic intelligence tools developed by Global Names Architecture, BHL indexes the taxonomic names throughout the collection, allowing researchers to locate publications about specific taxa. In partnership with the Internet Archive and through local digitization efforts, BHL's portal provides free access to hundreds of thousands of volumes, comprising over 59 million pages, from the 15th-21st centuries.
Arts South Australia was responsible for managing the South Australian Government's funding for the arts and cultural heritage from about 1996 until late 2018, when it was progressively dismantled, a process complete by early 2019. Most of its functions were taken over by the Department of the Premier and Cabinet (DPC) under Premier Steven Marshall, while some went to the Department for Education and others to the Department for Innovation and Skills.
The Digital Preservation Award is an international award sponsored by the Digital Preservation Coalition. The award 'recognises the many new initiatives being undertaken in the challenging field of digital preservation'. It was inaugurated in 2004 and was initially presented as part of the Institute of ConservationConservation Awards. Since 2012 the prize, which includes a trophy and a cheque, is presented independently. Awards ceremonies have taken place at the British Library, the British Museum and the Wellcome Trust.

Digital curation is the selection, preservation, maintenance, collection, and archiving of digital assets. Digital curation establishes, maintains, and adds value to repositories of digital data for present and future use. This is often accomplished by archivists, librarians, scientists, historians, and scholars. Enterprises are starting to use digital curation to improve the quality of information and data within their operational and strategic processes. Successful digital curation will mitigate digital obsolescence, keeping the information accessible to users indefinitely. Digital curation includes digital asset management, data curation, digital preservation, and electronic records management.
Down's Syndrome Scotland is a registered charity in Scotland that works to improve the quality of life for people with Down syndrome. The charity has been registered in Scotland since 1982. Members include people with Down syndrome, families, and professionals. The charity provides information, support and advice.
The Collections Trust is an independent UK-based charity that works with museums, libraries, galleries and archives worldwide to improve the management and use of collections. It was established in February 1977 as the Museum Documentation Association (MDA) and re-launched as the Collections Trust in 2008. Its head office is in Shoreditch, London.
Digital continuity is the ability to maintain the digital information of a creator in such a way that the information will continue to be available, as needed, despite changes in digital technology. It focuses on making sure that information is complete, available and therefore usable. Activities involved with managing digital continuity include information management, information risk assessment and managing technical environments, including file format conversion. Digital continuity management is particularly important to organisations that have a duty to maintain accountability, and to act transparently and legally, such as government and infrastructure companies. Digital continuity is also an important issue for organisations responsible for maintaining repositories of information in digital form over time, such as archives and libraries.
Qatar National Library (QNL) is a non-profit organization under the umbrella of the Qatar Foundation for Education, Science and Community Development. The plans for the new national library were announced by Sheikha Moza bint Nasser, Chairperson of Qatar Foundation, on 19 November 2012, during a ceremony celebrating the 50th anniversary of the Dar Al Kutub Library, in Doha, Qatar, one of the first public libraries in the Persian Gulf region, which had until then been regarded as the national library of Qatar.
Ithaka Harbors, Inc. is a US not-for-profit, the parent company of digital library website JSTOR, the digital preservation service Portico, and the research and consulting group Ithaka S+R. Its stated mission is to "help the academic community use digital technologies to preserve the scholarly record and to advance research and teaching in sustainable ways". Ithaka was founded in 2003 by Kevin M. Guthrie. Ithaka's total revenue was $105 million in 2019, most of it from JSTOR service fees.
The Alan Turing Institute is the United Kingdom's national institute for data science and artificial intelligence, founded in 2015 and largely funded by the UK government. It is named after Alan Turing, the British mathematician and computing pioneer.
The UK Government Web Archive (UKGWA) is part of The National Archives of the United Kingdom. The National Archives collects records from all UK government departments and bodies creating records defined as Public Records under the British Public Records Act. This includes on-line records. These are captured, preserved, and kept accessible by the UKGWA, in conjunction with an external service provider. Initially, and until July 2017, this was the Internet Memory Foundation. The current provider is MirrorWeb.
