West Bengal State in Eastern India

West Bengal is an Indian state located in the eastern region of the country along the Bay of Bengal. With over 91 million inhabitants, it is India's fourth-most populous state. West Bengal is the fourteenth-largest Indian state, with an area of 88,752 km2 (34,267 sq mi). A part of the ethno-linguistic Bengal region of the Indian subcontinent, it borders Bangladesh in the east, and Nepal and Bhutan in the north. It also borders the Indian states of Odisha, Jharkhand, Bihar, Sikkim, and Assam. The state capital is Kolkata (Calcutta), the seventh-largest city in India, and center of the third-largest metropolitan area in the country. As for geography, West Bengal includes the Darjeeling Himalayan hill region, the Ganges delta, the Rarh region, and the coastal Sundarbans. The main ethnic group are the Bengalis, with Bengali Hindus forming the demographic majority.

Rajya Sabha Upper house of the Parliament of India

The Rajya Sabha or Council of States is the upper house of the bicameral Parliament of India. It currently has a maximum membership of 245, of which 233 are elected by the legislatures of the states and union territories using single transferable votes through Open Ballot while the President can appoint 12 members for their contributions to art, literature, science, and social services. Members sit for staggered terms lasting six years, with elections every year but almost a third of the 233 designates up for election every two years, specifically in even-numbered years. The Rajya Sabha meets in continuous sessions, and unlike the Lok Sabha, being the lower house of the Parliament, the Rajya Sabha, which is the upper house of Parliament, is not subjected to dissolution. However, the Rajya Sabha, like the Lok Sabha can be prorogued by the President.

An upper house is one of two chambers of a bicameral legislature, the other chamber being the lower house. The house formally designated as the upper house is usually smaller and often has more restricted power than the lower house. Examples of upper houses in countries include the Australian Senate, Brazil's Senado Federal, the Canadian Senate, France's Sénat, Germany's Bundesrat, India's Rajya Sabha, Ireland's Seanad, Malaysia's Dewan Negara, Myanmar's Amyotha Hluttaw, the Netherlands' Eerste Kamer, Pakistan's Senate of Pakistan, Russia's Federation Council, Switzerland's Council of States, United Kingdom's House of Lords and the United States Senate.
