Directive 51 is a science fiction novel by John Barnes. It is the first of three books collectively entitled the Daybreak series. The title is a reference to Directive 51, the Presidential directive setting out government procedures in the event of a "catastrophic emergency".
The near future. Heather O'Grainn is a worker in the Office of Future Threat Assessment in Washington state. Aa variety of groups with diverse aims, but an overlapping desire to end modern technological society (which they call the Big System), create a nanotech plague ("Daybreak") which both destroys petroleum-based fuels, rubber and plastics and eats away any metal conductors carrying electricity. An open question in the book is whether these groups, and their shared motivations, are coordinated by some conscious actor, or whether they are an emergent property / meme that attained a critical mass.
The Daybreak plague strikes, and world governments are helpless to deal with it. Industrial civilization rapidly breaks down, and tens of millions die in the U.S. alone (the global death toll measures in the billions). There is a presidential succession crisis. Just as society in the U.S. seems to start stabilizing, previously placed pure fusion weapons detonate, destroying Washington, D.C. and Chicago. This is followed by additional pure fusion weapon strikes, which are determined to be weapons that are being created on the Moon by nanotech replicators. A shadowy neofeudalist group (the "Castle movement") led by a reactionary billionaire may be inadvertent saviors of society... or may have some deeper involvement in things.

The 1998 bombing of Iraq was a major four-day bombing campaign on Iraqi targets from 16 to 19 December 1998, by the United States and the United Kingdom. On December 16 1998, President of the United States Bill Clinton announced that he had ordered strikes against Iraq. The contemporaneous justification for the strikes was Iraq's failure to comply with United Nations Security Council resolutions and its interference with United Nations Special Commission inspectors who were looking for weapons of mass destruction, The inspectors were sent back in 1997 and were repeatedly refused access to certain sites thus compelling the U.S to launch strikes. However, Clinton's decision was criticized and challenged by many Key members of the congress, accusing Clinton of directing attention from ongoing impeachment proceedings against him.
In the United States, an executive order is a directive by the president of the United States that manages operations of the federal government. The legal or constitutional basis for executive orders has multiple sources. Its greater sophistication affords it vastly greater destructive power than first-generation atomic bombs, a more compact size, a lower mass, or a combination of these benefits. A pure fusion weapon is a hypothetical hydrogen bomb design that does not need a fission "primary" explosive to ignite the fusion of deuterium and tritium, two heavy isotopes of hydrogen used in fission-fusion thermonuclear weapons. Such a weapon would require no fissile material and would therefore be much easier to develop in secret than existing weapons. Separating weapons-grade uranium (U-235) or breeding plutonium (Pu-239) requires a substantial and difficult-to-conceal industrial investment, and blocking the sale and transfer of the needed machinery has been the primary mechanism to control nuclear proliferation to date.

Splicers is a role-playing game using the Palladium Books Megaversal gaming system. The game is set in the midst of a war between humans and a world-wide computer intelligence alternately referred to as the N.E.X.U.S. or the Machine. Players take on the roles of humans engaged in the fight against robotic, android, and necrotic minions of the Machine, using technology that is primarily derived from highly advanced biotechnology. The computer intelligence has released a "nanobot plague" on the world; within a few seconds of a human touching non-precious metal, the item will begin to twist and attack the person, sometimes even animating into a robotic minion of the Machine. The result is that the nanoplague has effectively made non-precious metal allergic to mammalian life.
